No. F. 16(20)/97/H-III/R.R./1695.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India read with the Government of India, Ministry of Home Affairs, Notification No. 24/78/68-DH (S), dated 24th September, 1968, and in supersession of this Government’s Notification No. F. 16(20)/97/H-III/R.R.-1888-97, dated 9th September, 1998, except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi hereby makes the following rules regulating the method of recruitment to the post Divisional Officer (Fire) in Delhi Fire Service, Government of National Capital Territory of Delhi, namely:-
1. Short title and commencement.—(i) These rules may be called the Divisional Officer (Fire), Delhi Fire Service Recruitment Rules, 2021.
(ii) They shall come into force on the date of their publication in Delhi Gazette.
2. Number of posts, classification and Pay Level in Pay Matrix.—The number of the said post, its classification and pay level in pay matrix shall be as specified in columns (2) to (4) of the Schedule attached to these rules.
3. Method of recruitment, age limit, qualification etc.—The method of recruitment to the said post, age limit, qualifications and other matters connected therewith, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who having a spouse living, has entered into or contracted a marriage with any person, shall not be eligible for appointment to the said post.
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Schedule Castes, Schedule Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Govt. of India from time to time in this regard.

Promotion: Assistant Divisional Officer with 5 years regular service in level-10 of pay matrix (Rs. 56,100 – Rs. 1,77,500/-), and having 2-4 weeks mandatory training as prescribed by the Department. Note 1: Where Juniors who have completed their qualifying/ eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/ eligibility service or two |

years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/ eligibility service. Deputation (including Short Term Contract): Officers of the Central Government/State Government/ Union Territory/ Autonomous or Statutory Organization/ Public Sector Undertaking/ Recognized University/ Research Institution: (A) (i) Holding analogous post on regular basis in the parent Cadre/Department; OR (ii) With 5 years service in the grade rendered after appointment thereto on a regular basis in Level-10 in pay matrix or equivalent in the parent Cadre/ Department; AND (B) Possessing following educational qualifications and experience: Essential:- (i) A degree in Science from a recognized university alongwith Advanced Diploma (Divisional Officer course passed) from National Fire Service College, Nagpur after having passed Station Officers and Instructor Course and Sub Officer Course from National Fire Service College, Nagpur OR Bachelor of Engineering (Fire) OR BE (Fire Technology Safety)/ BE (Safety Fire Engineering) from a recognized University. (ii) 07 years professional experience, out of which at least 5 years experience should be in the level 10 as per 7th C.P.C. or equivalent, in any fire organization, preferably of a Metropolitan City. (iii) Should have minimium physical standard i.e. height 165cms., weight 50kg. and chest 86.5cms. (Expanded.) Note : Person selected/appointed shall have to produce Medical Certificate from Medical Board of Govt. of NCT of Delhi Hospital to the effect that the individual is able bodied and does not have any deficiency in any limb and is not suffering from any contagious disease. Note 3: Period of Deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organization/ Department of the Central Government shall ordinarily not exceed 4 years.
