targets_under_pradhan_mantri_awas_yojana_urban
(d) if so, the details thereof?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS

SHRI KAUSHAL KISHORE
(a) & (b): ‘Land’  and  ‘Colonization’  are  State  subjects.  However,  the Ministry of Housing and Urban Affairs (MoHUA), under the vision of ‘Housing for All’, supplements the efforts of States/ Union Territories (UTs), including the State of Kerala, by providing Central Assistance under Pradhan Mantri Awas Yojana – Urban (PMAY-U) ‘Housing for All’ Mission since June 25, 2015 to  provide  pucca  houses  with  basic  amenities  to  all  eligible  urban beneficiaries.  The  scheme  is  implemented  through  four  verticals  i.e. Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP),  In-Situ  Slum  Redevelopment  (ISSR)  and  Credit  Linked  Subsidy Scheme (CLSS) based on eligibility criteria as per scheme guidelines. The Scheme guidelines are available at https://pmay- urban.gov.in/uploads/ guidelines/62381c744c188-Updated-guidelines-of- PMAY-U.pdf.
PMAY-U is a demand driven scheme and Government of India has not fixed any target for construction of houses. Under PMAY-U, States/UTs, including the State of Kerala, have submitted project proposals, with due approval of State Level Sanctioning & Monitoring Committee (SLSMC), to this Ministry in a phased manner for consideration of Central Sanctioning & Monitoring Committee (CSMC) seeking admissible Central assistance.
Based on the project proposals submitted by the State of Kerala, more than 1.65 lakh houses have been sanctioned under PMAY-U as on 31.07.2023. Of the sanctioned houses, 1.46  lakh houses have been  grounded for construction; of which 1.15 lakh are completed/ delivered to beneficiaries.
(c) & (d): PMAY-U scheme period has been extended up to 31st December, 2024, except Credit Linked Subsidy Scheme (CLSS) vertical, to complete the sanctioned houses in States/ UTs without changing the funding pattern and implementation methodology. During the extended period no additional houses will be sanctioned. However, within an overall ceiling of 122.69 lakh houses sanctioned till 31st March 2022, States/ Union Territories may be sanctioned houses under Beneficiary-led individual house construction/ enhancement (BLC) vertical against curtailment of non-starter houses under BLC, Affordable Housing in Partnership (AHP) and “In-situ” Slum Redevelopment (ISSR) verticals of PMAY-U.
States/ UTs, including the State of Kerala, have been advised to expedite the construction of sanctioned houses so that all houses are completed within the stipulated timeline as per Detailed Project Reports.

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS

(SHRI KAUSHAL KISHORE)

The scheme is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). PMAY-U is a demand driven scheme wherein States/Union Territories (UTs) have been empowered to approve the projects for the beneficiaries identified by them through a demand survey based on eligibility criteria.
There is no fixed target for States/UTs under PMAY-U. Against the validated demand of 1.12 crore houses, as on 31.03.2022, 122.69 lakh houses were sanctioned by the Ministry based on the project proposals submitted by States/UTs, out of which 1.06 crore have been grounded and more than 64 lakh have been completed/delivered to the beneficiaries. Based on validated demand, States/UTs prepare Detailed Project Report (DPR) for approval by the State Level Sanctioning and Monitoring Committee (SLSMC), chaired by Chief Secretary of the State. Post approval, the project proposal is recommended to the MoHUA for consideration of Central Sanctioning and Monitoring Committee (CSMC) for release of Central Assistance. During the mission period i.e. 31.03.2022 a total of 122.69 lakh houses were sanctioned. The mission period has been extended up to 31.12.2024 for completion of 122.69 lakh houses sanctioned till 31.03.2022 without changing funding pattern and implementation methodology of the scheme. Credit Linked Subsidy Scheme vertical has not been extended beyond 31.03.2022. Further, during the extended period, no additional houses will be sanctioned. However, within an overall ceiling of 122.69 lakh houses sanctioned till 31.03.2022, States/UTs may be sanctioned houses under BLC vertical against curtailment of non-starter houses under BLC, AHP and ISSR verticals of PMAY-U.
Annexure referred in reply to LS USQ No. 1386 due for answer on 15.12.2022
