Non-functional Kendriya Vidyalayas
356. Shri Pramod Tiwari:
Will the Minister of Education be pleased to state:
(a) Whether a number of sanctioned Kendriya Vidyalayas remain non-functional;
(b) if so, the details thereof and the reasons therefor; and

(c) the reasons for consistent drop in fresh enrolments in Kendriya Vidyalayas during the last five years?

(a) & (b) Proposals for opening of new Kendriya Vidyalayas (KVs) may be sponsored by Ministries or Departments of the Government of India/State Governments/ Union Territories Administrations, with commitment to provide requisite extent of land and suitable rent-free temporary accommodation for setting up a new KV as per norms. The proposals are subject to approval of the competent authority as per extant procedures. The Government of India has sanctioned/approved 1408 Kendriya Vidyalayas (KVs) as on date, out of which 1289 KVs have already been opened and made functional while the remaining 119 KVs (including 55 KVs sanctioned in December, 2024 and 57 KVs sanctioned in October, 2025) are non-functional on account of non-transfer of suitable requisite extent of land, free of cost and non- availability of temporary accommodation from the Sponsoring Authorities / State Governments, as per Kendriya Vidyalaya Sangathan (KVS) norms.
(c) In the last five years, overall numbers of fresh admissions has seen an upward trend despite removal of discretionary quotas and special provisions and the efforts to maintain Pupil Teacher Ratio (PTR) as per policy and statutory provisions.
