केंद्र सरकार लोकसभा चुनाव से पहले हाल ही में घोषित हुए किसान सम्मान निधि योजना के पात्र किसानों को दो किस्तों का भुगतान करने की तैयारी कर रही है । तैयारी पूरे होते ही किसानों के खाते में सीधे ₹4000 आ जाएंगे । कृषि मंत्रालय के अधिकारी ने इसकी जानकारी दी है , पात्र किसानों की सूची कैसे चेक की जा सकती है ।

वित्त मंत्री पीयूष गोयल ने बजट में प्रधानमंत्री किसान सम्मान निधि योजना (पीएम-किसान) योजना की घोषणा की । इस योजना के तहत लगभग 12 करोड लघु एवं सीमांत किसानों को प्रतिवर्ष ₹6000 का भुगतान उनके सीधे खाते में तीन किस्तों में किया जाएगा । इस योजना के लिए 2 हेक्टेयर जमीन वाले किसान ही हकदार होंगे । पीएम किसान में लाभार्थियों की सूची जारी कर दी गई है इसको आप यहां से देख सकते हैं ।

गोयल ने बताया था कि मार्च 2019 में किसानों को इस योजना की पहली किस्त दी जाएगी , लेकिन चुनाव को ध्यान में रखते हुए सुनने में यह आ रहा है कि सरकार इसी माह फरवरी तक लाभार्थी किसानों के खाते में दो किस्त यानी ₹4000 भेजेगी । केंद्र सरकार ने राज्य सरकार को प्रधानमंत्री किसान सम्मान निधि योजना के लाभार्थी किसानों की सूची जारी करने का आदेश दिया है , इसके लिए वेबसाइट भी बनाया गया है , इस वेबसाइट पर लाभार्थियों की सूची देखी जा सकती है ।

भूमि की जानकारी कर दी गई है डिजिटल

प्रधानमंत्री किसान सम्मान निधि योजना के लाभार्थियों की जानकारी को लेकर एक बहुत बड़ा अपडेट सामने हैं, सूत्रों के अनुसार पता चला है कि पीएम किसान योजना का लाभ उन्हीं किसानों को दिया जाएगा जिनका किसान पंजीकरण हो चुका है , पंजीकृत किसान अपना रजिस्ट्रेशन ऑनलाइन व ऑफलाइन करवा सकते हैं ।

पंजीकृत किसानों को ही क्यों दिया जाएगा प्रधानमंत्री किसान सम्मान निधि योजना का लाभ ?

सूत्रों के मुताबिक यह पता चला है कि जिन भी किसान का किसान पंजीकरण हो चुका है, उनको इस योजना का लाभ पहले चरण में दिया जाएगा और जिन किसानों का किसान पंजीकरण नहीं हुआ है ,उन्हें योजना का लाभ लेने के लिए सबसे पहले अपना किसान पंजीकरण करवाना है और फिर पीएम किसान योजना के लिए आवेदन करना है , तभी उन्हें इसका लाभ मिल पाएगा ।

अधिकारी ने यह भी बताया कि कर्नाटक, आंध्र प्रदेश, गुजरात महाराष्ट्र जैसे कई राज्यों में भूमि के रिकॉर्ड को डिजिटल कर दिया गया है, तेलंगाना,ओडिशा , झारखंड जैसे राज्यों के पास भी ऐसी जानकारी मौजूद है राज्य में भी योजना की घोषणा कर दी गई है ।

अधिकारी ने यह भी बताया कि पीएम किसान योजना के तहत लाभार्थियों को पहली दो किस्त चुनाव से पहले दी जाने के लिए काफी जोरो से काम किया जा रहा है । कुल मिलाकर लोकसभा चुनाव से पहले लाभार्थियों के खाते में ₹4000 आने की आशंका जताई जा रही है ।

प्रधानमंत्री किसान सम्मान निधि योजना के लिए सरकार ने गाइडलाइन जारी कर दी है

सरकार ने योजना के तहत लाभार्थियों की पात्रता को निर्धारित करने के लिए 1 फरवरी 2019 तय कर दी है, और इसके बाद अगले 5 साल के लिए योजना के तहत लाभ प्राप्त करने के लिए कोई भी बदलाव नहीं किया जाएगा ।

1 दिसंबर 2018 से 31 जनवरी 2019 के बीच की गई भूमि का स्वामित्व रखने वाले लोगों को इस योजना के तहत लाभ के प्राप्त करने के लिए पात्र होंगे ।

In line with the continued commitment and resolve to empower grassroot level farmers, Prime Minister Shri Narendra Modi released 10th instalment of financial benefit under Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme today via video conferencing. This enabled the transfer of an amount of more than Rs. 20,000 crore to more than 10 crore beneficiary farmer families. During the programme, Prime Minister also released equity grant of more than Rs. 14 crore to about 351 Farmer Producer Organizations (FPOs), which will benefit more than 1.24 lakh farmers. Prime Minister interacted with FPOs during the event. Union Minister Shri Narendra Singh Tomar and Chief Ministers, LGs, Agriculture Ministers and farmers from several states were linked to the event.

