Delhi Water Board Septage Management (Amendment) Regulation, 2024

Delhi Water Board Septage Management (Amendment) Regulation, 2024 : Delhi Water Board Septage Management (Amendment) Regulation, 2024 (No. 01 of 2024) modifies the 2018 regulation. It takes effect upon publication in the Delhi Gazette, empowering the Board to regulate septage management in accordance with Section 109 of the Delhi Water Board Act.

New Delhi, the 13th March, 2024

Delhi Water Board Septage Management (Amendment) Regulation, 2024 (No. 01 of 2024) F.No.16(712)/UD/W/2023/2118.—In exercise of the powers conferred by Section 109 of the Delhi Water Board Act, (Act No. 4 of 1998), the Board hereby makes the following regulation to further amend the Delhi Water Board Septage Management Regulation, 2018, namely:-

1) Short Title and Commencement:

(1) This regulation may be called “Delhi Water Board Septage Management (Amendment) Regulation, 2024.

(2) It shall come into force on the date of their publication in the Delhi Gazette.

2) Amendment of Delhi Water Board Septage Management Regulation, 2018 as under:

Disposal of Septage – Terms & Conditions, 11

(a) The Licensee shall dispose of Septage only at the locations notified by the Delhi Jal Board from time to time.

(b) The Licensee shall submit duly signed Septage collection and disposal form prescribed at Annexure – 2 of these Regulations duly filled-in to the official of the Delhi Jal Board deployed to receive the Septage at the notified locations.

(a)    No Change

(b)     The Licensee shall submit duly signed Septage collection and disposal form prescribed at Annexure– 2 and amended Annexure – 3 (copy enclosed) of these Regulations duly filled-in to the official of Delhi Jal Board deployed to receive the Septage at the notified locations. DJB shall make arrangements for requisition of the return in electronic form.

2. CHAPTER – III

A new clause to be added at S. No. 24 (Page No. 20) & also in S. No. 14 (Page 32)

No Clause exists 1 (a) Penalty for deposit of septage by unauthorized (unlicensed) entities shall be Rs. 50,000/- plus confiscation of vehicle.

(b)  Penalty for disposal of Septage at places other than the designated places by authorized licensee shall be Rs. 50,000/- per violation.

(c)  Penalty on a person who uses the services of unlicensed vendors/vehicles for discharging the septage shall be Rs. 10,000/- per violation.

2. An officer not lower than the rank of Naib Tehsildar in DM offices, JE in DJB/I&FC, Sub Inspector in Delhi Police and Sanitary Inspector in CD shall be competent to impose penalty.

21) Terms & Conditions, 23 – Installation of GPS System (Page No. 27)

Installation of GPS System – Each Vehicle used for transportation of septage shall be fitted with GPS device and access rights of the same shall be given to the respective District Magistrate and the agency notified by District Magistrate for tracking of such vehicles. Installation of GPS System – Each Vehicle used for transportation of septage shall be fitted with GPS device and access rights of the movement data shall be given to the Delhi Jal Board for tracking of such vehicles.
4. Modified Standard Operating Practices for workers safety in sewer lines, Septic tanks & closed pits (Point No. 14) (Page No. 32) Any Licensee vendors found dumping septage other than the notified locations shall be liable to pay the penalty of Rs. 50,000/- or as notified from time to time per default. The License shall be cancelled for two defaults. Deleted
