In keeping with the concern and sensitivity towards poor and vulnerable sections of society, the Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, has extended the Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY) scheme for another six months i.e., till September 2022 (Phase VI).

The Phase-V of PM-GKAY scheme was to end in March 2022. It may be recalled that the PM-GKAY has been under implementation since April 2020, as the largest food security program in the world.

The Government has spent approximately Rs. 2.60 Lakh Crore so far and another Rs. 80,000 Crore will be spent over the next 6 months till September 2022 taking the total expenditure under PM-GKAY to nearly Rs. 3.40 Lakh Crore.

This will cover nearly 80 crore beneficiaries across India and like before would be fully funded by the Government of India.

Even though the COVID-19 pandemic has significantly abated and economic activities are gathering momentum, this PM-GKAY extension would ensure that no poor household goes to bed without food during this time of recovery.

Under the extended PM-GKAY each beneficiary will get additional 5 kg free ration per person per month in addition to his normal quota of foodgrains under the NFSA. This means that every poor household would get nearly double the normal quantity of ration.

It is worth highlighting that the Government had allocated about 759 LMT of free foodgrains under the PM-GKAY till Phase V. With another 244 LMT of free foodgrains under this extension (Phase VI), the aggregate allocation of free foodgrains under the PM-GKAY now stand at 1,003 LMT of foodgrains.

The benefit of free ration can be availed through portability by any migrant labour or beneficiary under One Nation One Ration Card (ONORC) plan from nearly 5 lakh ration shops across the country. So far, over 61 Crore portability transactions have benefitted the beneficiaries away from their homes.

This has been made possible due to highest ever procurement despite the century’s worst pandemic with highest ever payment to farmers by the Government. For this record production in the agricultural fields Indian Farmers –‘Annadata’ deserves to be complimented.

The Secretary, Department of Food & Public Distribution Shri Sudhanshu Pandey today briefed the media persons about the progress of food grains distribution under PMGKAY-III and One Nation One Ration Card scheme.

Speaking about the “Pradhan Mantri Garib Kalyan Anna Yojana” (PM-GKAY III), the Secretary said that more than 63.67 Lakh MT foodgrains (i.e. around 80 % of total PMGKAY allocation for May & June 2021) have been lifted by States/UTs from FCI depot. Around 28 Lakh MT foodgrains have been distributed by 34 States/UTs to around 55 Crore NFSA beneficiaries for May 2021 and around 1.3 Lakh MT foodgrains have been distributed to around 2.6 Crore NFSA beneficiaries for June 2021, after following due COVID protocols.

Furthermore, he added that as on 03.06.2021, under National Food Security act, foodgrains have been distributed to around 90% &12 %of NFSA beneficiaries for May and June 2021, respectively, incurring a food subsidy of more than Rs. 13,000 Crore for May and June 2021. The food subsidy incurred for PMGKAY, so far, is more than Rs. 9,200 Crore for May and June 2021.

Shri Pandey said that the Department is continuously reviewing the scheme and pursuing with States/UTswho are taking steps to give wide publicity about PM-GKAY III through publicity in print/ electronic media & display of banners at Fair Price Shop etc.

Emphasising the importance of ‘One Nation One Ration Card’ (ONORC), Secretary, DFPD shared that it is an ambitious plan and endeavour of the Department to introduce the nation-wide portability of ration cards under the National Food Security Act, 2013 (NFSA). 

He said that at present, a monthly average of about 1.35 Crore portability transactions are being recorded under ONORC plan (including intra-state transactions). Further, a total of nearly 27.8 Crore portability transactions have taken place all across States/UTs since the inception of ONORC plan from August 2019, out of which almost 19.8 Crore portability transactions have been recorded during the COVID-19 period i.e., from April 2020 to May 2021.

Given the potential of One Nation One Ration Card (ONORC) plan to ensure the access to NFSA foodgrains to Migrant NFSA beneficiaries during the COVID-19 crisis, this department has been continuously pursuing with States/UTs through VC meetings/advisories/letters etc to implement the programme to its full potential by proactively reaching out to the migrant beneficiaries.

