PEOPLE LEFT OUT IN THE SURVEY UNDER PMAY

Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) whether the Government is aware of the poor category of people left out in the survey of 2011 under Pradhan Mantri Awas Yojana (PMAY), if so, the details thereof;

(b) whether the Government is planning any separate scheme for homeless eligible stakeholder;

(c) if so, the details thereof and the time by which it is likely to be done; and

(d) if not, the complete details of the scheme planned by the Government to fulfill the need of shelter for shelter less people?

(a) The Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) to provide assistance to eligible rural households for construction of 2.95 crore Pucca houses with basic amenities to achieve the objective of “Housing for All”. The identification of beneficiaries under PMAY-G is based on the housing deprivation parameters and exclusion criteria prescribed under Socio Economic Caste Census (SECC)-2011 subject to due verification by the Gram Sabha and completion of Appellate Process. An exercise for identification of households, who though eligible for assistance under PMAY-G as per the parameters specified under SECC 2011 but could not be included in the list of eligible beneficiaries (taking into account all the parameters that are required for becoming eligible to be a beneficiary of PMAY-G as per Framework for Implementation of PMAY-G) and creating additional list of eligible households was carried out by Ministry of Rural Development through the States / Union Territories (UTs) using Mobile Application “Awaas+”. The survey was started in January 2018 and the deadline provided to the states for concluding the data collection exercise initially was 31st March 2018 which was extended 4 times and the States/UTs had captured details of 3.57 crore households under the survey, which was ended on 7th March 2019.

From the list of 3.57 crore registrations on Awaas+, as there was a need for filtration of genuinely deprived households for providing the benefit under the scheme and therefore, Expert Committees were constituted and the reports of the committees were received and accepted by the Ministry. Further, the Union Cabinet while approving continuation of PMAY-G had given approval for inclusion of additional eligible households from the final Awaas+ list into the Permanent Wait List (PWL) of PMAY-G, with a ceiling of 2.95 cr. The Union Cabinet had also approved that the targets from the final Awaas+ list will be allocated to those States /UTs who have exhausted their Permanent Wait List of SECC 2011.

The Ministry had allocated Awaas+ target of 8.5 lakh to the States for FY 2020-21 to five eligible State/UT namely Uttar Pradesh, Uttarakhand, Gujarat, Ladakh and Sikkim based on recommendations of the Expert Committees. In addition to this the ministry has also allocated targets of 42.49 lakh from Awaas+ for the year 2021-22. The State wise targets allocated from final Awaas+ to eligible States/UTs so far are given at Annexure.

(d) : The eligible households whose details have been captured during Awaas+ survey are covered under PMAY-G subject to the ceiling of construction of 2.95 crore houses under PMAY-G.

(a) the annual target as well as houses actually constructed under PMAY-G during the last three years, State-wise and year-wise especially in Karnataka-Mysore district, Maharashtra-Madha Lok Sabha Constituency and Latur district;

(b) the strategy adopted for achieving the housing for all target by August, 2022; and

(c) the outcome of the physical verification of the constructed houses done recently, State-wise?

(a) The State-wise and year-wise annual target and houses constructed under Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) during the last three years especially in Karnataka-Mysore district, Maharashtra-Madha and Latur district is given at Annexure-I & II.
(b) In order to achieve the target of “Housing for All”, the States/UTs have been requested to expedite the completion of houses approved under PMAY-G. Other steps taken include timely allocation of targets to the States/UTs, provision of adequate funds and promotion of eco-friendly & innovative  technologies  for  house construction,  provision  of land to landless beneficiaries, regular review of progress at the level of Secretary/Additional Secretary/Deputy DG, Ministry of Rural Development and  separate  review  of  States/UTs with high target, poor performing States/UTs and delayed houses in States/UTs.

(c) Performance monitoring of PMAY-G is done through real time capture of progress using workflow enabled transactional data in MIS i.e. AwaasSoft. For process monitoring mechanisms like inspection is done by central teams [Area Officers and National Level Monitors(NLM)], monitoring by District Development Coordination  and  Monitoring (DISHA) Committee headed by Member of Parliament, Social Audit and through State Level PMUs.

The National Level Monitoring (NLM) system of Ministry of Rural Development is a third party monitoring and reporting mechanism working towards regular assessment of implementation of Rural Development Programmes/ Schemes including PMAY-G in the country. The NLMs during their Regular monitoring during FY 2019-20 covered 19 States, 266 districts with 946 blocks and 2319 villages across the country for assessing the processes being  followed  in  implementation  of  the  scheme  including  physical  inspection  of  houses constructed under the scheme. NLMs have observed that the quality of construction of the completed houses was ‘Excellent’ in about 63% and ‘Good’ in 32% of the verified houses. NLMs have found that in 85% of GPs sensitization of beneficiaries have taken place in all the visited GPs of Himachal Pradesh, Jharkhand, Kerala, Manipur, Nagaland, Sikkim, Tripura and West Bengal, the sensitization efforts have been made. NLMs have reported that in the visited GPs of Assam, Bihar, Chhattisgarh, Gujarat, Jharkhand, Kerala, Odisha, Tamil Nadu and West Bengal, on an average more than ten trained masons were available, where as in some States, like, Manipur, Meghalaya, Mizoram and Punjab only 2-3 trained masons were available in GPs. For the cases, where there was need for action on part of the State Government/UT Administration, the matter has already been taken up with States for compliance.
