Delhi Development Authority housing scheme has 18,000 flats on offer

The Delhi Development Authority (DDA) Thursday launched a special housing scheme in which over 18,000 flats on sale in four categories – Higher Income Group (HIG) flats, Middle Income Group (MIG), Lower Income Group (LIG) and Janta flats – at locations such as Jasola, Dwarka, Rohini, and Narela.

There are 202 3BHK flats in the HIG category out of which 182 are in Jasola. These are priced between Rs 1.9 to Rs 2.1 crore. In the same category, there are also 202 two BHK in Vasant Kunj Block F priced at around Rs 1.3 crore. There are 976 flats in the MIG category in areas like Dwarka sector 19, Dwarka Sector 16, Narela sector A1.

In 1 BHK category of LIG, 11452 flats are up for purchase in areas like Narela, Rohini, Sirsapur. There are as many as 5702 Janta flats mostly in Narela.

DDA housing scheme: List of flats available

A senior DDA official said that people can apply for the scheme till February 7. “Based on the response we get, draw of lots is likely to be held in February end,” he said.

The scheme is online and people can use the DDA website to register and seek complete details of the scheme, he said.

The flats are mostly old flats that could not be sold in earlier schemes.

There is relaxation of the costing policy of DDA which is updated every financial year based on the appreciation or depreciation, he said.

The allottees will be eligible for subsidy under the PMAY scheme of the central government if they avail a home loan from the bank/financial institution, said DDA.

The last date of interest-free payment by the allottees of the flats in the DDA Housing Scheme 2021 has been extended by the Delhi Development Authority to August 31 in view of the coronavirus pandemic. But the relaxation is not available to the allottees of Dwarka Sector 16-B flats.

“After having considered the situation due to the 2nd Wave of COVID-19, the competent authority has extended the last date for making payment/ cost of flats by allottees of Housing Scheme 2021 without levy of interest except for the allottees of Dwarka Sector 16-B up to 31.08.2021,” said DDA in a circular.

The last date of interest-free payments was June 29 except for the allottees of the Dwarka 16-B.

The DDA allotted 1,353 flats to individuals through an online lottery drawing system under the housing scheme on March 10.

The last date for making interest-free payments by the allottees was extended by the authorities after due assessment of the situation following the second wave of the Covid-19 pandemic.

However, the extension of the last date is contingent upon allottees making the payment of the due amount for the DDA Housing Scheme flats is made within the extended period, failing which, the relaxation would not apply.

“The extension of the last date is, however, subject to the condition that the payment of the demanded amount is made within this extended period, otherwise, the benefit of the extension will not be admissible to the allottees,” the DDA said.

The DDA’s 2021 Housing Scheme, which opened on January 2, 2021, a total of 1,354 flats were on offer, applications for which were accepted until February 16. The flats on offer were located in Delhi’s Dwarka, Jasola, Manglapuri, Vasant Kunj and Rohini areas.

The flats offered were in three categories: high-income group (HIG), middle-income group (MIG) and low-income group (LIG). The costliest flat on offer was price Rs 2.14 crore in the HIG category and started from Rs 40.1 lakh.

In the 3-BHK category of HIG, 215 flats were on offer in Jasola, Pocket 9B in the price range of Rs 1.97 crore to Rs 2.14 crore. In Vasant Kunj area, 13 flats were on offer in the price range of Rs 1.43 crore to Rs 1.72 crore, 352 MIG flats were located in Dwarka Sector 19-B, 348 in Dwarka Sector 16, and four in Vasant Kunj and as many as 276 EWS flats in Dwarka’s Manglapuri.

The last DDA housing scheme was launched in March 2019, offering nearly 18,000 flats under four categories — 488 (HIG), 1,555 (MIG), 8,383 (LIG) and 7,496 (EWS).

PUBLIC NOTICE

The DDA Housing Scheme 2021 was launched from 02.01.2021 to 16.02.2021. The Draw of the Scheme was held on 10.03.2021 and the details of waitlisted candidate were uploaded on DDA Website. DDA is planning to conduct a mini draw in the month of July 2021 for those Registrants of Housing Scheme 2021 who were kept in the wait list.