These States/UTs have been requested to undertake wide-spread publicity and awareness of the ONORC plan, 14445 toll-free number and ‘Mera Ration’ Mobile application that was recently developed by Department in association with NIC for the benefit of NFSA beneficiaries, specifically the migrant NFSA beneficiaries, in ten different languages viz. English, Hindi, Oriya, Punjabi, Tamil, Telugu, Malayalam, Kannada, Gujarati& Marathi. Efforts are afoot to include more regional languages in the ‘Mera Ration’ App, going forward.

While answering to one question about reduction in edible oils duty, Shri Pandey said that the edible oil prices have already started coming down in international market and there is a 15 to 20 % shrink in demand. He said prices are continue to decline further and this trend is showing in international market too. Since, the softening of oil prices is happening and as trend shows it will continue, so there is no need to reduce the duty, he further added that the Government is reviewing the situation every week.

In reply to another question, Secretary DFPD said that in view of the COVID scenario, coverage of all eligible persons from most vulnerable & economically weaker sections of population (i.e. street dwellers, rag pickers, hawkers, rickshaw pullers, migrant labours etc.) under National Food Security Act is the foremost priority of this Department. As the operational responsibilities of identification of eligible persons/households under NFSA and issuance of ration cards to them through continuous review, rests with States/UTs. He said that the Department has issued instruction to all States/UTs on 02nd June, 2021 to launch a special drive to proactively issue NFSA ration cards to such persons without ration cards from above such categories by utilizing the available coverage under their overall NFSA limits. Out of total NFSA coverage limit of 81.35 Crore, a gap of nearly 1.97 crore can be also utilised by States/UTs for this purpose.

The Secretary, Department of Food & Public Distribution Shri Shudhanshu Pandey today briefed the media persons about PMGKAY-3 and One Nation One Ration Card scheme through a virtual press conference. Speaking about the “Pradhan Mantri Garib Kalyan Anna Yojana” (PM-GKAY III), the Secretary said that the department started implementation of  “Pradhan Mantri Garib Kalyan Anna Yojana” (PM-GKAY III) for two months period i.e. May and  June 2021 in same pattern as earlier by providing an additional quota of free-of-cost food grains (Rice/Wheat) at a scale of 5 Kg per person per month, over and above their regular monthly NFSA entitlements to about 80 Crore beneficiaries covered under both categories of NFSA, namely Antyodaya Anna Yojana (AAY) and Priority Householders (PHH). The Government of India will bear all expenditure of over Rs 26,000 Crore on account of food subsidy and Central assistance to states/UTs on account of intrastate transportation etc.

While briefing the media, Shri Pandey informed that the distribution of food grains is going as per schedule for the month of May, 2021.  He said as on 10thMay 2021, 15.55 LMT of food grains have been lifted from FCI depots by the 34 States/UTs for the month of May 2021 and over 1 Lakh MT has been distributed to over 2 Crore beneficiaries by 12 states/UTs. he said that almost all States/UTs have indicated action plan to complete the distribution of PMGKAY-III Food grains, for the months of May and Jun 2021, by the end of June 2021.

He further said that the Department is continuously reviewing the scheme and pursuing with all States/UTs to give wide publicity and to ensure timely distribution of PM-GKAY III Food grains in a transparent manner through ePoS devices after following all safety protocols relating to COVID -19 pandemic, as per advisories issued. VC meetings were held with Food Secretaries/ representatives of States/UTs by Secretary (DoFPD) on 26th April 2021 and by Joint Secretary (BP,PD) on 5th May 2021 to strategize and review the progress of food grains distribution.

Emphasising the importance of ‘One Nation One Ration Card’ (ONORC), Secretary, D/o Food & Public Distribution shared that it is an ambitious plan and endeavour of the Department to introduce the nation-wide portability of ration cards under the National Food Security Act, 2013 (NFSA). This aims to empower all migrant beneficiaries to seamlessly access their NFSA food grains/benefits anywhere in the country. Presently, this system is seamlessly enabled in 32 States/UTs, covering about 69 Crore beneficiaries (86% NFSA population) in these States/UTs.

