PRE-MATRIC AND POST-MATRIC SCHOLARSHIP PROGRAMMES FOR SC AND OBC STUDENTS

Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) whether the pre-Matric and post-Matric scholarship programmes are being implemented by the Government for students of Scheduled Castes and Other Backward Classes;
(b) if so, the details thereof along with the efforts being made by the Government to ensure that not a single eligible student is missed under these programmes so as to achieve hundred per cent coverage for eligible students; and

(c) if not, the reasons therefor?

(a) to (c): The Ministry of Social Justice and Empowerment (MoSJE) implements the Centrally sponsored schemes of Pre & Post Matric Scholarship for SC students through State Government/UT Administrations on Direct Benefit Transfer (DBT) mode w.e.f 2022-23 and 2021-22 respectively. Central share is released directly into the Aadhaar seeded bank account of the beneficiaries. The aforementioned schemes are open-ended and demand driven for the eligible students of all the recognised institutions across India. The released central share is contingent upon States/UTs transmitting their State/UT share paid to the Central portal/National Scholarship Portal (NSP).
Further, Ministry also implements Centrally sponsored schemes of Pre-Matric Scholarship and Post-Matric Scholarships to Other Backward Classes (OBCs), Economically Backward Classes (EBC), and De-Notified Tribes (DNTs) which are of ‘Fund Limited’ nature and the funds are released to the States and UTs on notional allocation basis after receiving their proposals.
- Following steps are taken by the Government for effective monitoring as well as to ensure that eligible students are covered under these schemes:
- Regular capacity building and handholding/cluster/regional meetings and/or workshops for all States/UTs are conducted to review the progress of the States/UTs.
- Periodic review, by holding meetings at National level, Regional level, state level and field visits by Senior Officers.
- On-boarding of Schemes on National Scholarship Portal and online end to end processing.
- Advertisement to promote outreach and increase awareness:

Advertisements are published in National and regional newspapers in Hindi, English and regional languages.
