SANCTION OF NEW HOUSES IN JHARKHAND AND ASSISTANCE AMOUNT UNDER PRADHAN MANTRI AWAS YOJANA (RURAL)

Will the Minister of Rural Development be pleased to state:
(a) whether the Central Government has given approval for the construction of 2,22,069 new houses under the Pradhan Mantri Awas Yojana (Rural) in Jharkhand for the year 2025- 26;
(b) if so, the amount of fund sanctioned by the Central Government to construct these houses, the details thereof; and
(c) whether an assistance amount of ₹1.30 lakh per house is being provided in tribal and difficult areas of Jharkhand, if so, the details thereof?

(a): Yes. In order to achieve the objective of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April 2016 to provide assistance to 4.95 crore eligible rural households with basic amenities by March 2029. As on 08.12.2025, a cumulative target of 4.14 crore houses have been allotted to States/UTs out of which 3.86 crore houses have been sanctioned and 2.92 crore houses have been completed. In the State of Jharkhand, 2,22,069 houses has been allotted to the State of Jharkhand under Pradhan Mantri Awas Yojana-Gramin (PMAY-G) during the year 2025-26.
(b): For the Financial Year 2025-26, the State of Jharkhand has been allocated ₹1,522.55 crore as Central share under PMAY-G and out of this ₹761.27 crore has been released for the implementation of the programme in the State.
(c): No. Under Pradhan Mantri Awas Yojana-Gramin (PMAY-G), the unit assistance is ₹1.20 lakh in plain areas, including in the State of Jharkhand. The unit assistance is ₹1.30 lakh in North Eastern States, Hilly States (including UTs of Jammu & Kashmir and Ladakh). In addition to the unit assistance, the beneficiaries are facilitated with 90/95 man days of unskilled labour wages through mandatory convergence with Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). Support of ₹12,000 for construction of toilet is also provided through Swacchh Bharat Mission – Gramin (SBM-G), MGNREGS or any other dedicated source of funding.
Under PMAY-G, minimum 60% of the target at the national level is earmarked for SC/ST households. Under PMAY-G, since inception out of total target allocated to State of Jharkhand, 6,23,814 houses have been sanctioned for the ST beneficiaries as on 08.12.2025 and 5,31,787 houses have been completed for ST beneficiaries .
Further, the Ministry of Rural Development is assisting in the implementation of the housing intervention of the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) of the Ministry of Tribal Affairs. The target under the housing intervention of PM JANMAN is to provide assistance for the construction of 4.90 lakh houses for the PVTG beneficiaries by March 2026. The unit assistance under PM-JANMAN is ₹ 2 lakhs along with 90/95 days person days from MGNREGA and provision of toilet from SBM/ MGNREGA or any other dedicated source of funding. As on 08.12.2025, a cumulative target of 36,330 houses have been allotted to the State of Jharkhand out of which 36,329 houses have been sanctioned and 8,545 houses have been completed.
The Ministry of Rural Development is also implementing the housing intervention under the Dharta Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA). The construction of 20 lakh houses for tribal beneficiaries during FY 2024-25 to 2028-29 is one of the interventions of the Abhiyan to be implemented under the PMAY-G. The DA-JGUA housing intervention is being implemented as per the guidelines of the PMAY-G.