Shri Pandey said that ONORC is now enabled in 32 States/ UTs.He said that monthly average of about 1.5 to1.6 Crore potability transactions are being recorded under ONORC. Shri Pandey informed that more than 26.3 Crore portability transactions (including intra-state transactions) have taken place all across these States/UTs, Since the inception of this scheme in August, 2019, out of which almost 18.3 Crore portability transactions have been recorded during the Covid-19 period of April, 2020 to April 2021 itself. As the procurement in Rabi Marketing Season 2021-22 is going on smoothly, Shri Pandey informed that as on 9th May, 2021 total 337.95 LMT wheat has been procured, as compared to 248.021 LMT wheat has been procured during last year on corresponding day. He further informed that around 34.07 Lakh farmers have been benefitted so far against 28.15 lakh last year as on date. He said procurement has undertaken through 19,030 purchase centres across India. He said Haryana and Punjab also switched from indirect payment of MSP to direct online transfers of benefit to farmers, farmers are now receiving direct benefits against sale of their crops without any delay across the country.

The Secretary informed that out of total DBT payment of Rs 49,965 crore so far transferred directly into farmers’ account across India on account of wheat procurement. He further informed that Rs 21,588 Crore in Punjab and about Rs 11,784 Crore in Haryana has been transferred directly into farmers’ account.

Shri Pandey said that in view of resurgence of Covid, with the objective to make wheat and rice stocks easily available in open market, Government of India has liberalised OMSS(D) policy for the year 2021-22. It is informed that the Sale of food grains under OMSS(D) has started in non- procuring States and 2800 MT have been sold so far.

It is also informed that during Covid-19 pandemic, around 928.77 LMT of foodgrains, 363.89 LMT of wheat and 564.88 LMT of rice have been issued from central pool during 1.4.2020 to 31.3.2021for distribution.

While replying to a question about price rise of edible oils, Shri Pandey said that priceof edible oils is being monitored closely by the government. He said due to covid condition some stocks are stuck at ports due to clearance relating tests by various agencies, the problem is now addressed and soon stocks will be released in the market and this will show softening impact on oil prices.

While answering another question about sugar subsidy, Shri Pandey informed that detailed review with sugar and ethanol industry have been going on. He said, we have achieved blending target of 7.2 % this year and we are trying to achieve 8.5 % blending target by the end of this year. He said, as of now 11 states in the country already achieved the blending target of 9-10 %, while rest of the states are working on it.

इस विशेष योजना (पीएमजीकेवाई) के तहत, एनएफएसए, अंत्योदय अन्न योजना (एएवाई) और प्राथमिकता गृहस्थी (पीएचएच), दोनों श्रेणियों के तहत कवर किए गए लगभग 80 करोड़ एनएफएसए लाभार्थियों को मुफ्त में खाद्यान्न का अतिरिक्त कोटा प्रदान किया जाएगा ( चावल / गेहूं) प्रति माह 5 किलोग्राम प्रति व्यक्ति के मान से, एनएफएसए के तहत उनकी नियमित मासिक पात्रता के ऊपर और ऊपर। भारत सरकार रुपये से अधिक का सारा खर्च वहन करेगी। राज्यों / संघ राज्य क्षेत्रों को खाद्य सब्सिडी और केंद्रीय सहायता के लिए 26,000 करोड़ रु। अंतर्राज्यीय परिवहन आदि।

  • यह योजना 30 जून तक वैध रहेगी और अतिरिक्त रु। केंद्र सरकार को 26,000 करोड़।

कुछ राज्यों ने राशन कार्ड धारकों के खातों में सीधे धन हस्तांतरण की घोषणा की है। अंतर्राष्ट्रीय खाद्य नीति अनुसंधान संस्थान द्वारा हाल ही में किए गए एक अध्ययन पर कि भारत का खाद्य सुरक्षा नेट कोविद -19 को कैसे जवाब दे रहा है, इस मुद्दे की ओर भी इशारा करता है। अध्ययन में कहा गया है कि शहरी क्षेत्रों में पीडीएस कवरेज कम है जो कम से कम अब “पात्र परिवारों की सूची का विस्तार” करने की आवश्यकता का सुझाव देता है।

(a) the number of eligible citizens, including inter-state migrants, who utilised PDS in 2019- 2020, State-wise; and

(क) वर्ष 2019-20 में सार्वजनिक वितरण प्रणाली का लाभ उठाने वाले अंतराज्यीय प्रवासियों सहित पात्र नागरिकों की राज्य-वार संख्या कितनी है; और

(b) the total number of beneficiaries of Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) in 2019-2020, State-wise?

