MINISTRY OF HOME AFFAIRS

New Delhi, the 18th September, 2025

G.S.R. 155.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub-section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007), the Central Government hereby makes the following rules regulating the method of recruitment to the post of Deputy Commandant (Principal Private Secretary), in the Sashastra Seema Bal, under the Ministry of Home Affairs, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal, Deputy Commandant (Principal Private Secretary), Group ‘A’ Post, Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.– The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Pre-promotional courses.– The personnel in the feeder rank shall be detailed to undergo qualifying courses before completing service eligibility period for promotion to the next higher rank in order of their seniority and every such member of the Force shall, before any promotion, should have successfully completed pre-promotional course or courses as specified in the said Schedule.

5. Disqualification.– No person,-

  • (a) who has entered into or contracted a marriage with a person having a spouse living; or
  • (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Medical fitness. – Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-1, shall be eligible for appointment under the provisions of these rules.

Explanation.- For the purpose of this rule, “SHAPE-I” means Medical category defined as under:-

(i) Medical classification done by medical officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following function, namely:-

  • S – Psychological H – Hearing
  • A – Appendages
  • P – Physical Capacity E – Eye-Sight

(ii) Functional capacity of an officer under each factor shall be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals shall be written next to the code letter, except that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing S1H1A1P1E1.The general evaluation of these numerals is as under:-

1. Fit for all duties anywhere.

2. Fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes.

3. Excepting “S” factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 metres), extreme cold areas or hilly terrain and for long assignments.

4. Temporarily unfit for duties on account of hospitalisation or sick leave.

5. Permanently unfit for duties.

7. Superannuation. – A personnel appointed under these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years:

Provided that the person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of sixty years.

8. Liability of service. – Any person appointed to the said posts under these rules shall be liable to serve anywhere in India or abroad.

9. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

10. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

11. Interpretation.– If any question relating to the interpretation of these rules arises, it shall be referred to the Central Government for decision.

In case of recruitment by promotion or by deputation/absorption, grades from which promotion or deputation / absorption to be made.

By promotion:

Assistant Commandant (Private Secretary) in level-10 in the pay matrix (Rs. 56100-177500) with five years of regular service in the grade and who have successfully completed pre-promotional course or courses as specified by the Director General, Sashastra Seema Bal from time to time, and shall be in medical category SHAPE-I.

Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

By deputation:

Officers of the Central Armed Police Forces or State Government Police Organisation or Union territory Police Organisations,–

(a)   holding analogous post on a regular basis in the parent cadre or Department; and

(b)     the candidate shall be in the medical category SHAPE-I.

Note 1.– The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment by deputation, similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2.– The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department shall ordinarily not exceed four years.

Note 3.– The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of application.

If   a   Departmental   Promotional   Committee   exists,   what   is   its composition.

Circumstances in which Union Public Service Commission is to be consulted in making recruitment.

4.  Director or Deputy Secretary, Ministry of Home Affairs – Member.
