Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) the estimated number of beneficiaries expected to avail the 4 per cent housing reservation policy for Persons with Disabilities (PwDs) annually, and whether a State-wise implementation framework is being devised;
(b) the estimated financial outlay for infrastructure modification in accordance with the Sugamya Bharat Abhiyan guidelines; and

(c) the measures proposed to address potential backlogs under the disability quota from previous years?

(a) & (c) As per section 37 of the Rights of Persons with Disabilities Act (RPwD), 2016, the appropriate Government and the local authorities shall, by notification, make schemes in favour of persons with benchmark disabilities, to provide – (a) five percent reservation in allotment of agricultural land and housing in all relevant schemes and development programmes, with appropriate priority to women with benchmark disabilities.
Since ‘Land’ and ‘Colonization’ are State subjects, therefore, schemes related to housing for their citizens are implemented by States/Union Territories (UTs). However, the Ministry of Housing and Urban Affairs, under the vision of ‘Housing for All’, supplements the efforts of States/Union Territories (UTs), by providing Central Assistance under Pradhan Mantri Awas Yojana- Urban (PMAY-U) since 25.06.2015 to provide pucca houses with basic civic amenities to eligible urban beneficiaries. As of today, the financial assistance amounting to ₹119.26 lakh has been provided to States/UTs for the sanction of 84,864 houses for Persons with Disabilities (PwDs) under the PMAY-U scheme.
Under PMAY-U 2.0, preference is to be given to Widows, Single Women, Persons with Disabilities, Senior Citizens, Transgenders, persons belonging to Scheduled Castes/ Scheduled Tribes, Minorities and other weaker and vulnerable sections of the society.
The Directorate of States, MoHUA shall be given priority for house allotment of General Pool Residential Accommodation which shall be up to 4% of the vacancies available in a month.
Under the Pradhan Mantri Awaas Yojana–Gramin (PMAY-G), 2.00 crore additional rural houses are proposed to be constructed during the financial years 2024–25 to 2028–29. As on 04.08.2025, 3.85 crore houses have been sanctioned under PMAY-G. Out of these, 44,991 houses have been sanctioned to the persons with disabilities (PwDs).
Keeping in view the provisions of the RPwD Act, 2016, the States, to the extent possible, may ensure that 5% of beneficiaries under PMAY-G at the state Level are from among persons with benchmark disabilities, with priority to women with benchmark disabilities. As per provisions of PMAY-G, while deciding the inter-se priority among the beneficiaries who are to be provided assistance, households with any persons with disabilities and no able- bodied adult member have been accorded additional deprivation score so that such households are given priority while allotting the houses. In case there are still some beneficiaries left out, the State Government will ensure that they are assisted through the Gram Panchayats or a ground functionary to get their house constructed.
(b) ‘Works, lands and buildings vested in or in the possession of the State’ is a State subject, and as per Sections 41, 44 and 45 of The Rights Of Person with Disabilities Act, 2016, the appropriate government is responsible to take steps to ensure accessible built infrastructure, transport systems and accessible ICT for PwDs. The financial support to the States/UTs is provided under the Scheme for Implementation of the Rights of Persons with Disabilities Act (SIPDA) for creating a barrier-free environment. In this regard, ₹73.12 crore has been earmarked for the financial year 2025–26.
