(a) the number of people target to be provided training under the Pradhan Mantri Kaushal Vikas Yojana 3.0;

(b) the number of districts of the country, especially of Gujarat likely to be covered under this;

(a) Under Skill India Mission, Ministry of Skill Development and Entrepreneurship (MSDE) has launched the third phase of Pradhan Mantri Kaushal Vikas Yojana (PMKVY 3.0) on 15.01.2021 with target to train 8.00 lakh people across the country.

(b) MSDE is implementing PMKVY 3.0 across the country, covering 719 districts including 33 districts from the State of Gujarat.

(c) PMKVY has two training components, namely, Short Term Training (STT) and Recognition of Prior Learning (RPL). The placement opportunities are being provided to STT certified candidates, while RPL is not linked with placements as it recognizes the existing skills of candidate. Since inception of PMKVY Scheme, total 59,17,066 women candidates have been trained/oriented in the country. Out of which 12,51,888 candidates have been reported placed across the country till 30.06.2022.

(d) Since inception of PMKVY Scheme, total 1,63,428 women candidates have been trained, out of which 38,009 candidates have been reported placed in the state of Gujarat till 30.06.2022.

(e) MSDE is implementing various programmes to encourage skilling and entrepreneurship in the Country which aims at stimulating employment opportunities among women of various socio-economic levels and different age groups. Inclusive skill development, with the objective of increased women participation for better economic productivity is one of the focus areas of the national policy on Skill Development and Entrepreneurship, 2015. MSDE through its various schemes viz. PMKVY, National Apprenticeship Promotion Scheme (NAPS), Jan Shikshan Sansthan (JSS), Craftsmanship Training Scheme (CTS) and Craft Instructor Training Scheme (CITS) provide skill development training to all sections of  people including women.

(a) the percentage of the budget allocated for the Pradhan Mantri Kaushal Vikas Yojana in January 2021 and utilization thereof;

(b) the number of people proposed to be trained in 2021 and already been trained so far, State-wise;

(c) the percentage of women trained under the revised scheme in the first half of 2021?

(a) and (b) Pradhan Mantri Kaushal Vikas Yojana (PMKVY) i.e. PMKVY 3.0 was launched on 15th January, 2021 with an aim to train 8 lakh people with an outlay of Rs. 948.9 crore. Till June’21, Rs. 193.1 crore (approx.) has been released to implementing agencies which is 20.35% of the total outlay of the scheme. State/UT- wise number of candidates trained under PMKVY 3.0, as on 10.07.2021, is given at Annexure.

(c) Under PMKVY 3.0, as on 10.07.2021, 1.12 lakh candidates have been trained; out of which, 0.57 lakh candidates are women which is around 51 % of total trained candidates.

The third phase of Pradhan Mantri Kaushal Vikas Yojana (PMKVY 3.0)  will be launched tomorrow in 600 districts across all states of India. Spearheaded by the Ministry of Skill Development and Entrepreneurship (MSDE), this phase will focus on new-age and COVID-related skills.

Skill India Mission PMKVY 3.0 envisages training of  eight lakh candidates over a scheme period of 2020-2021 with an outlay of Rs. 948.90 crore. The 729 Pradhan Mantri Kaushal Kendras (PMKKs), empaneled non-PMKK training centres and more than 200 ITIs under Skill India will be rolling out PMKVY 3.0 training to build a robust pool of skilled professionals. On the basis of the learning gained from PMKVY 1.0 and PMKVY 2.0, the Ministry has improved the newer version of the scheme to match the current policy doctrine and energize the skilling ecosystem affected due to the COVID-19 pandemic.

“Skill India Mission” launched by the Hon’ble Prime Minister, Shri. Narendra Modi on 15th of July 2015 has gained tremendous momentum through launch of its flagship scheme PMKVY to unlock the vision of making India the ‘Skill Capital’ of the world.

The launch will be done by the Minister for Skill Development and Entrepreneurship, Dr. Mahendra Nath Pandey, in the presence of the Minister of State, Sh. Raj Kumar Singh. The event will also be addressed by the State Skill Ministers and Members of Parliament.

Even as he launched the Make in India campaign inviting investors from all over the globe to invest and set up businesses in India, Prime Minister Narendra Modi promised an abundance of skilled labour in the country. Complementary to this was the idea of skills development among the youth of the nation. The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) was thus envisaged as a key measure to impart skills-based training to young men and women, making them capable of earning and supporting the nation’s anti-poverty endeavours. The scheme becomes all the more important in India as it has the world’s largest youth population that requires employable skills.

