Government extends ECHS Facilities for Medically Boarded-Out Officer Cadets from military training
सरकार ने सैन्य प्रशिक्षण से मेडिकल बोर्ड-आउट अधिकारी कैडेटों के लिए ईसीएचएस सुविधाओं के लिए मंजूरी दी

Reaffirming its commitment to the dignity and well-being of the armed forces, the Government has approved the extension of Ex-Servicemen Contributory Health Scheme (ECHS) facility to officer cadets who are invalidated from training on medical grounds attributable to or aggravated by military training. Cadets who join prestigious institutions like NDA, OTA and IMA with the aspiration to serve the nation, often suffer lifelong disabilities but are currently not eligible for ECHS as they are not granted ex-servicemen (ESM) status.
सरकार ने सशस्त्र बलों की गरिमा और कल्याण के प्रति अपनी प्रतिबद्धता की पुष्टि करते हुए उन अधिकारी कैडेटों को पूर्व सैनिक अंशदायी स्वास्थ्य योजना (ईसीएचएस) सुविधा प्रदान करने को मंज़ूरी दे दी है, जो सैन्य प्रशिक्षण की वजह से या उसके कारण उत्पन्न चिकित्सा आधार पर प्रशिक्षण से वंचित (बोर्ड-आउट) रह जाते हैं। देश की सेवा करने की आकांक्षा से एनडीए, ओटीए और आईएमए जैसे प्रतिष्ठित संस्थानों में शामिल होने वाले कैडेट अक्सर आजीवन विकलांगता का सामना करते हैं, लेकिन वर्तमान में वे ईसीएचएस के लिए पात्र नहीं हैं क्योंकि उन्हें पूर्व सैनिक (ईएसएम) का दर्जा नहीं दिया जाता है।
This measure is applicable to cadets who have been medically boarded out prior to completion of training and is also extendable to future similar cases. Considering the humanitarian nature and financial burden on families, the Government has approved quality medical care for such cadets without creating a precedent for other categories. The grant of ECHS facilities shall be subject to the following conditions:
यह कदम उन कैडेटों पर लागू है जिन्हें प्रशिक्षण पूरा होने से पहले ही चिकित्सा आधार पर प्रशिक्षण से वंचित कर दिया गया है। भविष्य में इसी तरह के मामलों में भी इसका विस्तार किया जा सकता है। मानवीय प्रकृति और परिवारों पर पड़ने वाले वित्तीय बोझ को ध्यान में रखते हुए, सरकार ने अन्य श्रेणियों के लिए कोई मिसाल कायम किए बिना ऐसे कैडेटों के लिए गुणवत्तापूर्ण चिकित्सा देखभाल को मंजूरी दी है। ईसीएचएस सुविधाओं की मंजूरी निम्नलिखित शर्तों के अधीन होगी :
- Apply for membership of ECHS and accept ECHS rules
- ईसीएचएस की सदस्यता के लिए आवेदन करें और ईसीएचएस नियमों को स्वीकार करें
- Avail facility for individual only
- केवल व्यक्तिगत उपयोग के लिए सुविधा
- Avail free OPD services from ECHS Polyclinics
- ईसीएचएस पॉलीक्लिनिक्स से निःशुल्क ओपीडी सेवाओं का लाभ उठाएं
- Avail cashless OPD/IPD/Investigations in ECHS empanelled Hospitals
- ईसीएचएस पैनलबद्ध अस्पतालों में कैशलेस ओपीडी/आईपीडी/जांच का लाभ उठाएं
- Should not be member of any other Government Health Scheme
- किसी अन्य सरकारी स्वास्थ्य योजना का सदस्य नहीं होना चाहिए।
- The one-time subscription fee (i.e Rs1.20 lacs currently applicable to ESM officers) will not be charged from the officer cadets towards joining the ECHS Scheme.
- ईसीएचएस योजना में शामिल होने के लिए अधिकारी कैडेटों से एकमुश्त सदस्यता शुल्क (अर्थात् ईएसएम अधिकारियों के लिए वर्तमान में लागू 1.20 लाख रुपये) नहीं लिया जाएगा।
While a small number of cadets annually are affected, the financial and emotional burden on their families is significant. In such instances, the practice is to extend a monthly ex-gratia payment to such cadets. In addition, based on the extent of disability (20% to 100%), a monthly ex-gratia disability award is also made available to such cadets. With this approval, these cadets will now be eligible for availing cashless and capless healthcare facilities under ECHS.
यद्यपि प्रतिवर्ष कुछ कैडेट प्रभावित होते हैं, फिर भी उनके परिवारों पर आर्थिक और भावनात्मक बोझ काफी अधिक होता है। ऐसे मामलों में, ऐसे कैडेटों को मासिक अनुग्रह राशि प्रदान की जाती है। इसके अतिरिक्त, विकलांगता की सीमा (20 प्रतिशत से 100 प्रतिशत) के आधार पर, ऐसे कैडेटों को मासिक अनुग्रह राशि भी प्रदान की जाती है। इस अनुमोदन के साथ, ये कैडेट अब ईसीएचएस के अंतर्गत कैशलेस और कैपलेस स्वास्थ्य सेवाओं का लाभ उठाने के पात्र होंगे।
ECHS was launched in April 2003 for Ex-servicemen and their dependents by utilizing the existing medical infrastructure of Armed Forces and private empanelled/ government hospitals across the country. It has 30 Regional Centres (RC) and 448 Polyclinics (PCs) pan India with a total beneficiary base of approximately 63 lakhs. It has 3000+ Empanelled Health Care organisations under its network.
ईसीएचएस की शुरुआत अप्रैल 2003 में पूर्व सैनिकों और उनके आश्रितों के लिए सशस्त्र बलों तथा देश भर के निजी सूचीबद्ध/सरकारी अस्पतालों के विद्यमान चिकित्सा ढांचे का उपयोग करके की गई थी। इसके पूरे भारत में 30 क्षेत्रीय केंद्र (आरसी) और 448 पॉलीक्लिनिक्स (पीसी) हैं, जिनका कुल लाभार्थी आधार लगभग 63 लाख है। इसके नेटवर्क में 3000 से अधिक सूचीबद्ध स्वास्थ्य सेवा संगठन शामिल हैं।
