CONSTRUCTION OF NEW MEDICAL COLLEGES
1143. DR. D. PURANDESWARI:
Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) the number of new medical colleges, AIIMS institutions and specialized hospitals that have been approved and constructed during the last ten years, along with the distribution of these institutions, State-wise in the country;
(b) the number of new medical colleges and super-speciality hospitals which have been set up in Andhra Pradesh, along with their intake capacity for MBBS, postgraduate and super-speciality courses;

(c) the details of the Government’s plan to address the shortage of doctors, medical faculty, and healthcare professionals in the newly established and existing medical institutions along with the incentives being provided to retain talent in public healthcare;
(d) whether the Government has conducted any assessment on the availability of critical healthcare infrastructure, such as ICUs, diagnostic centres, and trauma care units, particularly in rural and tribal regions of Andhra Pradesh; and
(e) if so, the details thereof?

(a) & (b): The Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme (CSS) for ‘Establishment of new medical colleges attached with existing district/referral hospitals’ with preference to underserved areas and aspirational districts, where there is no existing Government or private medical college. The fund sharing mechanism between the Centre and State Governments is in the ratio of 90:10 for North Eastern and Special Category States, and 60:40 for others. Under the Scheme, 157 Government medical colleges have been approved in three phases including three (03) medical colleges (Piduguralla, Paderu & Machilipatnam) in Andhra Pradesh. The phase wise details of medical colleges approved in the country are at Annexure -I.
As informed by the Government of Andhra Pradesh , a total of six new medical colleges have been established from 2023 and the details of medical colleges are as as under:

Under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), twenty-two (22) AIIMS have been approved in the country including 01 AIIMS at Mangalagiri in Andhra Pradesh. State- wise details of AIIMS approved are attached at Annexure-II. Besides above, under “Upgradation of Government medical colleges by construction of Super Specialty Blocks” component of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), a total of three (03) projects have been approved in Andhra Pradesh in Government Medical Colleges at Tirupati, Vijaywada, Anantpur.
(c) Public Health and Hospitals is a State Subject and the responsibility for strengthening of healthcare system including expansion of human resources lies with respective State/UT Governments. However, Ministry of Health and Family Welfare, Government of India provides financial and technical support to the States/UTs. Under National Health Mission (NHM), support is provided to States/UTs to strengthen their healthcare system based on the Programme Implementation Plans (PIPs) submitted by the States/UTs within their overall resource envelope.
Further, under NHM, following types of incentives and honorarium are provided for encouraging doctors to retain in public healthcare:
- Hard area allowance to specialist doctors for serving in rural and remote areas and for their residential quarters.
- Honorarium to Gynecologists/ Emergency Obstetric Care (EmoC) trained, Pediatricians & Anesthetist/ Life Saving Anaesthesia Skills (LSAS) trained doctors is also provided to increase availability of specialists for conducting Cesarean Sections in rural & remote area.
- Incentives like special incentive for doctors, incentive for ANM for ensuring timely ANC checkup and recording, incentives for conducting Adolescent Reproductive and Sexual Health activities.
- States are also allowed to offer negotiable salary to attract specialist including flexibility in strategies such as “You Quote We Pay”.
- Non-Monetary incentives such as preferential admission in post graduate courses for staff serving in difficult areas and improving accommodation arrangement in rural areas have also been introduced under NHM.
- Multi-skilling of doctors is supported under NHM to overcome the shortage of specialists. Skill upgradation of existing HR is another major strategy under NHM for achieving improvement in health outcomes.
(d) & (e) As per the information received from the State Government, an assessment on the availability of critical healthcare infrastructure was conducted and it is observed ICUs and diagnostic services are available in all medical colleges, City Diagnostic Centres and Integrated Public Health Laboratories (IPHL) are being established under PM ABHIM, a total of fourteen (14) trauma care centres are available which are established under CSS, trauma care services are provided in all Government hospitals across Andhra Pradesh in integrated manner.