On 20 March, 2015 the Government of India gave the Ministry of Skill Development and Entrepreneurship the official go-ahead to formulate and implement the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) through the National Skill Development Corporation. With a total outlay of about INR 1,500 crore, the PMKVY is likely to impart skills training to the 24 lakh youth of the country, focusing on the Class X/XII dropouts and lower income groups. The scheme was developed over a period of almost three months and its implementation started in select states (primarily Bihar) by early June 2015. The scheme was launched in all states of the country on 15 July which is observed as National Skills Day. India’s unemployment rate averaged about 4.9 percent by early 2014. It is hoped that this scheme will bring that number down by a reasonable measure.



Skills Needs Assessment
According to the PMKVY plan published by the Ministry of Skill Development and Entrepreneurship in March 2015, one of the key objectives of the scheme was to cover the skills training of about 24 lakh people. The specific skills imparted would be decided based on the National Skill Qualification Framework (NSQF) and on the basis of feedback from the various industries that would potentially employ the trainees.
The specific skills trainings to be imparted have been assessed by the National Skill Development Corporation (NSDC) on the basis of demand in recent skills gap by a study for 2013-17 period. Central ministries and state government departments were consulted and the inputs of various industry and business heads were also considered. Skills needed to implement various other flagship schemes such as Digital India were also assessed. Currently, about 428 job roles are being catered to by the skills training imparted under the scheme.

Enrollment Process

The government has partnered with various telecom operators to create awareness about the PMKVY. After the nationwide launch telecom operators are likely to send out mass SMS about the scheme and will provide potential candidates a number to call. Candidates need to give a missed call to this toll free number 1800 102 6000, following which they shall receive an automated call back connecting them to an IVR. The potential candidate will, at this stage, need to input his/her details into the system. These details will be recorded, and screened. Candidates eligible to enroll for the training programmes will be provided details of the nearest training centre and will be asked to report on the training dates.


Implementation of the Pradhan Mantri Kaushal Vikas Yojana
In keeping with the draft plan, the scheme was launched (in Bihar) and the NSDC partnered with about 24 sector skill councils. As of 1 July 2015, about 1,17,564 people from all parts of the country have already enrolled for skills training. Training has commenced for some 1,07,080 trainees already. The scheme’s implementation is being undertaken by NSDC’s training partners. The NSDC has some 187 listed training partners with 2300 training centres spread out in almost all the states of India. While the scheme is on a pilot mode in select states, a nation-wide launch is expected by mid-July.
The total outlay planned for the scheme is over INR 1,500 crore, of which INR 1120 crore is likely to be allocated towards the skill training of some 14 lakh youth. Additionally, INR 220 crore will be spent towards the “recognition of prior learning”. The scheme budget includes INR 67 crore that shall be spent on spreading awareness and encouraging enrolment.
This includes implementation of the website and running awareness campaigns. In this effort to create awareness about the PMKVY, the NSDC will partner with state governments and municipal organisations and use the administrative machinery extensively to mobilise candidates from the grassroots level. The NSDC has also partnered with various business houses and corporates in an effort to garner mentorship for the candidates and to secure placements once their training is completed. The government has allocated INR 67 crore towards this. The scheme has the youth of the North Eastern region of India in special focus. This region has been traditionally neglected and hence a separate allocation of INR 150 crore has been made towards the training of youth in this region.
Apart from training, the candidates shall also go through an assessment at the end of the training schedule. A certificate of merit shall also be issued to candidates at the end of this training period based on the assessment. ‘Third party assessment bodies’ have been roped in by the NSDC to assess the candidates on the skills acquired and a monetary incentive or reward is given to exemplary candidates. The average monetary reward that each successful candidate is likely to get is about INR 8000.
The scheme has placed much focus on the training partners. These partner institutions have been studied and assessed before enrolment. Digital training facilities and able instructors are highly valued by the NSDC for the training sessions. The curriculum developed is highly relevant and efficient in practical employability. Training sessions and the training institutes will be constantly monitored by state government agencies and by the sector skill councils. Feedback from the candidates themselves will also be sought.


