Will the Minister of RURAL DEVELOPMENT be pleased to state:

क्या ग्रामीण विकास मंत्री यह बताने की कृपा करेंगे कि:

(a) whether the Government proposes  to formulate any scheme to link properties  with the Aadhaar for preventing fraud in sale and purchase of land, houses or flats;

(क) क्‍या सरकार का भूमि आवासों अथवा फ्लैटों के विक्रय और क्रय में धोखाधड़ी को रोकने के लिए संपत्तियों को आधार कार्ड से जोड़ने के लिए कोई योजना तैयार करने का प्रस्ताव है;

(b) if  so,  the  details  thereof  along  with  the  time  by  which  this  scheme  is  likely  to  be implemented; and

(ख) यदि हां, तो तत्संबंधी ब्यौरा क्या है और इन योजनाओं को कब तक लागू किए जाने की संभावना है; और ‘

(c) the details of benefits which people may get as a result thereof?

(ग) इसके परिणामस्वरूप लोगों को होने वाले लाभों का ब्यौरा क्या है?

(a)&(b): The Department of Land Resources is implementing Digital India Land Records Modernizat ion Programme (DILRMP) with the objective of developing an Integrated Land Information Management System (ILIMS) across the country. Although ILIMS includes integration ofland records with Aadhaar, it is not an approved component under DILRMP. The Department has, therefore, issued advisories on 9.3.2017 and 23.8.2019 to all States/Union Territories to integrate Aadhaar with land records and use consent based  Aadhaar authentication in the registration process using their own resources. So far, ILIMS has been developed in 139 districts and substantial progress on linkage of land records with Aadhaar has also been achieved in more than 10 States/UTs.

(क) और (ख): भूमि संसाधन विभाग, देश भर में एक एकीकृत भूमि सूचना प्रबंधन प्रणाली (आईएलआईएमएस) विकसित करने के उद्देश्य से, डिजिटल इंडिया भूमि अभिलेख आधुनिकीकरण कार्यक्रम (डीआईएलआरएमपी) का कार्यान्वयन कर रहा है। यद्यपि, आईएलआईएमएस में आधार के साथ भूमि अभिलेखों का एकीकरण शामित्र है, तथापि यह डीआईएलआरएमपी के अधीन एक अनुमोदित घटक नहीं है। इसलिए, इस विभाग ने सभी राज्यों/संघ राज्य क्षेत्रों को अपने संसाधनों का उपयोग करते हुए, भूमि अभिलेखों के साथ आधार का एकीकरण करने और रजिस्ट्रोकरण प्रक्रिया में सहमति आधारित आधार प्रमाणीकरण का प्रयोग करने के लिए दिनांक 09.03.2017 और 23.08.2019 को परामर्शी जारी किए हैं। अभी तक, 139 जिलों में आईएलआईएमएस विकसित की गई है और 10 से अधिक राज्यों/संघ राज्य क्षेत्रों में आधार के साथ भूमि अभिलेखों को जोड़ने में भी पर्याप्त प्रगति हुई है।

(c) Integration of Aadhaar with land records will help in bringing transparency in transaction of land, houses, other properties besides, facilitating benefits of Government Schemes that inter-alia includes fertilizer subsidy, credit subsidy to farmers, DBT for crop msurance, Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Yojana etc.

(ग) भूमि अभिलेखों के साथ आधार के एकीकरण से सरकारी स्कीमों, जिनमें अन्य बातों के साथ- साथ, उर्वरक सब्सिडी, किसानों के लिए ऋण सब्सिडी, फसल बीमा के लिए डीबीटी, प्रधानमंत्री किसान सम्मान निधि (पीएम-किसान) योजना इत्यादि, शामिलत्र हैं, के लाभों को सुकर बनाने के अलावा भूमि, मकानों और अन्य सम्पत्तियों के लेन-देन में पारदर्शिता त्राने में मदद मिल्ेगी।
