Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) the salient features of Pradhan Mantri Garib Kalyan Rojgar Abhiyan (PMGKRA);

(b) the details of the migrant labourers who returned to their home district Satna from various cities of the country during the lockdown; and

(c) the amount of funds released for development of basic rural infrastructure and rural economy to provide local employment opportunities to the said migrant labourers returning to their homeland Satna from different cities of the country during the lockdown period?

(a) to (c) The Garib Kalyan Rojgar Abhiyaan aimed at initiating public works, construction activities and other economic activities on a large scale to meet the livelihood and income requirements of migrant workers and similarly affected rural citizens.

The Garib Kalyan Rojgar Abhiyaan (GKRA) has the following broad objectives:

  • Provide immediate employment opportunities to returnee migrant workers and similarly affected rural population.
  • Saturate villages with public infrastructure and assets.
  • Set Stage for enhancing long-term livelihood opportunities.

The Abhiyaan was implemented in a mission mode to provide employment to returnee migrant workers and similarly affected rural population. A total of 116 districts across 6 States namely Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh were selected. During the Abhiyaan, total expenditure incurred was of Rs. 39,293 Crore with employment generation of 50.78 Crore Persondays. The Abhiyaan focussed on 25 works across 12 Ministries/Departments.

The districts were selected on the criteria of vulnerability to heavy return- migration. The Abhiyaan sought to help in empowering villagers with livelihood opportunities in the districts with a concentration of 25,000 and more returnee migrant workers on an average. As reported by the State, 57360 migrant labourers returned to their home district Satna from various cities of the country during the lockdown. The funds to individual districts were not released under the Abhiyaan, rather the releases were made through prevalent arrangements under respective programs.

(a) the details of present status of Pradhan Mantri Garib Kalyan Rojgar Abhiyaan started for migrant workers who returned home due to Covid-19 global pandemic during the last month;

(b) whether the Government proposes to continue this scheme further, if so, the details thereof;

(c) if not, the reasons therefor; and

    (a) to (d): Government of India has launched Garib Kalyan Rojgar Abhiyaan (GKRA) of 125 days on 20th June, 2020 with a resource envelop of Rs.50,000 crore, to boost employment and livelihood opportunities for returnee migrant workers and similarly affected citizens in rural area, in the wake of COVID-19 pandemic. The objectives of the Abhiyaan were to provide immediate employment & livelihood opportunities to the distressed, to saturate the villages with public infrastructure and creation of livelihood assets to boost the income generation activities and enhance long term livelihood opportunities by giving focus on 25 works in 116 selected districts

      across 6 States of Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh. A total of 12 Ministries/Departments of Government of India had participated in the Abhiyaan. A total of 50.78 Crore Person days employment has been generated during the Abhiyaan. The State-wise detail of expenditure incurred under the Abhiyaan is as below:
