Will the Minister of EDUCATION be pleased to state:
(a) whether it is true that there are nearly 1.2 lakh schools in the country where there is only one teacher in school, if so, the details thereof, State-wise and District-wise;

(b) the percentage of schools having one teacher out of the total number of schools, State-wise and district-wise;
(c) the steps taken/being taken by the Government in order to help the States to increase number of teachers in schools where there is only one teacher;

(d) whether the Government has any proposal to allocate more funds to the States to improve the pupil-teacher rate and if so, the details thereof and if not the reasons therefor; and
(e) whether it is true that in Primary Schools, the pupil-teacher ratio which as at 43 in 2010-11 has come down to 26.3 in 2020-21 and in Upper Primary Schools, the pupil-teacher ratio has reduced from 33 in 2010-11 to 18.9 in 2020-21 and if so, the details thereof and the steps taken by the Government in this regard?

(a) and (b): The Department of School Education and Literacy (DoSEL), Ministry of Education has developed the Unified District Information System for Education Plus (UDISE+) system to record data on indicators of school education provided by all the States and Union Territories. As per UDISE+, State-wise and District-wise one teacher school for the year 2021-22 is available at  https://www.education.gov.in/parl_ques.
(c) and (d): Education is in the concurrent list of the Constitution. Therefore, regulation, maintenance and supervision of school as well as service terms and conditions of teachers come under the purview of the respective State and Union Territory (UT) Government. Under Samgara Shiksha, Central Government provides intervention-wise funds to State/UT Government in lump sum. The States/UTs further release the funds to District, Block and Government Schools based on the approvals for implementation of the interventions provided under the Samagra Shiksha. The recruitment of teachers in schools is a continuous process and the vacancies keep arising due to retirement, resignation and additional requirements on account of enhanced students’ strength/new schools. The Central Government has been consistently pursuing the matter of expeditious recruitment and redeployment of teachers with the States and UTs. Advisories to maintain appropriate Pupil-Teacher Ratio (PTR) have also been issued to States and UTs from time to time.
Further, the Central Government through the Centrally Sponsored Scheme of Samagra Shiksha, provides financial assistance to the States and UTs to maintain appropriate Pupil-Teacher Ratio (PTR) for various levels of schooling, as per norms prescribed in the Right of Children to Free and Compulsory Education (RTE) Act, 2009, as amended from time to time. The financial support for teachers allocated under Samagra Shiksha for last two years is given below.
