Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the current status of Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) in the country;
(b) whether the Government has achieved the set targets, if so, the details thereof and if not, the reasons therefor;
(c) whether the Government has the data on the number of Gram Panchayats in the country that currently have zero beneficiaries registered under the PMAY-G;

(d) if so, the number of such Gram Panchayats, State and district- wise particularly in Badaun Parliamentary Constituency of Uttar Pradesh and Parbhani of Maharashtra;
(e) whether the Government has conducted any analysis or assessment to understand the factors contributing to the lack of beneficiaries in these Gram Panchayats and if so, the details thereof;
(f) whether the Government has planned any targeted intervention for the Gram Panchayats with zero beneficiaries to ensure that eligible individuals are aware of and able to access the benefits of the yojana and if so, the details thereof; and
(g) whether the Government has made any arrangement to inform the eligible persons about the benefits of the yojana and extend the benefits of the yojana to them and if so, the details thereof?

(a) & (b): In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April 2016 to provide assistance to construct 2.95 crore pucca houses with basic amenities by March, 2024. Out of the mandated target of 2.95 crore houses, the States/UTs have sanctioned 2.93 crore houses to eligible beneficiaries and construction of 2.41 crore houses has been completed as on 27.07.2023. The scheme has achieved its major milestones and the Ministry is committed to achieve target of construction of 2.95 crore pucca houses by the set deadline of 31st March, 2024.
(c) & (d): Yes Sir. The data on the number of Gram Panchayats in the country that currently have zero beneficiaries registered under the PMAY-G is available. The number of such Gram Panchayats, State and district-wise particularly in Badaun district of Uttar Pradesh and Parbhani district of Maharashtra is given in Annexure.
(e) to (f): Under PMAY-G, the beneficiaries are identified based on the housing deprivation parameters prescribed under Socio Economic Caste Census (SECC) 2011. After due verification by the Gram Sabha and completion of Appellate Process, Gram Panchayat- wise Permanent Wait List (PWL) is prepared. The auto generated priority list of households from SECC, 2011 database was provided to the States/Union Territories (UTs) for conducting Gram Sabha meetings to finalize the PWL. As on 27.07.2023, a total of 2.04 crore households have been identified and included in PWL from SECC, 2011. Further, the details of such households who claimed to have been left out from the SECC 2011 based PWL and eligible for inclusion in PWL, have  been captured by the States/UTs in the Awaas+ Survey, 2018. The Survey was conducted during January, 2018 to 7th March, 2019. It is the prerogative of States/UTs  to analyze or assess to understand the factors contributing to the lack of beneficiaries in these Gram Panchayats, which themselves have not registered any beneficiaries in them. In this exercise, the States/UTs have uploaded details of additional households. In order to fill the gap of 91 lakh houses (2.95 crore -2.04 crore), Awaas+ data is being utilized. Out of this, a target of 91 lakh has been allocated to the States/UTs till date. Accordingly, the entire mandate  of  2.95  crore  houses  under  PMAY-G  has  already  been exhausted by allocation of targets to various States/UTs and no further targets are available for allocation.
(g): The PMAY-G guidelines provides that the States/UTs shall sensitize the selected beneficiaries, preferably at the block level, at the earliest possible date fixed by the State Government on different aspects of housing including the quantum of assistance, stage wise instalments thereof, different options of the available house type designs suitable to their area, the disaster resilient features, green housing designs, materials, technologies and elements (e.g. rainwater harvesting), cooking area, sanitation, water storage, etc. that need to be incorporated for houses in their locality, the need to take up construction of the core house initially, the approximate requirement of material for construction of each stage, the availability of the skilled mason / trained rural mason along with their contact details, source for procurement of the material at reasonable rates, sanitation of surrounding areas, etc. Further, the guidelines provide that non-compliance with regard to the sensitization programme will be treated as violation and shall attract penalty. It is also provisioned that Sanction Orders should be available to Beneficiaries and to Frontline Officials of MoRD related schemes, and to Self-Help Groups (SHGs). List of Sanction Orders should be sent through SMS to frontline officials (such as the Gram Rozgar Sahayak) and SHGs, so that they can share the same with the PMAY-G beneficiaries.