Interacting with FPO from Uttarakhand, the Prime Minister inquired about the choice of organic farming by them and the  ways of certification of the organic products. He also talked about the marketing of the organic products of the FPO. The FPO also told the Prime Minister how they arrange for organic fertilizers. The Prime Minister said that it has been the efforts of the government that natural and organic farming is widely promoted as it reduces the reliance on chemical fertilizer and improves the income of the farmers.

The FPO from Punjab informed the Prime Minister about the ways of disposing off the parali without burning.  They also talked about the superseeder and  help from government agencies. The Prime Minister wished that their experience of Parali management should be emulated everywhere.

FPO from Rajasthan talked about the honey production. They said that concept of FPO has been very useful for them with the help of NAFED.

FPO from Uttar Pradesh thanked the Prime Minister for creating FPOs as foundation of the prosperity of the farmers. They talked about their process of helping the members with seeds, organic fertilizers, variety of horticulture products. They also talked about helping farmers with getting benefits of the government schemes. They are getting benefits of e-Nam facilities. They promised to fulfil the Prime Minister’s vision of doubling the farmers income. The Prime Minister said that the confidence of the country’s farmer is the key strength of the country.

FPO from Tamil Nadu informed that with NABARD support, they formed FPO to get better prices and the FPO is fully owned and operated completely by women. They informed the Prime Minister that Sorghum is being produced due to the weather conditions of the area. The Prime Minister said Nari Shakti’s success is indication of their indomitable will power. He asked the farmers to take benefits of millet farming.

FPO from Gujarat talked about natural farming and how cow-based agriculture can reduce the expense and stress on soil. Tribal communities of the region are also benefitting from the concept.

Speaking on the occasion, the Prime Minister offered his condolences for the victims of stampede at Mata Vaishno Devi shrine. The Prime Minister also informed that he talked to the LG Shri Manoj Sinha regarding the arrangements for the injured.

The Prime Minister said that today when we are entering the new year,  we need to embark upon a new journey taking inspiration from the achievements of the past years. The Prime Minister recalled the nation’s effort in fighting the pandemic, vaccination and making arrangement for the vulnerable sections during the difficult period. Country is spending 2 lakh 60 thousand crore rupees on making ration available to the vulnerable sections. The Prime Minister said that the governemnt is working relentlessly to strengthen its medical infrastructure. He listed efforts like new oxygen plants, new medical colleges, wellness centres, Ayushman Bharat Health Infrastructure Mission and Ayushman Bharat Digital Health Mission in the direction of revamping medical infrastructure.

The country is moving with the mantra of Sabka Saath, Sabka Vikas and Sabka Prayas. Many people are spending their lives for the country, they are building the country. The Prime Minister said that they used to do this work earlier also, but now there work is being recognized.  “This year we will complete 75 years of our independence. This is the time to start a new vibrant journey of the country’s resolves, to move forward with renewed vigour”, he said. Elaborating on the power of collective effort, the Prime Minister pointed out “when 130 crore Indians take one step, it is not merely one step but it amounts to 130 crore steps.”

Speaking about economy, the Prime Minister said that on many parameter, Indian economy is looking better than pre-covid days. He pointed out that “today the growth rate of our economy is more than 8%. Record foreign investment has come to India. Our forex reserves have reached record levels. Old records have also been surpassed in GST collection. We have also set new records in the matter of exports, especially in agriculture.” He said that in 2021 transection of more than 70 lakh crore rupees was done on UPI. More than 50 thousand start-ups are working in India out of these 10 thousand came up during last six months.

Year 2021, the Prime Minister said, was also the year of strengthening India’s cultural heritage. Initiatives like beautification and development of Kashi Vishwanath Dham and Kedarnath Dham, Renovation of Samadhi of Aadi Shankaracharya, restoration of stolen idol of goddess Annapoorna, construction of Ram Mandir in Ayodhya and getting World Heritage status for Dholavira and Durga Puja festival are strengthening India’s heritage and enhancing its tourism and pilgrimage potential. 

