Will the MINISTER OF HEALTH AND FAMILY WELFARE be pleased to State:
(a) the salient features of Pradhan Mantri Surakshit Matritva Abhiyan;

(b) the funds released under the said campaign during the last three years, State/UT-wise;

(c) the number of people who have benefited from the said scheme in Jharkhand so far, district-wise; and

(a), (b) & (d)  The salient features of Pradhan Mantri Surakshit Matritva Abhiyan are as follows:
  • Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) provides a fixed day, free of cost assured and quality Antenatal Care on the 9th day of every month.
  • Under PMSMA, all pregnant women are provided services including drugs, laboratory investigations, ultrasound, and antenatal check-up by the Medical Officer/ OBGY specialist at designated Public Health facilities including DH, SDH, CHC- FRUs, non CHC-FRUs, and PHCs.
  • Obstetricians/ physicians from private sector and retired OBGY specialists are encouraged to provide voluntary services at designated public health facilities on the 9th of every month.
  • Group Counselling is also provided to all pregnant women for diet, sleep, regular ANC check-up, institutional delivery, and breastfeeding including awareness about supplementary nutrition.
  • Key focus area under Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) is to generate demand through Information Education & Communication (IEC), Inter- personal Communication (IPC) and Behaviour Change Communication (BCC) activities
The funds released under the said campaign during the last three years, State/UT-wise is placed at Annexure -1
(c) The number of pregnant women who have benefited from the said scheme in Jharkhand is 917086. The district-wise status is placed at Annexure -2

Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:

(a) the salient features of the Pradhan Mantri Matru Vandana Yojana;

(b) the details of the funds sanctioned, allocated and utilized under this scheme within Assam so far;

(c) the details of targets set and achievements made so far under this scheme; and

(d) the steps being taken by the Government to cover the beneficiaries of far flung areas of Assam under this scheme?

Pradhan Mantri Matru Vandana Yojana
(a) The salient features of the PMMVY is at Annexure-I.

(b) The funds are released to the States/UTs on the basis of indicative targets and utilisation of released funds. Hence, there is no specific State/UT-wise allocation made under PMMVY. The year-wise details of funds sanctioned under PMMVY and utilisation reported by the State Government of Assam, as on 16.07.2021, is at Annexure-II.

(c) As on 16.07.2021, in the State of Assam, 7,15,559 beneficiaries were enrolled and maternity benefits amounting to Rs.303.88 Crores (including Central and State share) have been disbursed to eligible beneficiaries under PMMVY.

(d) The PMMVY is implemented through the Social Welfare Department of the State. The beneficiaries are being enrolled through Anganwadi Centres which are present in far flung areas also.

Annexure-I

Statement referred to in reply to part (a) of the Lok Sabha Unstarred Question No. 782 for answer on 23.07.2021 raised by Shri Kripanath Mallah regarding Pradhan Mantri Matru Vandana Yojana

Salient features of the Pradhan Mantri Matru Vandana Yojana (PMMVY)

(i) The maternity benefit, is available to a woman for the first living child of family subject to fulfillment of conditionalities. All the pregnant women and lactating mothers in regular employment with Central Government or State Governments or Public Sector Undertakings or those who are in receipt of similar benefits under any law for the time being in force, are excluded.

(ii) The conditionalities and number of instalments under PMMVY are as under:

(iii) Mother and Child Protection (MCP) Card is the verification tool for verification of fulfillment of conditionalities.
(iv) Early registration of pregnancy has been considered as registration of pregnancy within 150 days from the date of her Last Menstrual Period (LMP) and duly recorded on MCP Card.
(v) All Pregnant Women who have registered their pregnancy for the first child in family on or after 01.01.2017 are eligible for getting benefit under the programme.
(vi) The funds to the beneficiaries under PMMVY will be transferred directly to their Bank/Post Office account in Direct Benefit Transfer Mode.
(vii) If a beneficiary delivers twins/triplet/quadruplet, it will be counted as first living child in the family.
 
(viii) An eligible beneficiary can apply, at any point of time but not later than 730 days of pregnancy.
(ix) The grants-in-aid are transferred in ESCROW Bank Account as well as State/UT treasury for different components of the scheme. For the maternity benefit component (Conditional Cash Transfer of Rs. 5,000/-) is transferred to the Escrow Bank Account of the States/UTs and remaining components is through State/UT’s Treasury Account.
(x) At the Centre, the scheme is being implemented by Ministry of Women and Child Development. The States/UTs have option to implement the scheme either through Women & Child Development Department/Social Welfare Department or through Health & Family Welfare Department.