(a): Under the National Food Security Act, 2013 (NFSA), this Department is continuously allocating food grains to States/UTs for distribution through Targeted Public Distribution System (TPDS) covering around 80 Crore NFSA population in the country on a monthly basis in every year, including the migratory NFSA population, if any.

(क): राष्ट्रीय खादय सुरक्षा अधिनियम, 2013 (एनएफएसए) के तहत यह विभाग ल्क्षित सार्वजनिक वितरण प्रणाली (टीपीडीएस) के माध्यम से वितरण हेतु राज्यों/संघ राज्य क्षैत्रों को प्रत्येक वर्ष मासिक आधार पर खादयान्नों का आवंटन निरंतर कर रहा है, जिसमें देश की प्रवासी एनएफएसए जनसंख्या, यदि कोई हो, सहित लगभग 80 करोड़ एनएफएसए जनसंख्या को कवर किया गया है।

Further, as per details available, a statement showing State/UT-wise utilization of food grains (offtake) by States/UTs for distribution to TPDS beneficiaries during the year 2019-2020 is at Annexure-1 while the State/UT wise number of persons/families covered under NFSA is at Annexure-II.

इसके अलावा, उपलब्ध विवरण के अनुसार, वर्ष 2019-2020 के दौरान टीपीडीएस लाभार्थियों को वितरण हेतु राज्यों/संघ राज्य क्षेत्रों दवारा खादयाननों के उपयोग (उठान) का राज्य/संघ राज्य क्षेत्रवार ब्यौरा अनुबंध-1 में दिया गया है, जबकि राष्ट्रीय खादय सुरक्षा अधिनियम के तहत कवर किए गए व्यक्तियों/परिवारों की राज्य/संघ राज्य क्षैेत्रवार संख्या का ब्यौरा अनुबंध-2 में दिया गया है।

Tripura: The actual number of beneficiaries identified (as per last allocation) by the State Government is 24.828  Lakh  (99.24% of the intended  coverage) whereas  the  maximum  permissible limit for Tripura  is 25.018 Lakh persons. Thus, there is a gap of 0.190 Lakh beneficiaries in the actual identification and intended/permissible maximum limit. However, allocation of food grains to Tripura was allowed for all the 25.018 lakh persons (i.e. Ceiling of beneficiaries for Tripura).
त्रिपुरा: राज्य सरकार द्वारा पहचान किए गए लाभार्थियों की वास्तविक संख्या (पिछले आवंटन के अनुसार) 24.828 लाख (लक्षित कवरेज का 99.24 प्रतिशत) है, जबकि त्रिपुरा के लिए अधिकतम अनुमेय सीमा 25.018 लाख व्यक्ति हैं। इस प्रकार, वास्तविक सीमा और लक्षित/अनुमेय अधिकतम सीमा में अंतर 0.190 त्राख ्लाभार्थियों का है। तथापि, त्रिपुरा को सभी 25.018 लाख व्यक्तियों के लिए खाद्यान्न का आवंटन करने की अनुमति दी गई थी (अर्थात त्रिपुरा के लिए लाभार्थियों की अधिकतम सीमा) 
Uttar Pradesh: The actual number of beneficiaries identified by the State Government is 1464.282 Lakh (96.30% of the intended coverage) whereas the intended coverage for Uttar Pradesh is 1520.586 Lakh persons. Thus, there is a gap of 56.327 Lakh beneficiaries in the actual identification and intended/ permissible maximum  limit. However, allocation of food grains to Uttar Pradesh  was allowed for all the 1520.586 Lakh persons (i.e. Ceiling of beneficiaries for UP).
उत्तर प्रदेश: राज्य सरकार द्वारा चिन्हित लाभार्थियों की वास्तविक संख्या 1464.282 लाख (ल्क्षित कवरेज का 96.30 प्रतिशत) है जबकि उत्तर प्रदेश के लिए लक्षित कवरेज 1520.586 लाख व्यक्ति हैं। इस प्रकार, वास्तविक पहचान और लक्षित/अनुमेय अधिकतम सीमा में 56.327 लाख लाभार्थियों का अंतर है। तथापि, उत्तर प्रदेश को सभी 1520.586 लाख व्यक्तियों के लिए खाद्यान्न का आवंटन किया गया था (अर्थात उत्तर प्रदेश के लिए लाभार्थियों की अधिकतम सीमा)।

