No MACP Benefits for Central Govt Employees Retired Before 1 September 2008, Government Clarifies in Rajya Sabha

The Government of India has clarified that Central Government civilian employees who retired between 1 January 2006 and 31 August 2008 are not entitled to the benefits of the Modified Assured Career Progression (MACP) Scheme, as the scheme was not in existence during that period.

The clarification came in response to Rajya Sabha Unstarred Question No. 603, answered on 23 July 2026, where Member of Parliament Shri Sanjay Singh sought details regarding the grant of MACP benefits to employees who retired under the Sixth Central Pay Commission (6th CPC).

The Member of Parliament sought to know:

  • Whether Central Government civilian employees who retired between 2006 and 2008 had been denied MACP benefits and the reasons for the same.
  • The department-wise number of employees affected.
  • Whether the Government had issued any Office Memoranda (OMs) to grant MACP benefits, arrears, or revised pension to such retirees.

Government’s Reply

Minister of State Dr. Jitendra Singh, replying on behalf of the Government, stated that the Modified Assured Career Progression (MACP) Scheme was introduced following the acceptance of the recommendations of the Sixth Central Pay Commission.

The Government issued a Resolution on 29 August 2008, introducing the MACP Scheme with effect from 1 September 2008.

Under the scheme:

  • Three financial upgradations are granted on completion of 10, 20, and 30 years of regular service.
  • Alternatively, an employee becomes eligible after completing 10 years in the same Grade Pay, subject to the provisions of the scheme.

The Government made it clear that since the MACP Scheme came into force only from 1 September 2008, it was not available during the period from 1 January 2006 to 31 August 2008.

Therefore:

  • Employees who retired before 1 September 2008 cannot claim MACP benefits.
  • No retrospective implementation of the scheme has been approved.
  • No Office Memorandum has been issued to extend MACP benefits, arrears, or revised pension to employees who retired during this period.

The reply categorically states:

“Since MACP Scheme was not in place during the period from 01.01.2006 to 31.08.2008, question of issuing any OM or granting benefit of the MACP Scheme during this period to Central Government Civilian employees whether in service or retired does not arise.”

No Data on Affected Employees

In view of the Government’s position that the scheme was not applicable before 1 September 2008, it did not provide any department-wise figures regarding the number of employees who retired during the period and were allegedly deprived of MACP benefits.

Implications for Pensioners

The Government’s response effectively closes the possibility of retrospective MACP benefits for Central Government civilian employees who retired between 1 January 2006 and 31 August 2008, unless a future policy decision or judicial direction provides otherwise.

Consequently, these retirees are not eligible for:

  • MACP financial upgradations,
  • Arrears arising from MACP,
  • Revision of pension based on MACP benefits.

Conclusion

The Rajya Sabha reply reaffirms the Government’s consistent stand that the MACP Scheme is prospective in nature, taking effect only from 1 September 2008. As a result, employees who retired before that date remain outside its scope, and the Government has no proposal to extend retrospective MACP benefits or issue any Office Memoranda for such cases.
