BENEFICIARIES UNDER PMAY IN BIHAR

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the number of houses allocated to beneficiaries under Pradhan Mantri Awas Yojana in the State of Bihar from 2019 to 2025, the details thereof;

(b) the manner in which Regional Rapid Transit System (RRTS) effectively reduces travel time, improves regional integration and increases employment generation; and

(c) whether Government plans to replicate the RRTS model in other fast-growing urban areas outside NCR?

THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS

(SHRI TOKHAN SAHU)

(a): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to all eligible urban beneficiaries across the country including Bihar. The scheme period has been extended up to 31.12.2025 to complete sanctioned houses without changing the funding pattern and implementation methodology. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to construct, purchase and rent a house by 1 crore additional eligible beneficiaries at affordable cost in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). The BLC, AHP and ARH verticals of the scheme are implemented as Centrally Sponsored Scheme (CSS) through States and Union Territories (UTs). The ISS vertical is implemented as a Central Sector Scheme through Central Nodal Agencies such as National housing Bank (NHB), State Bank of India (SBI) and Housing and Urban Development Corporation Ltd. (HUDCO).

Based on the project proposal submitted by States/UTs, a total of 119.26 lakh houses including 7.09 lakh under PMAY-U 2.0, have been sanctioned under PMAY-U by the Ministry, so far. Out of which 112.81 lakh houses have been grounded and 93.61 lakh are completed/delivered to the beneficiaries across the country as on 14.07.2025. Under PMAY- U and PMAY-U 2.0, a total of 4,45,212 houses have been sanctioned since inception in the State of Bihar, out of which 2,96,469 have been grounded, of which 1,89,863 are completed/delivered to the beneficiaries, as on 14.07.2025.

(b) & (c): National Capital Region Transport Corporation (NCRTC), the implementing agency for Namo Bharat Regional Rapid Transit System (RRTS) corridor has informed that Namo Namo Bharat Regional Rapid Transit System (RRTS) corridor is a transformative infrastructure initiative that tackles multiple urban and regional challenges. Namo Bharat trains are designed for a high speed of 180 km/h, with an operating speed of 160 km/h and hence reduce travel time. Further, Namo Bharat corridor strengthens regional integration by seamlessly connecting key regional centers with the main hub through high-speed, reliable transit corridors. It further increases the employment generation by creating large number of skilled and unskilled jobs.

‘Functional Plan on Transport for NCR-2032’ prepared by National Capital Region Planning Board (NCRPB) had recommended the development of eight rail based high- speed, high-frequency RRTS corridors to connect city centers of metropolitan and big cities, towns and urban areas. The eight recommended RRTS corridors are (i) Delhi-Gurugram- Rewari-Alwar (ii) Delhi-Ghaziabad-Meerut (iii) Delhi-Sonipat-Panipat (iv) Delhi- Faridabad-Ballabhgarh-Palwal (v) Delhi-Bahadurgarh-Rohtak (vi) Delhi-Shahdara-Baraut

(vii) Ghaziabad-Khurja and (viii) Ghaziabad-Hapur. The erstwhile Planning Commission of India (now NITI Aayog) appointed Task Force under the Chairmanship of Secretary, Ministry of Housing and Urban Affairs and prioritized three RRTS corridors, namely, (i) Delhi-Ghaziabad-Meerut, (ii) Delhi-Gurugram-SNB and (iii) Delhi-Panipat.
