Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the data on the number of total houses completed against the sanction granted in 2022-23 under the Pradhan Mantri Awas Yojana- Urban (PMAY-U), State-wise, especially in Tamil Nadu;

(b) the funds disbursed under this scheme, State-wise; and

(a) to (b) Ministry of Housing and Urban Affairs is implementing Pradhan Mantri Awas Yojana-Urban (PMAY-U) since 25.06.2015 for giving Central Assistance to States/ Union Territories (UTs), including the State of Tamil Nadu, for providing all-weather pucca houses to all eligible urban households.
Based on the project proposals submitted by States/ UTs, a total of 122.69 lakh houses   were  sanctioned  till 31.03.2022.  Against the sanctioned houses, 68.02 lakh houses are completed/ delivered to beneficiaries so far, out of which 9.75 lakh houses were completed during FY 2022-23. Against 6.89 lakh houses sanctioned in Tamil Nadu, 4.93 lakh houses are completed so far, out of which 56,580 houses were completed during FY 2022-23. As on 23.01.2023, Central Assistance of Rs. 2.02 lakh crore has been approved under the scheme, out of which Rs. 1.36 lakh crore has been released to States/ UTs/ Central Nodal Agencies.
State-wise details of number of houses sanctioned, completed since inception and during FY 2022-23, Central Assistance sanctioned and released under PMAY-U are at Annexure. Completion of projects generally takes 12-36 months in different verticals of the scheme. Around 37 lakh houses have been sanctioned in the last two years.
(c) PMAY-U scheme period has been extended up to 31st  December, 2024, except Credit Linked Subsidy Scheme (CLSS) vertical, to complete the sanctioned houses in States/ UTs without changing the funding pattern and implementation methodology. Ministry monitors progress of the Scheme through periodic review meetings, video-conferences and field visits. States/ UTs, including the State of Tamil Nadu, have been advised to expedite the construction of sanctioned houses so that all houses are completed within the stipulated timeline as per Detailed Project Reports.

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the number of houses in the country particularly in Ratnagiri-Sindhudurg of Maharashtra for which foundation has been laid under Pradhan Mantri Awas Yojana-Urban (PMAY-U) during the last three years and the current year, State-wise;

(b) whether their construction work has been completed, if so, the details thereof and if not, the reasons therefor;

(c) the details of the foundations laid for the construction of houses under the said scheme during the said period;

(d) whether their construction work has not been started or completed and if so, the reasons therefor;

(e) the details of the minimum areas fixed for the houses completed during the said period, State-wise; and

(f) the details of all kinds of changes made in the size of houses by the States during the said period?

(a) to (c) Land and Colonization are State Subjects. Therefore, Schemes on housing are implemented by States/ UTs. However, Ministry of Housing and Urban Affairs under the vision of ‘Housing for All’, is supplementing the efforts of States/ UTs by providing central assistance under Pradhan Mantri Awas Yojana- Urban (PMAY-U) for construction of houses for all eligible families/ beneficiaries. Eligible beneficiaries can avail the benefit of PMAY-U through four verticals, i.e., Beneficiary-led Construction or enhancement (BLC); Affordable Housing in Partnership (AHP);  ‘In-Situ’ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS).

Under PMAY-U, State/UT wise details of houses sanctioned during last three and current year (2018-2022) along with status of houses grounded for construction and completed is annexed as Annexure. In Ratnagiri- Sindhudurg in Maharashtra, 4,955 houses have so far been sanctioned of which 3,209 are grounded for construction and 2,950 have been completed.

(d) States/ UTs formulate project proposals as per their assessed demand of houses under the Scheme in aphased manner based on their resources and get them approved by State Level Sanctioning & Monitoring Committee (SLSMC). After approval from the concerned SLSMC, States/ UTs submit the proposals to this Ministry for approval of Central Assistance by the  Central Sanctioning  and  Monitoring Committee. Completion of projects generally takes 12-36 months under different verticals of Scheme. States/ UTs are required to adhere to the timeline as mentioned in Detailed Project Reports for completion of project. Accordingly, progress of the Scheme varies from State to State. In order to achieve the vision of ‘Housing for All’, all States/UTs have been advised to expedite the construction of sanctioned houses so that all houses are completed within the stipulated period.

