Will the Minister of Housing and Urban Affairs be pleased to state:

(a) the total number of cities covered under smart city projects, the details of funds allocated/spent for them along with the current status of work progress;

(b) whether Government has received the proposal for an overall development of slums in urban areas under Smart Cities Mission (SCM), if so, the details thereof;

(c) the number of households resettled out of demolished slums in the said smart cities, the details thereof; and

(d) the details of smart cities where urban homeless households have been provided housing facility along with the number of such households?

(a) : Government of India launched the Smart Cities Mission (SCM) on 25 June 2015 for development of 100 cities as Smart Cities. The selection of 100 Smart Cities has been completed through 4 rounds of selection from January 2016 to June 2018. A total of 5,151 projects worth of ₹ 2, 05,018 crore were proposed by the 100 Smart Cities as part of their Smart City Proposals (SCPs). The Central Government is to give financial support to the Mission to the extent of ₹ 48,000 crore over five years, or an average of ₹ 500 crore per city. An equal amount on matching basis, is to be contributed by the respective State/Urban Local Body. Apart from these funds, around ₹ 42,028 crore (21%) has been proposed from convergence with other Missions, ₹ 41,022 crore (21%) from Public-Private Partnership (PPP), around ₹ 9,843 crore (4.8%) from loans, ₹ 2,644 crore (1.3%) from own resources and remaining from other sources. As on 5 March 2021, Government of India has released ₹ 22,839 crores as part of the Central share out of which ₹ 19,195 crore (84%) has been utilized by the Smart Cities. Smart cities have shown considerable progress in project implementation with 5,516 projects worth ₹ 1,72,694 crore (84%) having been tendered, out of which 4,806 projects worth ₹ 1,39,391 crore (68%) are under implementation/completed.

(b) to (d): Since Land and Colonization are State subjects, it is the responsibility of States/Union Territories (UTs) to collect data, frame policies and implement schemes for developing slums. However, Government of India through various programmatic interventions has been making overarching efforts by assisting States/UTs both technically and financially to address housing shortages including the issues relating to slums. Under SCM, 24 Smart Cities have reported 43 on-going slum re-development projects at an estimated cost of ₹ 3,298 crore. In pursuance to Government of India’s vision of ‘Housing for All’ by 2022, Ministry of Housing & Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U) since June 2015 to provide all weather pucca houses to all eligible urban beneficiaries. The ‘In-situ’ Slum Redevelopment (ISSR) component under PMAY-U provides houses to slum dwellers specifically using land as a resource and aims to bring them into the fold of formal urban settlements. So far, 4.54 lakh slum households have been benefitted under the scheme, details of which are at Annexure-I.