Delhi Development Authority Housing Scheme

All the wait-listed applicants are requested to deposit the requisite registration money (as prescribed in the brochure) as per their preferences in the application form of DDA Housing Scheme 2021 by 30.06.2021 through DDA website.

Wait-listed applicants, who fail to deposit the requisite registration amount as mentioned in DDA Housing scheme 2021 Brochure will not be considered for draw of lots for allotment of flats under DDA Housing Scheme 2021.

The flats will be allotted through draw of lots as per choice/preferences mentioned by you in your application form under DDA Housing Scheme 2021.

The mode of payment of registration amount will be only through challan generated from DDA website. The detailed procedure is given below:

(a) whether Delhi Development Authority (DDA) has been unsuccessful in selling the flats in three consecutive housing schemes with allottees surrendering the allotment and if so, the details thereof along with the reasons therefor;

(b) whether DDA has looked into the factors responsible for the failure of the schemes and if so, the corrective steps taken in this regard;

(c) whether DDA proposes to launch a new housing scheme 2021 with a cost of more than one crore for MIG flats;

(d) if so, the reasons for fixing such a huge amount as market price along with the number of flats to be offered and category wise;

(a) No, Sir. Delhi Development Authority (DDA) has informed that DDA Housing Scheme 2019 did not get expected response in which total 17,922 flats were offered and 8,438 were allotted. Out of these, 6,375 flats located in newly developed Narela sub-city of DDA were surrendered by the allottees. But the last three consecutive schemes launched by DDA got good response. The last three consecutive housing schemes are as follows:

  • (i) DDA Housing Scheme for SC/ST 2019
  • (ii) Online Scheme on First Come First Serve Basis for EWS flats at Narela
  • (iii) DDA Housing Scheme 2021

DDA Housing Scheme 2021 got very good response and received 22,752 applications against 1,353 flats.   All 1,353 flats have been allotted by a draw held on 10.03.2021. Similarly, all 916 flats were allotted which were offered under EWS Scheme 2020. However, in SC/ST Scheme 2019 out of 257 flats 138 flats were surrendered out of which 18 flats are of Narela.

DDA conducted a survey to get feedback from those who were allotted flats in Narela but subsequently chose to surrender. The main reasons stated by them are small size of the flats, remote location of the flats/sub city, under developed surrounding area and non-connectivity by Metro.

(b) Yes Sir. DDA looked into factors/ reasons for surrender of flats in Narela sub city and the corrective steps taken which are as under:

  • (i) DDA has reduced the price of EWS flats at Narela.
  • (ii) Provision of bus facility.
  • (iii) Amalgamation of small size flats to make flat size bigger.
  • (iv) To ensure faster/better connectivity to Narela sub city construction of Urban Extension Road (UER)-II has been taken up.
  • (v) A rail over bridge (ROB) has been constructed by DDA in Narela.
  • (vi) DDA has taken up issue of construction of metro rail to Narela sub city with DMRC.

(c) & (d) Yes, Sir. DDA has informed that the cost of the flats is determined by its location, cost of land acquisition and construction cost. The construction cost of the flats is based on fair and transparent tendering process. Details of the number of flats category wise is at Annexure A.

(e) Yes, Sir. DDA has informed that online system has been put in place. Housing Scheme 2021 is completely executed through online system, which will enable the public to complete all formalities like application, payment of registration money, receipt of demand letter & possession letter, cancellation of allotment and refund of money etc. The    applicant    is     expected     to     visit DDA    office only for verification of documents and receipt of conveyance deed and taking over possession of the flats.

(f) DDA has informed that the following steps taken/being taken to dissuade non-serious applicants and speculators for applying for the scheme:

  • (i) Applicants have to indicate his/her PAN for applying for the Online Scheme. Therefore, one person can submit only one application.
  • (ii) The applicants need to deposit registration money which is Rs. 2,00,000/- in case of MIG/HIG flats. The registration money is forfeited in case they cancel/ surrender the flat after a period of 90 days.
  • (iii) For EWS flats, applicants must possess an Income proof issued by the office of concerned SDM/Tehsildar.
  • (iv) It is mandatory that demanded amount should come from Allottee’s account or from the account of family member of the allottee and that too through NEFT/RTGS/Net-banking only. No cash payment or payment made by person other than allottee himself/herself or his/her family member is accepted. In such cases allotment of the flat is cancelled.
  • (v) The allottee is not allowed to transfer or otherwise part with the possession of the whole or any part of the flat before execution of Conveyance deed.

