Shortage of Teaching and Non-Teaching Staff in Schools

24. Shri Bishnu Pada Ray:

Will the Minister of EDUCATION be pleased to state:

(a) whether it is a fact that around fifty percent of Government schools in the Andaman & Nicobar Islands are functioning without Principals, Vice-Principals, or Headmasters, and that many schools are also facing an acute shortage of teaching and non-teaching staff due to long-pending vacancies;

(b) if so, the details of reasons for not filling up these sanctioned posts despite the impact on the quality of education;

(c) whether it is also a fact that the people is representative of Andaman & Nicobar Islands has expressed serious concern and brought this issue to the notice of the Union Government for immediate remedial action; and

(d) if so, the steps taken/proposed to be taken by the UT Administration to fill these long-pending vacancies and ensure smooth functioning of all Government schools in the Islands?

(a) to (d): The Directorate of Education, UT Administration of A&N Islands conducted recruitment drive during the year 2023 and 2024 and filled up 988 teaching and non- teaching posts to mitigate the shortages of staff in schools.

Education being a subject in the Concurrent List of the Constitution, an overwhelming majority of the schools in the country come under the administrative control of the concerned State Governments/Union Territory administrations. The vacancies of teaching and non-teaching staff arise due to retirement, resignation, promotion and additional requirement on account of up-gradation / sanctioning of new streams as well as enhancement of students’ strength. Filling up of these vacancies is a continuous process and the UT Administration of A&N Islands is taking suitable steps to fill up these vacancies as per the provisions of the relevant recruitment rules.
