Will the Minister of JAL SHAKTI be pleased to state:
(a) the present status of implementation of Atal Bhujal Yojana in the States of Maharashtra and Tamil Nadu;

(b) whether Geographical priority areas have been identified under the Yojana and if so, the details thereof;

(c) the details of the identified over-exploited and water stressed areas for  implementation  of  the Yojana;

(d) whether the Government has achieved the desired results of launching the Atal Bhujal Yojana, if so, the details of the progress made under the scheme so far;

(e) the details of foreign or private collaborators under the scheme;

(f) the details of number of villages in Maharashtra and Tamil Nadu that have been covered so far under this scheme along with the number of BPL/SC/ST families benefitted, district-wise; and

(g) whether improvement have been made in various parameters under Atal Bhujal Yojana in Maharashtra and Tamil Nadu as per the mandate of the scheme and if so, the details thereof and if not, the reasons therefor?

(a) Atal  Bhujal  is  being  implemented  in  1133  Gram  panchayats  (GPs)  of  43  Blocks  under  13 Districts of Maharashtra. The scheme is not being implemented in Tamil Nadu.
IMPLEMENTATION OF ATAL BHUJAL YOJANA
Water Security Plans (WSPs) for all 1133 GPs in Maharashtra having details about water budget and proposed demand side interventions such as micro-irrigation, crop diversification, use of pipelines etc, and supply side interventions such as check dams, farm ponds, recharge shafts and other artificial recharge / water conservation structures, have been prepared and are being executed through convergence of various ongoing Central / State Government Schemes by concerned line departments.
 
(b) States  for  implementation  of   the  scheme  were  finalized  based  on  several  criteria including Institutional preparedness, hydrogeological conditions in addition to ground water over- exploitation / water stress conditions. Districts, Blocks and Gram Panchayats have been selected by the respective State Governments considering the criticality of ground water situation.
(c) List of Areas covered in Maharashtra under Atal Jal is attached at Annexure.
(d) Initially, the focus of the scheme was to establish institutional mechanism for sustainable ground water management which has been successfully done in all participating states. Further, the scheme aims at bringing behavioural change in the communities towards using more and more water saving techniques. This is being done through rigorous IEC and awareness activities at GP level. In addition, communities are being hand-held for building their capacities for monitoring ground water data and preparing water budget and WSP for their GP. All 8220 WSPs in seven participating States have been prepared.
This scheme is first  of its kind in taking up demand side interventions along with supply side interventions. States are being incentivized on bringing irrigated area under water saving techniques such as micro irrigation, crop diversification, use of pipelines, feeder separation etc. As per the verification of results, 50% of the target (total target 4.5 lakh hectare) has been achieved by the States.
(e) Atal Bhujal Yojana (Atal Jal) is being implemented in collaboration with World  Bank with financial assistance of Rs. 3000 cr. as loan.
(f) The scheme is implemented in water stressed areas and directed at general public, including marginal and poor farmers, SC/ST, and other vulnerable groups. In general, the scheme does not target individual beneficiary. The increased availability and sustainability of water is  to  have  a  positive impact on all the social groups. As per the information provided by State, Districts wise details of villages in Maharashtra is given at Annexure.
(g) The scheme is not being implemented in Tamil Nadu. In Maharashtra, all 1133 WSPs have been prepared. The activities in WSPs are being implemented in convergence  with  ongoing central/state schemes. Further, Maharashtra has also brought an area of 37777 ha. under water efficient practices.

(a) Atal Bhujal Yojana, a Central Sector Scheme with a total outlay of Rs. 6,000 crore is being implemented in 8,562 water stressed Gram Panchayats of 224 administrative blocks/ Talukas in 80 districts of seven States, viz. Haryana, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh for a period of 5 years from 01.04.2020.

The institutional set up required for implementation of the program such as State Program Management Units and District Program Management Units have been set up. Procurement activities for data collection equipments are in an advance stage. Awareness programmes are being conducted for local communities in order to sensitize them about the ground water status and its importance and preparation of community led Water Security Plans(WSPs), having details about water budget and proposed demand and supply side interventions. Majority of the Water Security Plans WSPs have been prepared & submitted with active participation from community. Implementation of various activities proposed under WSPs is being done in the field.

(b) In order to simplify and speed up the implementation of the scheme, various steps have been taken. Some of them are given below-

  •  i. The process of filling information regarding demography, water availability & usage etc. for Gram Panchayats, which becomes the base for water budgeting and preparation of WSP has been simplified;
  • ii. Parameters for data collection have been optimized as per the Scheme objectives and Standard Operating Procedures circulated for using various equipment by the stakeholders;
  • iii. Modifications in MIS with an aim to make it user friendly;
  • iv. Regular reviews at various levels along with field visits by National Program Monitoring Unit (NPMU) are also conducted.