Year 2021 was an year of optimism for the Matra-Shakti also. Sainik Schools were opened for girls along with the doors of National Defence academy. In the year just gone by, attempts  were initiated for raising marriage age for girls be raised to 21, equal to boys. Indian sports persons also brought glory to the nation in 2021. India is making unprecedented investment in the sporting infrastructure of the country, the Prime Minister informed.

Leading the world against climate change, India has also set a target of Net Zero Carbon Emission in front of the world by 2070. Many records of renewable energy, the Prime Minister said, are being met by India before time. Today India is working on hydrogen mission, taking lead in electric vehicles, he pointed out.  The Prime Minister continued and said  that PM Gatishakti National Master Plan is going to give a new edge to the pace of infrastructure construction in the country. “Giving new dimensions to Make in India, the country has implemented ambitious plans for new sectors like chip manufacturing, semiconductor”, he added.

The Prime Minister summarized the mood of today’s India saying “devoting to the nation with the spirit of ‘Nation First’, is becoming the sentiment of every Indian today. And that is why, today there is unity in our efforts and in our resolutions. There is impatience for accomplishment. Today there is consistency in our policies and farsightedness in our decisions.”

The Prime Minister said that PM Kisan Samman Nidhi is a big support for India’s farmers. If we include today’s transfer,  more than 1.80 lakh crore rupees have been transferred directly to the accounts of the farmers, he said.

The Prime Minister said that through FPO’s small farmers are feeling the power of collective strength. He pointed out five benefits of FPOs for small farmers. These benefits are increased bargaining power, scale, innovation, risk management and adaptability to the market conditions. Keeping in mind the benefits of FPO’s the government is promoting them at every level. These FPOs are getting help of upto 15 lakh rupees. As a result, FPOs like Organic FPOs, Oil Seed FPOs, Bamboo clusters and Honey FPOs are coming up all over the country. “Today our farmers are benefitting from the schemes like ‘One District One Products’ and markets, both nation and global, are opening for them”, the Prime Minister said. He said that reliance on imports is being reduced by schemes like National Palm Oil Mission with a budget of 11 thousand crore rupees.

The Prime Minister talked about the milestones that were achieved in the agriculture sector in the recent years. Food grain production touched 300 million tonnes, similarly Horticulture and floriculture production reached 330 million tonnes. Milk production also increased almost 45 per cent in last 6-7 years. About 60 lakh hectare land was brought under micro irrigation; more than 1 lakh crore were given in compensation under Prime Minister Fasal Bima Yojna, whereas premium received was just 21 thousand crores. Ethanol production increased from 40 crore litres to 340 crore litres in just seven years. The Prime Minister also informed about the Goberdhan Scheme to promote bio-gas. If there will be value in cow dung, he said, the non miltching animals will not be burden on farmers. The Government has established Kaamdhenu Commission and is strengthening dairy sector infrastructure.

The Prime Minister once again pushed for promotion of natural farming. He said that chemical-free farming is a major way of protecting the health of soil. Natural farming is a key step in this direction, he said. He asked for making every farmer aware of the processes and benefits of natural farming. The Prime Minister concluded by calling upon the farmers to keep on doing innovation in farming and support the movement like cleanliness.

Addressing the gathering, Union Minister for Agriculture and Farmers’ Welfare Shri Narendra Singh Tomar thanked Prime Minister Shri Narendra Modi for providing a sufficient budget for the successful implementation of the PM-KISAN scheme. The Minister said that no one had demanded a scheme like Samman Nidhi but the PM thought that a scheme like PM-KISAN is necessary to achieve the target of doubling the farmers’ income. Shri Tomar also thanked PM for promoting natural farming in the country. “I am sure that natural farming will emerge as Abhiyan in the country and it will help to safeguard the productivity of our agricultural land. It will help in increasing farmers’ income and thus farmers will be able to make a huge contribution in the making of Aatmanirbhar India”, the Minister added.

(a) the details of funds disbursed to registered farmers till date under the Pradhan Mantri Kisan Samman Nidhi Yojana (PM-KISAN Scheme), State-wise and district-wise along with the numbers of such farmers;

(b) the details of the number of small, marginal, medium and large-scale land- holding farmers, who are registered beneficiaries of the sanctioned amounts under the PM-KISAN Scheme in Maharashtra, district-wise;

(c) the details of the mechanism for the selection of beneficiaries and monitoring of implementation;

(d) the details of the steps taken to monitor if the beneficiary is eligible and if the scheme can be monitored by DISHA committee;

(e) whether the Government has taken steps to ensure that the right beneficiaries are selected and if so, the details thereof;

(f) whether the funds of the PM-KISAN Scheme have also been deposited in the accounts of some ineligible people, if so, the details thereof, State-wise; and

(g) the action taken by the Government to recover the funds from such ineligible people ?

