(a) whether the Government is providing financial assistance to the urban poor for the construction of houses under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) – Housing for All;

(b) if so, the details thereof;

(c) whether any such assistance is being given to the State of Telangana and Andhra Pradesh and if so, the details thereof, area-wise;

(d) the details of funds sanctioned and released so far during each year since the introduction of the yojana in June 2015, State-wise including district-wise in Telangana; and

(e) the details of houses sanctioned in Telangana under PMAY-G and the Central assistance approved and released as well as the progress made thereunder till date, district-wise?

(a) & (b) No Sir. Under Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) assistance is provided only to eligible rural households.

(c) & (d) The details of the central funds sanctioned/ released to the States /  Union Territories (UTs), including the State of Andhra Pradesh and Telangana, under PMAY-G during each year since the inception of the scheme i.e. 1st April 2016 till date is given in Annexure. The district wise progress is available on website of PMAY-G on www.pmayg.nic.in—->AwaasSoft——>Reports——->Annual target and allocation. The district-wise data for the State of Telangana is not available as the State is not implementing the scheme.

(e) The State of Telangana had been allocated a target of 70,674 houses for the financial years 2016-17 and 2017-18 under PMAY-G and an amount of Rs.190.79 crores were also released as 1st installment of Central Share against the targets of FY 2016-17 for implementation of the scheme. However, the State of Telangana is not implementing the PMAY-G.

CONSTRUCTION OF HOUSES UNDER PMAY-G

Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) the details of the total number of houses completed against the sanctions made in 2020-21 under the Pradhan Mantri Aawas Yojana-Gramin (PMAY-G);

(b) whether the Government is considering proposals to improve the scheme’s functioning, including faster sanction of houses, scaling up the construction process, and easing the application and verification process; and

(c) if so, the details thereof?

(a) Under Pradhan Mantri Awaas Yojana- Gramin (PMAY-G), a total of 50,09,014 houses were sanctioned during 2020-21,out of which, 34,00,006PMAY-G houses have been completed.

(b) & (c) The PMAY-G aims at providing 2.95 crore houses to the eligible rural population in the country so as to achieve the objective of “Housing for All”. There is no application process and the beneficiaries are identified based on the housing deprivation and exclusion criteria prescribed under Socio Economic Caste Census (SECC) 2011 and from finalized Awaas+ list subject to due verification by Gram Sabha and Appellate process thereafter. Therefore, the entire process of remanding of ineligible beneficiaries, sanctioning of houses and release of funds is being done by the respective State Governments. Further, the construction of house is the responsibility of the beneficiary himself/herself.

The Ministry is taking the following initiatives to ensure improvement in scheme’s functioning:

  • Regular review of progress at the level of Ministry to ensure timely completion of targeted houses.
  • The States/UTs have been requested to expedite the completion of houses approved under PMAY-G with specific focus and priority of houses for which 2nd and 3rd instalments have been released.
  • Daily monitoring on various parameters like Gaps in sanction of houses, cleaning of Permanent Wait List (PWL) of PMAY-G and release of Central Share/StateMatching Share from treasury to Single Nodal Account (SNA).
  • Timely allocation of targets to the States/UTs andrelease of adequate funds at the level of the Ministry.
  • Promotion of eco-friendly & innovative technologies for house construction.
  • Regular follow ups with the State to ensure provision of land to landless beneficiaries in rural areas.
  • Expeditious resolution of technical issues and other constraints faced by the States.
  • Steps are being taken to increase the coverage of Rural Mason Training (RMT) programme which would increase the availability of trained masons leading to faster construction of quality houses.
  • Awards to the best performing States/UTs, Districts based on performance index dashboard, thereby creating healthy competition and motivation among the States/UTs for achieving the set targets.

Sir/ Madam,

As you are aware, PMAY-G is being implemented in partnership with the State Governments to realize the noble goal of “Housing for All by 2022”. Significant progress has been made in this direction since the launch of the scheme by the Hon’ble PM on 20th November, 2016. I acknowledge and appreciate the efforts put in by the States/UTs in implementing the scheme till date and I am sure that similar zeal and enthusiasm would be exhibited by your State/UT in present year.

2. I would like to inform that with the approval of the Competent Authority in the Department of Rural Development, the targets for the year 2021-22 under PMAY-G have been allocated to the States/UTs from existing PWL and the finalized Awaas+ lists as per following table:-

3. In line with the scheme’s focus, the States/UTs are required to earmark at least 60% of the targets for SCs and STs subject to their availability in the PWL. To cater to the housing needs of the Minorities, as far as possible, 15% of the total targets under the scheme are to be earmarked for them. The allocation of targets for Minorities in your State will be based on the proportionate rural population of Minorities as per Census 2011 data subject to their availability in PWL.
4. The fund sharing pattern for the FY 2021-22 under PMAY-G would continue to remain the same.
 
5. The States/UTs are requested to finalize district-wise and category wise targets in your State for allocation under intimation to this Ministry and enter the targets for districts and blocks on Awaas Soft in respect of beneficiaries from existing PWL. The targets from finalized Awaas+ lists till Gram Panchayat level would be allocated based on the recommendations of the Expert Committee which have been accepted by the competent authority in Ministry of Rural Development.
6. It is, therefore, requested to issue necessary instructions informing all the Districts/ Blocks/GPs within your State to make preparation for issue of sanctions to beneficiaries. I would like to express my gratitude to the States/UTs for their dedication towards realizing the shared goal of “Housing for All” with the hope that the cooperation continues till every household in rural India has a pucca house with basic amenities to live in.
