Will the Minister of Housing and Urban Affairs be pleased to state:

(a) whether Government has mechanism to give priority to tribal people in housing allocation under the Pradhan Mantri Awas Yojana-Urban and Pradhan Mantri Awas Yojana-Urban 2.0;

(b) if so, the total number of beneficiaries identified under this category in the States and Union Territories;

(c) if not, the reasons therefor; and

(d) whether Government has proposed any additional measures to further strengthen accessibility and designing standards in housing for tribal people?

THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS
(SHRI TOKHAN SAHU)

(a) to (c): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country. The scheme period has been extended up to 31.12.2025 to complete sanctioned houses without changing the funding pattern and implementation methodology. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support one crore additional eligible beneficiaries in next five years.

PMAY-U & PMAY-U 2.0 are demand driven schemes and Government of India has not fixed any target for construction of houses. As per the Scheme Guidelines, selection of beneficiaries under different verticals through suitable means, formulation & execution of projects are done by States/ Union Territories (UTs). Under the schemes, preference has been provisioned for several categories of beneficiaries including persons belonging to Scheduled Tribes. The scheme guidelines of PMAY-U 2.0 may be accessed at https://pmay- urban.gov.in/uploads/guidelines/Operational-Guidelines-of-PMAY-U-2.pdf Based on the project proposal submitted by States/UTs, a total of 122.06 lakh houses have been sanctioned under PMAY-U and PMAY-U 2.0 by the Ministry, so far. Out of which, 113.85 lakh houses have been grounded, and 96.02 lakh are completed/delivered to the beneficiaries across the country, as on 24.11.2025. Out of the total sanctioned houses, 5,34,979 houses have been sanctioned for beneficiaries belonging to Scheduled Tribes in the States/UTs.

(d): Under PMAY-U 2.0, a Technology & Innovation Sub-Mission (TISM) has been established to support innovative design and construction practices for sustainable housing in the country. TISM promotes adoption of layout designs and building plans suitable for various geo-climatic zones through coordination with various regulatory and administrative bodies for mainstreaming and up scaling the deployment of modern construction technologies and material in place of conventional construction materials practices. Projects under the scheme promote use of resource efficient, climate responsive, disaster resilient, eco-friendly and sustainable building materials, technologies and processes. The project also adopts green building norms in line with prevailing standards and specifications including sustainable construction practices to provide thermal comfort, reduce energy use and environmental impact.
