SURVEY OF HOMELESS UNDER PMAY
2285. SHRI GUMAN SINGH DAMOR:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the time by which a survey was conducted to prepare the list of the homeless people under Pradhan Mantri Awas Yojana (PMAY);

(b) the basis on which the criteria for eligibility was fixed;

(c) whether the names of many eligible beneficiaries could not be included in the survey list;

(d) if so, whether the Government proposes to prepare a list of eligible beneficiaries by conducting a survey again in this regard;

(e) the details of the number of houses allotted for construction for homeless people living Below Poverty Line (BPL) in rural areas during the last three years in Ratlam, Jhabua and Alirajpur district under Ratlam Parliamentary Constituency;

(f) whether a grant of rupees one lakh twenty thousand is provided to the eligible beneficiary of Pradhan Mantri Awas Yojana Gramin (PMAY-G); and

(g) if so, whether the Government is taking any action to raise this amount of grant considering the inflation?

(a) & (b) In order to achieve “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) with effect from 1st April, 2016 to provide assistance to eligible rural households with an overall target to construct 2.95 crore pucca houses with basic amenities. The beneficiaries under PMAY-G have been identified based on the housing deprivation parameters prescribed under Socio Economic Caste Census (SECC) 2011. After due verification by the Gram Sabha and completion of Appellate Process, Gram panchayat-wise Permanent Wait List (PWL) is prepared. The auto generated priority list of households from SECC, 2011 database was provided to the States/Union Territories (UTs) for conducting Gram Sabha meetings to finalize the PWL. As on 10.03.2023, a total target of 2.08 crore houses has been allocated from from SECC, 2011 based PWL.
Further, the details of such households who claimed to be left out from the SECC 2011 and eligible for inclusion in PWL, have been captured in the Awaas+ Survey conducted during January, 2018 and 7th March, 2019. In this exercise, the States/UTs have uploaded details of additional households. In order to fill the gap of 87 lakh houses (2.95 crore – 2.08 crore), Awaas+ data is being utilized. Out of this, a target of 85.67 lakh has been allocated to the States/UTs till date.
On the basis of housing deprivation parameters and exclusion criteria prescribed under Socio Economic Caste Census (SECC) 2011, the beneficiaries are identified under PMAY-G from SECC 2011 database and Awaas+ survey conducted by the Ministry of Rural Development through States/UTs.
The Ministry of Housing and Urban Affairs (MoHUA) is implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U), Housing for All since 2015 to provide pucca house to the eligible urban families across the country including homeless people. The scheme is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership
 
(AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). PMAY-U is a demand driven scheme wherein States/Union Territories (UTs) have been empowered to approve the projects for the beneficiaries identified by them through a demand survey based on eligibility criteria
(c) & (d) Under PMAY-G, the Awaas+ survey for all States/UTs was started in January, 2018 with the initial deadline of 31st March, 2018. The deadline was extended 4 times till 30th June 2018, 30th September 2018, 30th November 2018 and finally till 7th March, 2019. Owing to Cyclone affected/natural calamities affected and certain reasonable and justified circumstances, special windows were granted to some States for registration of additional houses on Awaas+.
The objective of Awaas+ exercise was identification of households, who though are eligible for assistance under PMAY-G as per the parameters specified under SECC-2011 but have not been included in the list of eligible beneficiaries in SECC database due various reasons. This exercise has already been completed by States after granting multiple extensions. There is no plan to open the Awaas+ portal in general for re-survey now.
As per scheme guidelines of PMAY-U, States/UTs undertook demand survey for identification of eligible beneficiaries including homeless people based on the criteria laid. Based on validated demand, States/UTs prepare Detailed Project Report (DPR) for approval by the State Level Sanctioning and Monitoring Committee (SLSMC), chaired by Chief Secretary of the State. Post approval, the project proposal is recommended to the MoHUA for consideration of Central Sanctioning and Monitoring Committee (CSMC) for release of Central Assistance. During the mission period i.e. till 31.03.2022 a total of 122.69 lakh houses were sanctioned. The mission period has been extended up to 31.12.2024 for completion of 122.69 lakh houses sanctioned till 31.03.2022 without changing funding pattern and implementation methodology of the scheme. Credit Linked Subsidy Scheme vertical has not been extended beyond 31.03.2022. Further, during the extended period, no additional houses will be sanctioned. However, within an overall ceiling of 122.69 lakh houses sanctioned till 31.03.2022, States/UTs may be sanctioned houses under BLC vertical against curtailment of non-starter houses under BLC, AHP and ISSR verticals of PMAY-U.
(e) The details of the number of houses sanctioned to eligible beneficiaries under PMAY-G during the last three years in the Ratlam, Jhabua and Alirajpur district under Ratlam Parliamentary Constituency is given as under:

(f) The scheme provides financial Assistance of Rs.1.20 lakh in plain areas and Rs.1.30 lakhs in hilly states (including North Eastern States and UTs of Jammu & Kashmir and Ladakh), difficult areas and Integrated Action Plan (IAP) districts. Additional assistance of Rs. 12,000/- is extended for construction of toilets through convergence with Swacch Bharat Mission – Gramin (SBM-G), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) or other dedicated source of funding. It is mandatory to provide support of 90/95 person days unskilled wage employment at the current rates to a PMAY-G beneficiary for construction of his / her house in convergence with MGNREGS
(g) No Sir. There is no such proposal under consideration of this Ministry.
