Will the Minister of PANCHAYATI RAJ be pleased to state:
(a) the total amount of grants disbursed under 15th Finance Commission to Rural Local Bodies/Panchayati Raj Institutions during the financial year 2024-25, State-wise;
(b) whether the Government has collected data regarding the number of families or individuals directly benefited from the projects funded through such grants in the beneficiary States;

(c) if so, the details thereof, during the financial year 2024-25, State and year-wise;
(d) the steps taken to ensure transparency and accountability in the utilisation of such Commission grants by Panchayati Raj Institutions in all the beneficiary States including Chhattisgarh; and
(e) the district-wise details of the projects funded out of 15th Finance Commission (XV-FC) grants by the Government in Rajasthan?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 329 FOR AN ANSWER ON 12.08.2025 REGARDING ‘FIFTEENTH FINANCE COMMISSION GRANTS’
(a) The details of grants disbursed/released under Fifteenth Finance Commission (XV FC) to Rural Local Bodies/Panchayat Raj Institutions for Financial Year 2024-25, State-wise, is given at Annexure-I.
(b) No, Sir.
(c) Does not arise.
(d) To ensure transparency and accountability in the utilisation of Central Finance Commission grants by Panchayati Raj Institutions in the States, including Chhattisgarh, a portal has been made available to State Governments for concurrent monitoring at the State, District, and Block levels. In April 2020, the Ministry launched the e-Gram Swaraj web portal (https://egramswaraj.gov.in), which integrates all financial functions of Panchayats—from planning to payment. The progress data obtained from this system is displayed on the portal for monitoring.
States can utilize the e-Gram Swaraj application to systematically oversee the use of Central Finance Commission grants. Through its Planning module, States track how PRIs incorporate local needs into their development plans, ensuring alignment with budgetary provisions. The Progress Reporting module enables monitoring of physical and financial progress related to grant-funded activities, while the Accounting module ensures detailed tracking of financial transactions and expenditure patterns. Together, these features provide States with a comprehensive understanding of grant utilization, enabling more effective and transparent allocation and management of resources.
To further enhance transparency, the Ministry has integrated e-Gram Swaraj with the Public Financial Management System (PFMS) for Gram Panchayats (GPs), facilitating realtime digital payments to vendors and service providers. Additionally, the AuditOnline application was launched in April 2020 to enable online auditing of Panchayat accounts and their financial management. This tool supports transparent utilization of Central Finance Commission funds and strengthens Panchayat-level financial oversight.
(e) As per the information provided by the State Government of Rajasthan, the district-wise details of the 15th Finance Commission Grant in Rajasthan is given at Annexure-II.
