Housing Scheme : Cities under Smart cities mission

The Smart Cities Mission (SCM) launched in 2015 selected 100 cities for development, supported by ₹48,000 crore from the Central Government over five years. Tamil Nadu’s 11 cities received ₹10,955.20 crore, with 94% utilization. Projects monitored at city, state, and national levels for timely completion by June 2024.

CITIES UNDER SMART CITIES MISSION

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the details of budget allocated under Smart Cities Mission (SCM) during the last five years, State-wise;

(b) the names of the cities identified under SCM in Tamil Nadu, phase- wise;

(c) the details of the districts in Tamil Nadu for which essential funds have been allocated under the said mission to develop these as smart cities;

(d) the details of the funds allocated and utilised so far for the said purpose;

(e) whether the work of smart city project in the said identified cities is likely to be completed on time;

(f) if so, the details thereof and if not, the reasons therefor; and

(g) the steps being taken by the Government to expedite the works along with the progress report of the above said works?

(a) to (g) : Government of India launched Smart Cities Mission (SCM) on 25 June 2015. 100 Smart Cities have been selected through 4 rounds of competition from January 2016 to June 2018. As per SCM Guidelines, Central Government will provide financial support to the extent of ₹ 48,000 crore over five years to the 100 Smart Cities i.e., on an average ₹ 100 crore per city per year. An equal amount on a matching basis will be contributed by the State Government/Urban Local Body (ULB) other than in North-east/ hilly States where the ratio is 90:10. As on 26 January 2024, work orders have been issued in 8,020 projects worth around ₹ 1,70,733 crore; of which 6,695 projects worth ₹ 1,32,935 crore have been completed. As on 26 January 2024, ₹ 80,828 crore has been released; of which ₹73,742 crore (91%) has been utilized.

As regards the State of Tamil Nadu, 11 Cities were selected for development as Smart Cities in different rounds of selection process i.e., Chennai & Coimbatore in Round-1; Madurai, Salem, Thanjavur & Vellore in Round-2; Thoothukudi, Tiruchirapalli, Tirunelveli & Tiruppur in Round-3; and Erode in Round-4.

As on 26 January 2024, ₹ 10,955.20 crore has been released for the Smart Cities in Tamil Nadu; of which ₹ 10,328.64 crore (94%) has been utilized. District-wise funds are not allocated under SCM.

So far, work orders have been issued in 726 projects; of which 663 projects (91%) have been completed; and 63 projects (9%) are at different stages of implementation. The details of projects of Smart Cities in Tamil Nadu are given below:-

There is a multi-level structure in place to review progress of projects under the Mission. The implementation of SCM at the City level is done by an SPV created for the purpose. At State level, Mission implementation is monitored by the State Level High Powered Steering Committee (HPSC). At the National level, implementation is monitored by an Apex Committee headed by Secretary, Ministry of Housing and Urban Affairs (MoHUA). Nominee Directors of MoHUA on the Boards of SPVs monitor progress in respective cities on a regular basis. MoHUA regularly interacts with the States/Smart Cities through video conferences, review meetings, field visits, regional workshops etc. Smart Cities are continuously assessed on various parameters including, but not limited to, project implementation and utilization of funds through the Real Time Online Geospatial Management Information System (GMIS).

The period of implementation of SCM has been extended upto June 2024 and all Smart Cities, including Smart Cities of Tamil Nadu, are expected to complete their projects within the stipulated time.