In relaxation of the precondition of payment of 25% cost of the flat as Stipulated in Clause-Q(iii) of Scheme Brochure, Vice Chairman, DDA has been pleased to extend the last date of payment of balance cost of EWS flats at Narela allotted under DDA Housing Scheme-2019 (for EWS Flats) till 30.04.2021 Subject to payment of penal interest @ 14% P.A.(Simple Interest) for the delayed period.

2. The allottees of EWS flats at Narela, allotted under above stated Scheme may make the payment of the cost of the EWS flat as per above mentioned terms up to 30.04.2021.

3. No further extension of time will be granted and allotment of the flat will be cancelled without any further notice to the concerned allottee and necessary deductions shall be made as per prevalent policy.

The Delhi Development Authority (DDA) come-up with a housing scheme every year in order to give flats to seeking home buyers across Delhi-NCR. This year, the Delhi Development Authority is all set to endeavor into luxury residential housing in Sector-19B of Southwest Delhi’s Dwarka, Vasant Kunj, Rohini sector-34, Kalkajiand South Delhi. For the first time, the scheme will offer 11 residential towers with  1,114 flats, comprising 14 penthouses, 168 super (higher income group) HIG flats and 932 HIG flats.

As per DDA official, DDA’s housing scheme 2020 will be announced in May 2020. This time they will have just around 5’000 flat as compared to 17,922 offered last year. It will also offer Super HIG Flats, which would have three bedrooms with attached bathrooms and servant quarter in Dwarka Sector-19B.

Apart from Dwarka, DDA will also be offering around 400 HIG & MIG flats in Jasola, Flats will also be offered in Narela and Rohini. 
This time they will construct 1,114 no of luxury flats to come up in the complex. There will be 14 no. of penthouses, 168 Super HIG flats, 932 HIG flats, 11 no. of residential towers are coming up respectively under DDA Housing Scheme 2020. Apart from that, 7-towers to have 2-Penthouses each.

Any Indian citizen, with an age of 18 years and above, can apply for the DDA housing scheme. However, you are not eligible to apply if you are already the owner of any other property or you have already availed the scheme before.

Application Procedure

Applicants should follow the below-mentioned procedure:

  • Applicants should register themselves with personal details on the DDA’s official website (www.dda.org.in).
  • User ID and password are sent to the candidate via email on registered email id.
  • After receiving the details, applicants should log in to their user account.
  • After logging in, candidates can obtain the form for DDA. They should fill it along with uploading personal photographs and signature.
  • After filling the form, candidates required to pay the registration fees via any of the online methods.
  • Download the acknowledgment slip and it should be printed and saved safely.

How many times a person can apply?

  • A person can apply only once each year.

Do I need to show ID proof for the application?

  • All you need is filled application form, a self-attested photocopy of your PAN card and proof of residence.

NOTE: All documents must be self-attested.

How can I get a flat of my own choice locality or floor?

  • The choice of locality in a new scheme is offered but floor choice or allotment in a particular Sector/pocket would not be permitted because the allotment of the flat is made through computerized draw. Allotment of flats to persons with disabilities will be made at the ground floor under reserve quota to the physically disabled category.

How can I check my name on the winner list?

  • Delhi Development Authority will publish the Draw Results of DDA Housing scheme on DDA’s website (www.dda.org.in) and also shall be displayed on the Notice Board of DDA at ‘D’ Block, Vikas Sadan, INA, New Delhi-110023. Also, the result of the draw will be published in all the leading newspapers the next day.

When will I get my application money refunded if my name is not on the winner list,

  • If an applicant does not win the lottery, then complete application money shall be returned to the applicants. The refund of the registration amount is made within 15 days to the applicant’s bank account after the draw of lots.
