A bitter confrontation has begun between the Centre and states over the Pradhan Mantri Awas Yojna-Gramin (PMAY). Central monitoring teams have been deployed in West Bengal to look into allegations of widespread irregularities in allocations under the flagship scheme, which has sent the Bharatiya Janata Party and the Trinamool Congress on a standoff path yet again.

While the saffron party has repeatedly alleged massive corruption in the beneficiary selection, the regional outfit has accused the former of attempts to tarnish the image of the Mamata Banerjee government. With panchayat elections due in April, the rural housing scheme has emerged as a flashpoint between the two political rivals that have always been on a collision course. The BJP’s allegations of ineligible beneficiaries finding their way into the list of allottees have been met with TMC’s accusation of the Centre blocking funds to the eastern state.
Not far away—in Odisha—the PMAY is in the midst of a snowballing controversy. Both the ruling Biju Janata Dal and the opposition BJP are busy exchanging barbs over its implementation. Now that the Centre has released 9.5 lakh dwelling units in Odisha and a provisional list of beneficiaries was published
last week by the state government, the contentious issue is back on the boil.
The Centre released 27.5 lakh houses to Odisha under PMAY in two phases, with 18 lakh released in the first phase. The Awaas Plus portal was open for a year and a half from 2018. The BJD wanted the portal to be opened again to include additional beneficiaries because 2019 saw electioneering and the wrath of Cyclone FANI, necessitating the inclusion of more names.
The BJP has countered this by saying the ruling party failed to utilise the period to include beneficiaries, besides accusing it of hijacking the scheme and using it to derive political mileage. Issues relating to eligibility, guidelines and identification have only added to the friction. It is about time the Centre and the states found ways to sort out this mess because the needy have missed out on benefits for far too long. The pandemic brought unspeakable misery to the poorer sections, and for the past three years, the construction of houses has been moving at a snail’s pace. When elephants fight, the grass gets trampled. That is exactly what is happening with PMAY now.

Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) whether the Government is aware of the fact that there are 50 per cent or more beneficiaries listed in many villages across the country for the list prepared in the year 2018 for allotment of houses under Pradhan Mantri Awas Yojana – Gramin (PMAY-G) who have not been allotted houses during last three to four years;

STATEMENT IN REPLY TO PART (a) to (c) OF LOK SABHA STARRED QUESTION NO. *82 TO BE ANSWERED ON 08.02.2022 REGARDING BENEFICIARIES UNDER PMAY-G

(a) to (c) In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April, 2016 to provide assistance to eligible rural households with overall target to construct 2.95 crore pucca houses with basic amenities by March, 2024. The identification of beneficiaries under PMAY-G is based on the housing deprivation parameters and exclusion criteria prescribed under Socio Economic Caste Census (SECC)-2011 and due verification by the respective Gram Sabhas and completion of an Appellate Process. The target of 2.95 crore was arrived at on that basis.

The Government conducted Awaas+ survey during January 2018 to March 2019 to identify those beneficiaries which claimed to have been left out under the 2011 SECC and thus prepared an additional list of potential beneficiaries with a ceiling of 2.95 crore houses.

The data of beneficiaries captured through Awaas+ is being utilized to fill the gap between overall target of 2.95 crore and eligible beneficiaries made available from PWL (approx.2.15 Crore). Based on the recommendation of Expert Committees, constituted for analysis of Awaas+ data, a target of 51 lakh houses has already been allocated to eligible States/ UTs during financial year 2020-21 & 2021-22. Out of the total target of 2.95 crore houses, a target of 2.62 crore (88.81% of total) houses has been allocated to the States/ UTs, 2.18 crore (73.90% of total) beneficiaries have been sanctioned houses by the States/UTs, 1.71 crore houses have been completed as on 02.02.2022.

The Ministry is taking major steps such as timely allocation of targets to States/ UTs, Follow up with States on providing land to landless beneficiaries, micro monitoring of house sanction and completion using IT tools, timely release of funds to States, etc. for Completion of targeted houses by 2024.

Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) whether the Government proposes to start the work of next phase under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G), if so, the details thereof including the time by which it is likely to be started particularly in the villages of Bhagalpur district of Bihar and if not, the reasons therefor;

(a) to (c) In order to achieve “Housing for all” in rural areas, the Ministry of Rural Development is implementing the Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April, 2016 to provide assistance to eligible rural households with an overall target to construct 2.95 crore pucca houses with basic amenities.

The State Government of Bihar has finalized the names of the villages in the Bhagalpur district of Bihar under PMAY-G. The total number of villages finalized under PMAY-G is 1911 in 242 Gram Panchayats in 16 Blocks in Bhagalpur District of Bihar.

The targets under PMAY-G are set annually on the basis of availability of eligible beneficiaries, achievements of targets allocated during the preceding years and proposal of the State/UT. After allocation of annual targets, further distribution of targets among beneficiaries in various districts/blocks/villages is done by the States/ UTs on the basis of eligible number of beneficiaries in the Permanent Wait List (PWL). The Ministry has allocated total targets of 39,25,659 to the State of Bihar including 11,49,947 from the Awaas+ list of the State.
