Will the Minister of FINANCE be pleased to state:
(क) क्या यूक्रेन से लौटने वाले अनेक छात्रों ने भारत में शिक्षा ऋण लिया है;
(a) whether a large number of students returning from Ukraine have availed of education loan from India;
(b) if so, whether the Government has any data of such loans sanctioned to the students returning from Ukraine and if so, the details thereof;
(ड.) यदि हां, तो तत्संबंधी ब्यौरा क्या है और यदि नहीं, तो इसके क्या कारण हैं?
(e) if so, the details thereof and if not, the reasons therefor?

STATEMENT REFERRED TO IN REPLY TO PART (A) TO (E) OF LOK SABHA STARRED QUESTION NUMBER *451 FOR 04th APRIL, 2022 REGARDING WAIVING OFF EDUCATIONAL LOANS BY SHRI VIJAYAKUMAR (ALIAS) VIJAY VASANTH ADN SHRI RAVNEET SINGH BITTU
(क) से (ड.): विदेश मंत्रालय के अनुसार, 1 फरवरी 2022 से अब तक लगभग 22,500 भारतीय नागरिक, ज्यादातर छात्र, यूक्रेन से सुरक्षित रूप से भारत लौट आए हैं। सरकार ने यूक्रेन के पश्चिमी पड़ोसी देशों को पार करके आने वाले विस्थापित भारतीयों को आश्रय, भोजन और चिकित्सा सहायता के रूप में हर संभव सहायता प्रदान की, और उन्हें अंततः: ऑपरेशन गंगा के तहत संचालित उड़ानों के माध्यम से बाहर निकाला गया। विदेशों में छात्रों सहित भारतीयों का कल्याण, भारत सरकार की सर्वोच्च प्राथमिकता है।
According to the Ministry of External Affairs, around 22,500 Indian nationals, mostly students, have returned from Ukraine to India safely since 1st February 2022. Government provided all possible assistance in terms of shelter, food and medical attention where required, to displaced Indians who crossed over to the western neighbours of Ukraine, and they were eventually evacuated through flights operated under Operation Ganga. Welfare of Indians abroad, including students, is a top priority for the Government of India.
वर्तमान में स्थिति अस्थिर है और सरकार परिवर्तन की गहन निगरानी कर रही है। चल रहे संघर्ष के प्रभाव का आकलन किया जा सकता है। स्थिति के स्थिर होने पर ही सुधारात्मक कदमों पर विचार किया जाएगा । इसी बीच सरकार ने भारतीय बैंक संघ को वापस आने वाले छात्रों के बकाया शिक्षा ऋणों के संबंध में संघर्ष के प्रभाव का आकलन करने और पणधारकों के साथ इस संबंध में विचार विमर्श आरंभ करने के लिए कहा है।
The current situation is fluid and Government is closely monitoring developments. Implications of the ongoing conflict can be assessed and remedial steps considered only once the situation has stabilised. In the meantime, Government has decided to ask the Indian Banks’ Association to assess the impact of the conflict on outstanding education loans of the returnee students and to initiate stakeholder consultations in this regard.