Food Corporation of India moved total 139 LMT food grains during March 2020 to June 2020 5.4 lakh fair price shops distributed food grains to beneficiaries with precautionary measures like staggered distribution timings, maintaining hygiene and maintaining social distancing

During the period 24th March to 30th June 2020, Food Corporation of India under Department of Food & Public Distribution moved a total of about 139 LMT food grains using nearly 5,000 rakes and nearly 14.7 LMT through 91,874 trucks across the country. For ensuring supply of allocated quantity for Andaman and Nicobar Islands and Lakshadweep Islands the food grains were moved though ships. Support of other Ministries such as Railways and Shipping augmented by Indian Air Force have played a crucial role in making these operations smooth and successful. The employees of the FCI, CWC, CRWC, State Warehouses and State/UT Civil Supplies Departments/Corporation have all worked in perfect coordination to make it all possible.

For the distribution of food grains to beneficiaries, a network of about 5.4 Lakh Fair Price Shops (FPSs) was utilised across the country, where all precautionary measures to contain the spread of COVID-19 protocol, such as social distancing, use of face masks, hand sanitizers, availability of soap and water to maintain hand hygiene, staggered distribution timings, frequent sanitization of ePoS devices, etc were followed in each State/UT, besides use of innovative practices for giving foodgrains to beneficiaries while ensuring social distancing at all times.
Despite challenges in biometric authentication of beneficiaries on ePoS devices, many States/UTs like Uttar Pradesh, Bihar, Gujarat, etc. ensured biometric authentication of beneficiaries after following requisite safety protocol to ensure rightful targeting of beneficiaries.
Independent surveys conducted by MicroSave Consulting, Dalberg, etc., in various parts of the country, have shown very high level of satisfaction among the beneficiaries, with regards to the distribution of food grains under PM-GKAY. The programme implementation was rigorously monitored at every level including the Hon’ble Minister of Consumer Affairs, Food & Public Distribution, and all implementation issues of States/UTs were quickly resolved to ensure the success of the PM-GKAY.
Earlier, in March 2020, pursuant to the announcement of Pradhan Mantri Garib Kalyan Package (PMGKP) to ameliorate the hardships faced by the poor and needy due to economic disruptions caused by the COVID-19 outbreak in the country, the Department had started the implementation of “Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY)” for a period of three months i.e. April, May and June 2020, so that the poor and vulnerable beneficiaries under NFSA do not suffer on account of the non-availability of food grains during the unprecedented time of crisis.
Under this special scheme, about 81 Crore NFSA beneficiaries covered under both categories of NFSA, namely Antyodaya Anna Yojana (AAY) and Priority Householders (PHH), are being provided with an additional quota of free-of-cost foodgrains (Rice/Wheat) at a scale of 5 Kg per person per month, over and above their regular monthly entitlements.

Accordingly, on 30th March 2020, the Department had conveyed State/UT-wise total allocation of about 121 Lakh MT of foodgrains (about 40 LMT per month) to all States/UTs and FCI for distribution to all NFSA beneficiaries during the period of three months April-June’ 2020 (i.e. Phase-I of the scheme).
As per reports available from FCI, all States/UTs combined have lifted about 118 LMT (99%) of three-month foodgrains from FCI depots/central pool. Further, all States/UTs combined have reported a distribution of over 111.52 LMT (93.5%) of allocated foodgrains for the period April-June 2020 as per following details:
37.5 LMT (94%) each in the months of April and May 2020 covering about 75 crore beneficiaries in each month.
36.54 LMT (92%) in the month of June covering about 73 crore beneficiaries.
