Post Graduate Medical Education Regulations (Amendment), 2025
F. No. N-P016(11)/2/2023-PGMEB-NMC/COORD.—In exercise of the powers conferred by Section 25(1), Section 35 and 57 (2) of the National Medical Commission Act, 2019, the National Medical Commission hereby makes the following draft Regulations to further amend the “Post Graduate Medical Education Regulations, 2023” or “PGMER-23”namely–
1. (i) These Regulations may be called the “Post Graduate Medical Education Regulations (Amendment), 2025”.
(ii) They shall come into force from the date of their publication in the Official Gazette.
2. The following is added in Regulation 7.1 of the Regulation after, “Each Department will be headed by a Professor”, under the heading “Department”:-
“The post of the Head of Department (HoD) will be rotated every three-years amongst Professors and Associate Professors who are eligible to become Professor, who holds Medical Post-graduate degree, based on seniority in the Department”.
3. Sl. No. 6, 10 and 15 of Part B. in Annexure-7 of the Regulations under the heading “FEEDER BROAD SPECIALITY QUALIFICATIONS FOR SUPER SPECIALITY COURSES” will now read as:-

Note:- The principal regulation was published in the Gazette of India, Extraordinary, Part III, Section 4, vide CG-DL-E-03012024-251108 dated 01st January, 2024 vide NMC Notification No.CDN-19012/5/2023-Coord-NMC.
The National Medical Commission proposes certain amendment to the Regulation 7.1under the heading Department; and Sl. No. 6, 10 and 15 of Part B. in Annexure-7 of the Regulations under the heading “FEEDER BROAD SPECIALITY QUALIFICATIONS FOR SUPER SPECIALITY COURSES” of the Principal Regulation i.e PGMER- 2023, the draft Regulation amending the Regulation7.1 of PGMER-2023 and Sl. No. 6, 10 and 15 of Part B in Annexure- 7 of the Regulations under the heading “FEEDER BROAD SPECIALITY QUALIFICATIONS FOR SUPER SPECIALITY COURSES” have been prepared and approved by the competent authority following due procedures and is hereby published for information of all stakeholders likely to be affected thereby and notice is hereby given that the said draft Regulation (amendment) shall be taken into consideration on or after the expiry of a period of thirty (30) days from the date on which the copies of the Gazette of India containing these draft Regulation (amendment) are made available to public.
Objections and suggestion which may be received from any person within the period specified above will be considered by the National Medical Commission.
