HOUSES BUILT UNDER URBAN HOUSING

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the number of houses built under urban housing scheme in the country during the last four years particularly in North-Eastern States;
(b) the details and number of houses allotted and their cost along with the number of houses under construction, State and district-wise;
(c) the time by which the target of providing houses to all the needy persons in North-Eastern States is likely to be fulfilled;
(d) whether a lot of delay is taking place in many of the projects; and
(e) if so, the action taken by the Government in this regard?

SHRI KAUSHAL KISHORE
(a) to (e) Ministry of Housing and Urban Affairs has been implementing Pradhan Mantri Awas Yojana-Urban (PMAY-U) under ‘Housing for All’ Mission since June, 2015 giving Central assistance to implementing agencies through States/ Union Territories (UTs) for providing all-weather pucca houses with basic civic amenities to all eligible urban beneficiaries through four verticals i.e. Beneficiary-led individual house construction/ enhancement (BLC); Affordable Housing in Partnership (AHP); ‘In-situ’ Slum Redevelopment (ISSR); and Credit Linked Subsidy Scheme (CLSS).
States/UTs prepared project proposals in phased manner in consonance with the scheme guidelines of PMAY-U as per demand under different verticals. Such proposals with due approval of the State Level Sanctioning & Monitoring Committee (SLSMC), are submitted to this Ministry in phased manner for consideration of Central Sanctioning & Monitoring Committee (CSMC). Completion of projects generally takes 12- 18 months under BLC vertical and 24-36 months under AHP/ISSR vertical of the scheme.
Houses under PMAY-U are being constructed using funds from Central assistance, State share as well as beneficiary contribution. Government of India is providing a fixed share as Central Assistance of ₹1.0 lakh under ISSR, ₹1.5 lakh under AHP and BLC verticals of PMAY-U. The remaining cost of the house, as per Detailed Project Report (DPR), is shared by States/UTs/Urban Local Bodies (ULB)/Beneficiaries.
Based on the project proposals submitted by States/ UTs, 118.90 lakh houses have been sanctioned as on 31.07.2023. Of the sanctioned houses, 112.30 lakh have been grounded for construction; of which 76.02 lakh are completed/ delivered to beneficiaries. State/UT-wise details of number of houses sanctioned, grounded for construction and completed during the last four years under PMAY-U are at Annexure. The scheme period which was earlier up to 31.03.2022, has since been extended up to 31.12.2024, except CLSS vertical of the scheme, to complete all the houses sanctioned without changing the funding pattern and implementation methodology. Ministry regularly monitors progress of the scheme through periodic review meetings, video-conferences and field visits to expedite completion of all sanctioned houses within the extended scheme period.