(a) The State-wise and District-wise details of the beneficiaries under PM-KISAN Scheme are given at Annexure I.

(b) The size of landholding is not a criterion for farmers families to get the benefit of PM-KISAN Scheme. The district-wise details of beneficiaries of PM-KISAN Scheme in the State of Maharashtra are given at Annexure-II.

(c), (d) & (e) The PM-KISAN Scheme is an ongoing and continuous Scheme and, as and when the correct and verified data of registered farmers is received on the PM- KISAN portal from respective States/UTs and its subsequent validation through Aadhaar/PFMS, the benefits of the Scheme are transferred into the bank account of intended beneficiaries through DBT mode.

The prevailing land-ownership system/record of land in different States/Union Territories is being used to identify the intended beneficiaries for transfer of benefits under PM-KISAN scheme. The responsibility of identifying the landholder farmer families eligible for benefit under the scheme is that of respective States/UTs Government. For enrollment, the farmer is required to approach the local patwari / revenue officer / Nodal Officer (PM-Kisan) nominated by the State Government. Farmers can also do their self-registration through the Farmers Corner in the portal. The Common Service Centres (CSCs) have also been authorized to do registration of the farmers for the Scheme upon payment of fees. The structure of the Scheme inherently comprises of mechanism for exclusion of errors on the basis of continuous verification and validation of data of beneficiaries by various authorities like Aadhaar/PFMS/Income Tax database. After successful verification and validation of data, the benefits are transferred to intended beneficiaries.

To monitor the implementation of the Scheme, a central PMU, namely, the National Farmers Welfare Program Implementation Society, has been established as a registered agency under Societies Registration Act, 1860. This Society also acts as the central PMU for Pradhan Mantri Kisan Maan Dhan Yojana (PM-KMY), another Central Sector Scheme. The PMU is entrusted with the responsibility of ensuring uploading of required data by the States / UTs on PM-Kisan portal, timely fund transfer to the beneficiaries, continuous review and monitoring of the scheme, publicity (Information, Education and Communication-IEC) campaign, incentive to field functionaries, etc. Weekly Video Conferences are conducted with all states to encourage them for faster implementation, review the status of implementation of the Scheme and to address any and all the issues therein. The target of the Department is to achieve 100% saturation by enrolling every eligible farmer family of the country under the PM-KISAN Scheme. To achieve this the States/UTs have been directed to conduct various saturation drives based on the analysis of enrolments from all over the country done by the Department. Physical verification of the beneficiaries have also been undertaken. The State Governments have been continuously requested and vigorously pursued for completing the exercise of Aadhaar seeding of data of beneficiaries at the earliest, in mission mode and by organizing camps. Every Tuesday, a meeting is being held with State Governments and other concerned stakeholders through Video Conferencing to review the preparedness of the States and remove any handicaps coming in the way of smooth and seamless implementation of the scheme However, the Scheme can’t be monitored by DISHA Committee.

(f) The structure of the Scheme inherently comprises of mechanism for exclusion of errors on the basis of continuous verification and validation of data of beneficiaries by various authorities like Aadhaar/PFMS/Income Tax database. However, during the process of verification it was found that benefit of the Scheme was transferred to some ineligible beneficiaries including some income tax payee farmers. The State-wise list of such ineligible beneficiaries along with amount to be recovered from them is enclosed at Annexure-III.

(g) The following special measures have been taken by the Government to ensure that the funds are not being misused and the scheme is properly implemented in order to benefit genuine farmers:

(i) Standard Operation Guidelines have been issued for recovering money from ineligible beneficiaries.

(ii) Standard Operational Guidelines for identification of Income Tax Payees have been prepared and circulated to the States.

(iii) Caution Advisory to the States to adopt measures during the registration and verification of farmers under the PM-KISAN scheme.

(iv) Standard Operational Guidelines for Physical Verification of PM-KISAN beneficiaries have been circulated to the State Governments. ……………….. Click here to read more.

(a) As on 03.03.2021,the benefit of Pradhan Mantri Kisan Samman Nidhi Yojana(PM- KISAN) has been paid to 10,78,11,821 beneficiaries, out of which 57,87,850 beneficiaries have been benefitted from the State of Gujarat.

(b) The details of the amount of financial assistance provided to the beneficiaries of the PM-KISAN Scheme in Gujarat, district-wise and installment-wise is placed at Annexure-I.

(c) PM-KISAN is a continuous and ongoing Scheme in which the financial benefits are transferred to the bank accounts of the identified beneficiaries as and when their correct and verified data is uploaded by the concerned States/UTs on PM-KISAN web-portal. The benefits under the Scheme are paid to the beneficiaries from the period of their registration and all the subsequent periods.

