STATUS OF PMAY-U

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the number of houses sanctioned and completed under Pradhan Mantri Awas Yojana – Urban (PMAY-U) since its inception, component and year- wise;

(b) whether the Government has conducted any study to assess the actual demand under PMAY-U, if so, the details thereof and if not, the reasons therefor;

(c) the percentage of total houses sanctioned and completed for slum households since the inception of the said yojana, year-wise; and

(d) whether the Government intends to conduct a survey to determine whether the houses provided under PMAY-U are actually being occupied by the intended beneficiaries, if so, the details thereof and if not, the reasons therefor?

(a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries including slum dwellers across the country. The implementation period of PMAY-U scheme, which was earlier up to 31.03.2022, has been extended up to 31.12.2025 to complete sanctioned houses without changing the funding pattern and implementation methodology.

Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS).

PMAY-U & PMAY-U 2.0 are demand driven schemes and Government of India has not fixed any target for construction of houses. As per the Scheme Guidelines of PMAY-U, selection of beneficiaries under different verticals through suitable means, formulation & execution of projects including allotment of completed houses are done by States/Union Territories (UTs). Eligible citizens are also allowed to apply through Unified Web Portal of PMAY-U 2.0 and register their demand with all details on the portal. States/UTs/ULBs validate the beneficiaries as per the eligibility criteria of the scheme guidelines and selection/scrutiny of beneficiary list is done at multiple levels in the States/UTs. The scheme guidelines and Unified Web-portal for submitting the online applications can be accessed through https://pmay-urban.gov.in.

After demand assessment and verification, States/UTs prepare project proposals and after approval of State Level Sanctioning and Monitoring Committee (SLSMC), these are submitted to the Ministry for sanctioning of admissible Central Assistance by Central Sanctioning and Monitoring Committee (CSMC).

As per the scheme guidelines, transparent selection of beneficiaries, scrutiny of beneficiary lists, allotment and occupancy of houses by the intended beneficiaries are done at multiple levels in the States/UTs/Urban Local Bodies (ULBs). The allotment as well as occupancy of the houses sanctioned under different verticals under the scheme are done through transparent processes to ensure that all houses under PMAY-U are occupied by the intended and eligible beneficiaries only. The database of all beneficiaries along with all demographic details is also maintained by the Ministry.

Based on the project proposal submitted by States/Union Territories (UTs), a total of 122.06 lakh houses, including 10.43 lakh under PMAY-U 2.0, have been sanctioned under the scheme by the Ministry, so far.

Out of which, 113.85 lakh houses have been grounded and 96.02 lakh are completed/delivered to the beneficiaries across the country as on 24.11.2025. The component and year-wise details of houses sanctioned and completed/delivered to the beneficiaries including slum dwellers under PMAY-U & PMAY-U 2.0, since its inception is at Annexure-I. The year-wise percentage of total houses sanctioned and completed for slum households since the inception under PMAY-U & PMAY-U 2.0 is at Annexure-II.

An evaluation study of all Central urban schemes including PMAY-U has been conducted by NITI Ayog. Evaluation of CLSS vertical has been carried out by Quality Council of India.
