Deputy Superintending Archaeological Engineer (Group ‘A’ Post) Recruitment Rules, 2025 in Archaeological Survey of India

NOTIFICATION
New Delhi, the 21st May, 2025
G.S.R. 326(E ).––In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Culture, Archaeological Survey of India, Conservation Cadre (Group ‘A’ and Group ‘B’ Gazetted Posts), Recruitment Rules, 2019, in so far as they relate to the post of Deputy Superintending Archaeological Engineer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Deputy Superintending Archaeological Engineer in the Archaeological Survey of India, Ministry of Culture, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Culture, Archaeological Survey of India, Deputy Superintending Archaeological Engineer (Group ‘A’ Post) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publications in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached there to shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.– No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other ground for so doing, exempt any person from the operation to this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.

Note: The crucial date for determining the age-limit shall be closing date for receipt of application from candidates and not the closing date prescribe for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Lahul and Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh and the Union territories of Ladakh, Andaman and Nicobar Islands and Lakshadweep. |
Essential:
(i) Bachelors degree in Civil Engineering from a recongnised University or institute; (ii)Three years experience in planning, execution and maintenance of civil engineering works in Government sector or any recognised archaeological or heritage site. Note 1: Qualifications are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in case of candidates otherwise well qualified. Note 2: The qualifications regarding experience are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the Union Public Service Commission is of the opinion that |
sufficient number of candidates from these communities possessing requisite experience are not likely to be available to fill up the vacancy reserved for them. |

Promotion: Assistant Superintending Archaeological Engineer in level- 7 in the pay matrix (Rs.44900- 142400) with five years’ regular service and possessing at least a qualification of diploma in Civil Engineering and having successfully completed two to four weeks training in archaeological conservation.
Note 1: The eligibility service shall continue to be three years for the persons holding the post of Assistant Superintending Archaeological Engineer in level- 7 in the pay matrix (Rs. 44900- 142400) on regular basis on the date of notification of these rules. |
Group ‘A’ Departmental Promotion Committee (for considering promotion) consisting of:-
1. Chairman or Member, Union Public Service Commission -Chairman; 2. Secretary or Joint Secretary, Ministry of Culture – Member; 3. Consultation with Union Public Service Commission is necessary for direct recruitment and promotion. |
Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed service. Deputation(including short-term contract): Officers of the Central Government or State Governments or Union territory Administrations or autonomous body or statutory organisation or public sector undertakings or recognized University or research institution; (a)(i)holding analogous posts on a regular basis in the parent cadre or department; or (ii)with two years’ service in the grade rendered after appointment thereto on a regular basis in posts in level-9 in the pay matrix (Rs.53100-167800) or equivalent in the parent cadre or department; or (iii) with four years service in the grade rendered after appointment thereto on a regular basis in posts in level-8 in the pay matrix (Rs.47600-151100) or equivalent in the parent cadre or department; or (iv) with five years service in the grade rendered after appointment |

thereto on a regular basis in posts in level-7 in the pay matrix (Rs.44900-142400) or equivalent in the parent cadre or department; and (b) possessing the educational qualifications and experience as prescribed for direct recruits under column (7). Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation (including short-term contract) including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3: The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the last date of receipt of applications. |