(e) & (f) As per Scheme guidelines, the minimum size of houses constructed under the Mission under each component should conform to the standards provided in the National Building Code (NBC). However, if the available area of land does not permit building of such minimum size of houses as per NBC and, if beneficiary consent is available for reduced size of house, a suitable decision on area maybe taken by States/UTs with the approval of State Level Sanctioning and Monitoring Committee (SLSMC).The Mission supports construction of houses upto 30 square meter carpet area with basic  civic infrastructure. States/UTs have  flexibility in terms of determining the size of house and other facilities at the State/UT level in consultation with the Ministry. Under Credit Linked Subsidy Scheme vertical, permissible carpet areas are as under:

Houses under Pradhan Mantri Awas Yojana to have Lock-in Period of 5 Years

Central govt. has imposed a new condition on availing Home Loan Subsidy for Houses under Pradhan Mantri Awas Yojana (PMAY). Now all the people who have purchased new houses under PMAY Housing Scheme will not be able to sell their homes (property) before 5 years. Govt. has introduce a provision of “Lock-in Period” of 5 years for houses under Pradhan Mantri Awas Yojana (Gramin & Urban both).

Ministry of Housing affairs, Central govt. had earlier given its in-principle approval for the provision of Lock-in period. Official announcement for the same was made by the Union Cabinet. This notification will ensure that PMAY Scheme will benefit only those people who wants to purchase house for their own use.

Pradhan Mantri Awas Yojana to have Lock-in Period of 5 Years

This provision will avoid any misuse of this govt. “Housing For All” scheme. The main purpose of PMAY Scheme is to provide homes to needy & poor people.

Houses Under PMAY to Have Lock-in Period of 5 Years

Some people buy these houses to get rebate in Income Tax or to make investment in properties. There are certain apprehensions that people buy properties under PMAY Housing Scheme and sell-off their properties at higher rates to earn profits. This is because people get subsidy in the form of loans at cheaper rates to buy properties under PM Awas Yojana.

All the people can avail benefits of PMAY Scheme including those who wants to sell properties at higher rates. If people buy homes at cheaper loan rates under PMAY and sell it to any property dealer at market price, then the purpose of scheme is not served. Lock-in period will avoid and help in tackling such situation. The primary objective is to provide own-roof to every homeless person. That is why, such a huge amount of subsidy is being given to the people for construction & renewal of houses.

To avoid any misuse of Pradhan Mantri Awas Yojana, provision of lock in period of 5 years is an important and essential step.

Govt. Initiatives to Enhance Coverage of PM Awas Yojana

Central govt. has taken various measures, change old rules and has implemented new rules in order to increase the scope and coverage of PMAY. If the annual income of any person is upto Rs. 18 lakh, then he/ she can avail subsidy on houses upto 2150 sq.ft under Pradhan Mantri Awas Yojana (PMAY). On the purchase of houses, any MIG category person will get Interest subsidy on home loans and can save upto Rs. 2.3 to 2.35 lakh.

In urban areas, there are various provisions for affordable housing which includes Credit Linked Subsidy Scheme. Carpet Areas of Houses has been increased under CLSS component of PMAY U. CLSS is now expanded to include the Middle-Income Group (MIG) covering two income categories:-

Annual income between Rs. 12 lakh and Rs. 18 lakh

Interest Subsidy of 3% for loan amount upto Rs. 12 lakh.

Carpet area for MIG-II is also increased to 200 sq.m.

Till 11 June 2021, the central govt. has given approval for the construction of around 112.52 lakh houses under PMAY. Construction is in various stages in more than 82.46 lakh houses and more than 48.31 lakh houses have been completed. Central assistance is Rs. 1.81 lakh crore out of which Rs. 96,067 crore has already been released. The total investment under PMAY Housing Scheme reaches to around Rs. 7.35 lakh crore. 

Progress of Pradhan Mantri Awas Yojana (PMAY) Urban

Central govt. aims to construct 1 crore houses under PMAY Urban (PMAY-U) over a span of 7 years i.e from 2015 to 2022. The progress of Pradhan Mantri Awas Yojana (Urban) is shown below:-

  • 1.12 crore houses have been sanctioned
  • 82.46 lakh houses are grounded for construction
  • 48.31 lakh houses have already been occupied

This data is as of 11 June 2021. Now there is a Lock-in period period of 5 years for PMAY Houses. This will avoid misuse of CLSS under PMAY Housing Scheme.