(d) The benefit under the Scheme is paid to the beneficiaries as and when their data is validated and corrected on the PM-KISAN portal by the respective States/UTs.

(e) The following special provisions have been made for the farmers of the tribal regions so that the benefit of PM-KISAN Scheme could be given to them:

(i) For NE States: In some of the North Eastern States, the land ownership rights are community based. In such States an alternate implementation mechanism of eligibility has been developed for the farmers and is implemented with the approval of the Committee comprising of Ministers of Ministry of Development of North East Region (DoNER), Ministry of Land Resources, Ministry of Agriculture & Farmers’ Welfare and concerned State Chief Ministers or State nominated Ministers.

Manipur: In case of Manipur, the certificate issued by the village authority, namely, the Chairman/Chief, authorizing any tribal family to cultivate a piece of land, may be accepted. Such certification of village Chairman/Chief shall be authenticated by the concerned sub-divisional officers, subject to the exclusion criteria enshrined in the Scheme.

Nagaland: (1) In case of community owned cultivable land in the state of Nagaland which is under permanent cultivation, for identification of beneficiaries under PM- KISAN, the certificate issued by the village council/authority/village chieftain regarding land holding, duly verified by the administrative head of the circle/ sub division and countersigned by the DeputyCommissioner of the District shall suffice subject to the exclusions under the operational guidelines.

(2) In case of cultivable land in the State of Nagaland which is categorised as Jhum land as per definition under Section – 2 (7) of the Nagaland Jhum Land Act, 1970 and which is owned by the community / clan / village council / village chieftan, the identification of beneficiaries under PM-Kisan scheme, shall be on the basis of certification of land holding by the village council / chief / head of the village, duly verified by the administrative head of the circle/sub division and countersigned by the Deputy Commissioner of the District. This is provided that the name of thebeneficiary is included in the state of Nagaland’s Agriculture Census of 2015-16. This proviso shall not be applicable in cases of succession and family partition. The list of such beneficiaries shall be subject to the exclusions under the operational guidelines.

(ii) For forest dweller tribes: The Government has decided to include Schedule tribes and other traditional forest dwellers who have been given ‘Pattas’ under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, subject to other eligibility conditions.

(iii) Jharkhand: Since the State does not have updated land records and transfer of land is also restricted in these areas, the following procedure has been adopted for identification of beneficiaries under PM-KISAN Scheme in Jharkhand –The farmer shall be asked to submit ‘Vanshavali’ (Lineage) linked to the entry of land record comprising his/her ancestor’s name giving a chart of succession. This lineage chart shall be submitted before the Gram Sabha for calling objections. After approval of the Gram Sabha, the village level/Circle level revenue officials will verify and authenticate the Vanshavali and possession of holding. This authenticated list of farmers after due verification of succession chart shall be countersigned by the District level Revenue authority. Farmers’ names, subject to the exclusion criterion after following the aforementioned process, shall be uploaded on the PM-KISAN portal along with other required details for disbursement of benefit under the Scheme.

प्रधानमंत्री किसान सम्मान निधि के तहत अगर आपने रजिस्ट्रेशन कराया है तो हर चार महीने पर मिलने वाली 2000 रुपये की किस्त से आप वंचित हो सकते हैं। खासकर अगर आप जम्मू-कश्मीर,  असम और मेघालय के किसान हैं तो आपको 31 मार्च 2021 तक हर हाल में आधार लिंक करवाना होगा। अन्य राज्यों के किसानों के लिए आाधर पहले से ही अनिवार्य है। अगर अन्य राज्यों के किसानों के बैंक खाते से आधार लिंक नहीं है तो नवंबर की किस्त नहीं मिलेगी।

बता दें केंद्रीय कृषि मंत्रालय के मुताबिक सितंबर तक देश के 10 करोड़ 65 लाख से अधिक किसानों ने रजिस्ट्रेशन करवा लिया है। ये वे किसान हैं जिनके कागजात दुरुस्त हैं । किसानों का रजिस्ट्रेशन अब भी जारी है। पिछले 30 दिन में ही मोदी सरकार ने 38 लाख से अधिक किसानों के बैंक अकाउंट में 2000-2000 रुपये भेज दिए हैं। अगर आवेदन के बाद भी आपके बैंक अकाउंट में पैसे नहीं आए हैं तो अपना रिकॉर्ड चेक कर लें कि कहीं उसमें गलती तो नहीं है।

