Employee Bodies to Discuss 3.25 Fitment Factor & 7% Increment at 8th Pay Commission

Major central government employee and pensioner organisations are set to deliberate on crucial demands related to the 8th Pay Commission during the upcoming meeting of the National Council (Staff Side), Joint Consultative Machinery (NC-JCM) in New Delhi on February 25, 2026.

The discussions will take place during the drafting committee meeting of the NC (Staff Side)-JCM, where representatives will prepare a common memorandum outlining their recommendations for submission to the Chairperson of the 8th Pay Commission, Ranjana Prakash Desai. The committee is headed by Shiva Gopal Mishra, who has asked members to remain in Delhi for a week to finalise proposals on various issues.

Key Demands Likely to Be Discussed

According to employee representatives, the following major proposals will be taken up:

  • Fitment factor of 3.2–3.25 for salary revision
  • 7% annual increment or biannual increment instead of the current 3%
  • Increase in leave encashment limit from 300 to 400 days at retirement
  • Expansion of family units from 3 to 5 for salary and fitment calculations
  • Raising Fixed Medical Allowance (FMA) from ₹1,000 to ₹20,000 per month in areas without CGHS facilities
  • Maintaining a proper pay gap between different employee levels
  • Introduction of a uniform promotion policy across departments
  • Provision of Leave Travel Concession (LTC) in cash form

Employee representatives argue that increasing family units to five could significantly improve basic salary calculations. They have also stressed the need for a streamlined promotion policy, citing disparities where some departments offer promotions within a few years while others see stagnation for over a decade.

Additionally, concerns have been raised about the inadequacy of the current fixed medical allowance in regions lacking Central Government Health Scheme facilities, especially for employees dealing with serious health conditions.

The memorandum finalised by the committee will be formally submitted to the 8th Pay Commission for consideration, potentially shaping salary revisions and service conditions for lakhs of central government employees and pensioners across the country.
