Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Delhi Development Authority (DDA) has issued any guidelines/Rules and Regulations for extension of balconies in DDA flats and in Cooperative Group Housing Societies (CGHS) flats in Delhi;
(b) if so, the details thereof and if not, the action taken by the DDA against the mushrooming of extension of additional floor/ room/ balconies/ permanent sheds in existing DDA/CGHS flats;
(c) whether DDA has received proposals for redevelopment of CGH Societies and if so, number of such proposals received, approved and rejected during the last five years;
(d) whether the Government has approved the final Master Plan Delhi 2041(MPD 2041) and DDA is considering to roll out the MPD 2041 soon for implementation; and
(e) if so, the details thereof along with the steps being taken by the DDA for removing the encroached land parcels across Delhi during the last five years?
ANSWER

(a) & (b): Delhi Development Authority (DDA) has informed that in terms of Master Plan for Delhi, 2021 (MPD-2021), additions/alterations which may include extension of balconies can be carried out in existing dwelling units of Cooperative Group Housing Societies (CGHS) flats as per the prescribed development control norms. DDA has further informed that for DDA flats, there is an existing policy for permission and regularization of additions/alterations.
(c): DDA has informed that no proposal for redevelopment of Cooperative Group Housing Societies has been received on Online Building Permit System of DDA in the last 05 years.
(d): The draft Master Plan for Delhi-2041(MPD-2041) is under finalization.
(e): DDA has informed that instructions have been issued from time to time, for removal of encroachment and protection and utilization of DDA’s land. In compliance of these instructions, various departments of DDA viz. Land Management, Horticulture, Engineering and Planning Department undertake demolition/encroachment removal programmes either suo-moto or on the basis of complaints received from public. These demolition/encroachment removal programmes are carried out as per the laid out guidelines/Standard Operating Procedure(SOP), after following complete due diligence.