अगर आप प्रधानमंत्री किसान सम्मान निधि स्कीम के तहत सालाना 6000 रुपये का लाभ लेना चाहते हैं तो आधार वेरीफिकेशन के लिए तैयार हो जाइए। जम्मू-कश्मीर,  असम और मेघालय के किसानों को पीएम-किसान स्कीम का फायदा लेने के लिए 31 मार्च 2021 तक हर हाल में आधार लिंक करवाना होगा वरना पैसा मिलना बंद हो जाएगा। शेष राज्यों में एक दिसंबर 2019 से ही आधार को अनिवार्य कर दिया गया है। बता दें जम्मू-कश्मीर के 11,13,238 किसान परिवारों को स्कीम का पैसा मिल चुका है। वहीं, मेघालय के 1,73,259 और असम के 31,17, 207 किसान इस योजना का फायदा उठा रहे हैं।

(a) whether the Government proposes to take any concrete steps to implement the Pradhan Mantri Kisan Samman Nidhi Yojana all over the country as some of the States like West Bengal haven’t implemented the said scheme;

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF LOK SABHA STARRED QUESTION NO. 338   DUE FOR REPLY ON 17TH  MARCH, 2020.
(a) & (b) The PM-KISAN Scheme has been successfully implemented across the country. So far, as on 11.3.2020, financial benefit under the scheme has been released to 8,69,79,391 beneficiaries. However, these exclude about 69 lakh farmers of West Bengal as Government of West Bengal has not yet decided to join the scheme.
The entire responsibility of identification of eligible beneficiary farmer families and uploading their correct details on the PM-KISAN portal rests with the concerned State/UT Governments. The State Governments have been continuously requested and vigorously pursued for expeditious registration and uploading of data of beneficiaries, in mission mode and by organizing camps. Meeting is held weekly through Video Conferencing with State Governments and other concerned stakeholders so as to remove any handicaps coming in the way of smooth and seamless implementation of the scheme. The target of Government is to achieve 100% saturation by enrolling every eligible farmer family of the country. To achieve this, the States/UTs have been asked to conduct various saturation drives. On the advice of the Union Government, the States have been organizing  publicity/awareness camps to ensure expeditious registration of beneficiaries.
Further, to achieve 100% saturation, a special facility has been provided to  the farmers in the PM-Kisan portal, namely, ‘Farmers Corner’. Through this facility, the farmers can also do their self-registration through the Farmers Corner. Farmers can also edit their names in PM-Kisan database as per their Aadhaar card through the Farmers Corner. Farmers can also know the status of their payment through the Farmers Corner. Village-wise details of beneficiaries are also available on the Farmers Corner. The Common Service Centres (CSCs) have also been authorized to do   registration of the farmers for the Scheme upon payment of minimal fees. The above facilities on Farmers Corner are also available through CSCs. A special Mobile APP has also been launched on 24th February, 2020 on the 1st anniversary of completion of one year of successful implementation of scheme. The APP provides the facilities available through Farmers Corner.
Government of West Bengal has also been repeatedly requested to join the scheme so as to enable the farmers of the State to avail the benefits of the Scheme.

(c) Financial benefits under the Scheme are transferred from the PM-KISAN budgetary Head of Account of Government directly into the bank accounts of the beneficiary farmers. Every such transaction is secured and validated by a host of agencies involved in the process, namely, the concerned State / UT Government, National Informatics Centre (NIC), Public Finance Management System (PFMS), National Payment Corporation of India (NPCI), Sponsored Banks of the State Governments in each State/UT for PM-KISAN and destination banks having accounts of the beneficiaries. The success of every transaction is confirmed by the destination banks through NPCI.

Pradhan Mantri Kisan Samman Nidhi Yojana is the biggest scheme run by the Government of India for farmers in which the first, second and third installments have also been sent to the farmers. A total of 14.5 crore farmers in India are eligible for the Pradhan Mantri Kisan Samman Nidhi Yojana, out of which only 3.5 crore farmers have got the third installment of Pradhan Mantri Kisan Samman Nidhi Scheme, the reason behind it government have not all documents of farmer and also aadhaar is not linked ,  There are many farmers whose bank account details such as IFSC CODE and BANK AC NUMBER are wrong, due to which money cannot be sent to their accounts as well.

It is to be noted that the government has also fixed the last date for Aadhaar card link in PM Kisan (Pm kisan) and has told that if Aadhar card is not linked with PM Kisan application before 30 November 2019 If it goes, then farmers will not be able to send its installments in the coming time.
Farmers have less than 40 days to link the Aadhaar card in the Pradhan Mantri Kisan Samman Nidhi Yojana and keep getting their money.
WHY HAS THE GOVERNMENT GIVEN TIME TILL 30 NOVEMBER 2019?
We have come to know from the information received from the government official that under Pradhan Mantri Kisan Samman Nidhi Scheme there are many farmers whose Aadhar card is not linked with Pradhan Mantri Kisan Samman Nidhi Yojana, even Aadhar Card Bank account is also not linked.