Latest Updates
  • On the first anniversary of the scheme’s launch, the Union Cabinet approved an outlay of Rs 12,000 crore to give skills’ training to one crore people over the next four years.
  • According to the government, around 18 lakh candidates have been enrolled and 17.93 lakh trained till July 18, 2016 under the scheme. It further says that the number of minorities candidates trained and certified under Kaushal Vikas Yojana are 2,37,067 and 1,48,351 respectively.
  • The National Skills Development Corporation is going to set up 50 India International Skill Centres in the country by the end of 2016. The centres will provide training to healthcare workers, retail, security, tourism, hospitality, capital goods, auto, construction and domestic workers.
  • Training Centers List: As on 23rd March 2017, a total of 2150 PMKVY training centers have been operating all over the country for providing skill training to the youth. These training centers are operated by different authorized training partners of PM Kaushal Vikas Yojana. The highest number of 356 PMKVY training centers are in Uttar Pradesh followed by 257 in Rajasthan and 139 in Tamil Nadu.   • Courses List & Job Roles: The new list of PMKVY courses was released on 16th December 2016 by the Ministry. At present, there are 221 courses offered in different industry verticals through 34 Skill Councils.

How the student can enroll for PMKVY:
  • This PMKVY scheme created awareness among the youth via SMS by partnering with various telecom operators.
  • To enroll, aspirants should give a missed call in the toll-free number – 1800-102-6000
  • Prospective candidates will receive a call back to collect all your details, these details will be recorded and will be screened.
  • Eligible candidates will be provided with the details in the nearest training centers and training will be issued for starting the training program.
  • Eligible candidates must carry Aadhaar Card or Voter Card or Pan Card.
PMKVY (Pradhan Mantri Kaushal Vikas) Franchise
All the private training partners, corporate and Government affiliated need to go through the Central Accreditation and Affiliation process as defined by the guidelines to avail PMKVY Franchisee. Different cases will have different approaches by the committee.
The Registration fee for all the training centers will be Rs. 12000, Annual monitoring fee of Rs. 8000 also need to paid to monitor the activities of the training centers
Training centers also need to pay an Affiliation fee of Rs.1000 for every job role and the affiliation will provide training centers as per the job roles.
This Training Centers will be designed to deliver with a committed team and they provide government-sponsored programs with guidelines pertaining to respective authorities.
PMKVY Franchise will be given less priority and as per their performance it will either be converted to a dedicated training center or be phased out. The first level franchises are permitted to work on the PMKVY scheme.
The particular amount of due diligence is needed between PMKVY franchisee and Franchisor and a legal agreement should govern all franchisee and franchisor. NSDC will not interfere in operational and disputes between franchisee and franchisor.
PMKVY (Pradhan Mantri Kaushal Vikas) Project Guidelines
PMKVY will provide special projects for the students in Study centers to encourage training in specific areas. The premise of Government bodies, Industry or cooperate bodies.
it also encourages the candidate to have special job training which is necessary for the placements, projects are completely aligned to the common standard, A minor variation in the project with the approval of the committee can be done.
PMKVY (Pradhan Mantri Kaushal Vikas) Placement Guidelines
The main motto of PMKVY is to provide placements to every individual and cover the gap of human resources. Presently the country lacks skillful workforce, this scheme provides the industry with the skilled workforce who has aptitude and knowledge.
Eligibility for PMKVY Placement Payouts:
  • The Training Centers of PMKVY Schema will place 50% of the successful certified candidates
  • Training Centers should provide a letter of employment of the candidate, salary slips, and salary certificate under PMKVY (Pradhan Mantri Kaushal Vikas Yojana) SCHEME.
  • If a candidate wants to self-employed on PMKVY Scheme, they have to offer the Training Centers with their proof of additional earning, Trade License, Proof of enterprise set up, etc.
  • Training Centers need to make a condition for post placement sessions on PMKVY Scheme.
  • Training Centers will be discontinued if the placement rate is less than 50%.
PMKVY (Pradhan Mantri Kaushal Vikas) Certification:
Apart from Training the PMKVY scheme, the candidates also need to attempt for an assessment at the end of the Training schedule and certificates of merits will also give at the end of the training period based on the assessment.
SSC or NBSC will issue certificates to the successful candidates and they also provide 5 years accidental cover of Prime Minister Insurance Scheme to every candidate which costs Rs. 60/- and a successful candidate will be rewarded nearly Rs.8000 in PMKVY scheme.
If in case the candidate failed or absent, then they can avail reassessment during the whole period of the PMKVY scheme.
