IMPACT OF FIFTEENTH FINANCE COMMISSION GRANTS

Will the Minister of PANCHAYATI RAJ be pleased to state:
(a) the total amount of Fifteenth Finance Commission grants disbursed to Rural Local Bodies/Panchayati Raj Institutions in Financial Year 2024-25;
(b) whether the Ministry has collected data on the number of households or individuals directly impacted by the projects funded through the Commission’s grants in the beneficiary States during Financial Year 2024-25;
(c) if so, the details thereof; and

(d) the measures that are in place to ensure transparency and accountability in the utilization of Commission’s grants by PRIs across all beneficiary States?

(a) A total amount of Rs. 37787.97 Crore has so far been disbursed/released under the Fifteenth Finance Commission grants to Rural Local Bodies/Panchayati Raj Institutions for the Financial Year 2024-25.

(d) To ensure transparency and accountability in the utilisation of Central Finance Commission grants by Panchayati Raj Institutions in the States, a portal has been made available to State Governments for concurrent monitoring at the State, District, and Block levels. In April 2020, the Ministry launched the eGramSwaraj web portal (https://egramswaraj.gov.in), which integrates all financial functions of Panchayats—from planning to payment. The progress data obtained from this system is displayed on the portal for monitoring.
States can utilize the e-Gram Swaraj application to systematically oversee the use of Central Finance Commission grants. Through its Planning module, States track how PRIs incorporate local needs into their development plans, ensuring alignment with budgetary provisions. The Progress Reporting module enables monitoring of physical and financial progress related to grant-funded activities, while the Accounting module ensures detailed tracking of financial transactions and expenditure patterns. Together, these features provide States with a comprehensive understanding of grant utilization, enabling more effective and transparent allocation and management of resources.
To further enhance transparency, the Ministry has integrated e-Gram Swaraj with the Public Financial Management System (PFMS) for Gram Panchayats (GPs), facilitating real time digital payments to vendors and service providers. Additionally, the Audit Online application was launched in April 2020 to enable online auditing of Panchayat accounts and their financial management. This tool supports transparent utilization of Central Finance Commission funds and strengthens Panchayat-level financial oversight.