Under the Pm Kisan Scheme, the first and second installments were to be sent without Aadhaar card verification, but this time in view of Diwali and festival, the government has decided to send the third installment without Aadhaar verification as well. But in the coming time, under the Pradhan Mantri Kisan Samman Nidhi Scheme, the money will be sent to the account of such farmers whose Aadhar card number is linked with the PM Kisan application and with the bank account.

THE DETAILS OF MANY FARMERS ARE WRONG! PRADHAN MANTRI KISAN SAMMAN NIDHI SCHEME
From the information received from the officer, it has been found that there are many farmers whose details are wrong in PM farmers. If the name of a farmer is not as per Aadhaar card, then bank account number (Bank Ac) and IFSC code (IFSC CODE) of a farmer Wrong. There are many farmers whose Aadhar card is not linked yet. In such a situation, the government has given the last date for the Aadhaar link to November 30, 2019, but has given exemption to the farmers that they can get the Aadhaar card verification done through their nearest Common Service Center.
UPDATION OF PRADHAN MANTRI KISAN SAMMAN NIDHI YOJANA WILL BE DONE THROUGH COMMON SERVICE CENTER / PM KISAN UPDATE CAN BE DONE WITH CSC CENTER
As the last date for Aadhaar verification is given by the central government, 30 November 2019, in such a situation, the government has ordered the Common Service Center to do its work. There are many states in which farmers by organizing camp through Common Service Center The details of are being corrected, in which Rajasthan is at the forefront, now 252 camps have been set up in Rajasthan through the Common Service Center and farmers’ details have been improved. Work is being done.
Note: – If the work of PM Kisan update is not being done through the Common Service Center yet in your state then it will start very soon.
NOW IS THE LAST CHANCE FOR FARMERS?
There are many farmers who have got the first installment, the second installment and the third installment under the PM Kisan Yojana, but we would also like to say that your crisis has not been averted. The government has given this installment this time without Aadhaar verification but in the coming time, the installment money of Pradhan Mantri Kisan Samman Nidhi Scheme will be sent through DBT i.e. Direct Benefit Transfer, which will be received in the account. For this, firstly your Aadhar card should be linked to NPCI and the same Aadhar card should also be linked to your bank account.
THE LAST DATE FOR AADHAAR LINK IS 30 NOVEMBER.
From the information received from the Union Ministry of Agriculture, it has been told that farmers who do not yet have an Aadhaar card link in the bank account or do not have an Aadhaar card link in the PM Kisan application, will link their Aadhar card both before November 30, 2019. Get it done otherwise they will not be able to get PM’s money in the coming time.
According to Union Minister of State for Agriculture Kailash Chaudhary, it has been told that as soon as the list of farmers is being sent by the states to the Central Government, the Central Government starts the process of adding 6-6000 ₹ to their accounts.
THESE FARMERS WILL STILL NOT GET PM FARMER’S MONEY.
The government has issued some guidelines to give the benefit of Pradhan Mantri Kisan Samman Nidhi Scheme under which such person will not be considered eligible under Pradhan Mantri Kisan Samman Nidhi Yojana.
  • MP, MLA Minister, and Mayor will not be given benefits even if they do farming.
  • Benefit will not be given to Central or State Government officials or farmers who are given pension in excess of ₹ 10000 per month.
  • Professional doctors, engineers, CA, lawyers also do farming, those people also will not be given benefits under it.
  • Those farmers who have paid income tax in the last financial year will also be deprived of the Pradhan Mantri Kisan Samman Nidhi Yojana.
  • Nevertheless, under this scheme (Pradhan Mantri Kisan Samman Nidhi Scheme), the Central Government and State Government Multi Tasking Staff or employees working under Chaturthi category will be able to take advantage of this scheme.

To provide an assured income support to the small and marginal farmers, the Government is launching the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN). While presenting the Interim Budget 2019-20 in Parliament today the Union Minister for Finance, Corporate Affairs, Railways & Coal, Shri Piyush Goyal said, “Under this programme, vulnerable landholding farmer families, having cultivable land upto 2 hectares, will be provided direct income support at the rate of Rs. 6,000 per year. This income support will be transferred directly into the bank accounts of beneficiary farmers, in three equal instalments of Rs. 2,000 each. This programme will be funded by Government of India. Around 12 crore small and marginal farmer families are expected to benefit from this. The programme would be made effective from 1st December 2018 and the first installment for the period upto 31st March 2019 would be paid during this year itself. This programme will entail an annual expenditure of Rs.75,000 crore”. PM-KISAN would not only provide assured supplemental income to the most vulnerable farmer families, but would also meet their emergent needs especially before the harvest season. PM-KISAN would pave the way for the farmers to earn and live a respectable living.

Rashtriya Gokul Mission
Regarding Animal Husbandry the Minister said, “I have increased the allocation for Rashtriya Gokul Mission to Rs.750 crore in the current year itself. I announce setting up of “Rashtriya Kamdhenu Aayog” to upscale sustainable genetic upgradation of cow resources and to enhance production and productivity of cows. The Aayog will also look after effective implementation of laws and welfare schemes for cows.”
Department of Fisheries
To provide sustained and focused attention towards development of fisheries sector, the Government has decided to create a separate Department of Fisheries. The Minister said, “In the last Budget, our Government announced the facility of extension of Kisan Credit Card scheme (KCC) to Animal Husbandry and Fisheries farmers. Now, I propose to provide the benefit of 2% interest subvention to the farmers pursuing the activities of animal husbandry and fisheries, who avail loan through Kisan Credit Card. Further, in case of timely repayment of loan, they will also get an additional 3% interest subvention.”
Crop Loans

When natural calamities strike, farmers are generally unable to repay their crop loans. The Finance Minister said, “Presently, the crop loans are rescheduled for such affected farmers and they get benefit of interest subvention of 2% only for the first year of the rescheduled loan. Our Government has now decided that all farmers affected by severe natural calamities, where assistance is provided from National Disaster Relief Fund (NDRF), will be provided the benefit of interest subvention of 2% and prompt repayment incentive of 3% for the entire period of reschedulement of their loans.”
छोटे किसानों के लिए हुई नई स्कीम की घोषणा, साल में दी जाएगी 6 हजार रुपए की सहायता

बजट के दौरान वित्त मंत्री पीयूष गोयल ने 2 हेक्टेयर से कम जमीन पर खेती करने वाले किसानों के लिए एक नई स्कीम की घोषणा की है। इसे प्रधानमंत्री किसान सम्मान निधि स्कीम नाम दिया गया है। इसके तहत किसानों को साल में 6 हजार रुपए की आर्थिक सहायता दी जाएगी। 

किसको मिलेगा फायदा

  • 2 हेक्टेयर (करीब 5 एकड़) से कम जमीन पर खेती करने वाले सभी किसानों को इस स्कीम का लाभ दिया जाएगा।
  • इस स्कीम के तहत देश भर के करीब 12 करोड़ छोटे किसान लाभान्वित होंगे।
  • स्कीम के तहत किसानों को साल भर में 6 हजार रुपए की सहयोग राशि प्रदान की जाएगी।
  • यह सहयोग राशि तीन बराबर किश्तों में किसानों के बैंक खातों में भेजी जाएगी।
  • प्रधानमंत्री किसान सम्मान निधि स्कीम के क्रियान्वयन में 75 हजार करोड़ रुपए के खर्च का अनुमान है। इसमें लगने वाला पूरा खर्च केन्द्र सरकार वहन करेगी।
  • यह स्कीम 1 दिसंबर 2018 से प्रभावी होगी। यानी किसानों को दी जाने वाली सहायता की गणना इसी तरीख से की जाएगी।
पीयूष गोयल ने कहा है कि स्कीम के तहत 2000 रुपए की पहली किश्त जल्द ही किसानों के खातों में भेज दी जाएगी।

केंद्र सरकार ने इस साल के बजट में किसानों के लिए बड़ा एलान किया है। सरकार ने 2022 तक किसानों की आय दुगनी करने के लक्ष्य को पूरा करने के लिए प्रधानमंत्री किसान सम्मान निधि योजना की शुरुआत की है। इस योजना का फायदा देश के 12 करोड़ किसानों को होगा। तीन राज्यों में किसानों के मुद्दे में हार के बाद माना जा रहा था कि सरकार किसानों को लेकर कोई बड़ा एलान कर सकती है। आइये जानते है कि आखिर इस योजना का लाभ कैसे मिलेगा।

  • सरकार ने फसलों का एमएसपी लागत डेढ़ गुना करने की घोषणा की है।
  • प्रधानमंत्री किसान सम्मान निधि योजना को मंजूरी के अंतर्गत 2 हेक्टेयर तक की जमीन वाले किसान को हर साल 6 हजार रुपये मिलेंगे। 
  • किसानों के खाते में 3 किस्तों में पैसे जाएंगे।
