Delay in Formation of the 8th Pay Commission :DoPT
The establishment of the 8th Pay Commission is facing potential delays as the Department of Personnel and Training (DoPT) has postponed the deadline for applications for under-secretary level positions within the panel. Initially, applications were invited back in April for four posts, targeting officers from All India Services or other Organized Group ‘A’ Services of the Government of India.
Originally set for May 21, the application deadline was extended to June 10, then to June 30, and most recently, the DoPT has issued another extension, now allowing submissions until July 31. This series of extensions has raised concerns among stakeholders regarding the timeline for formally setting up the 8th Pay Commission.

Though the formation of the pay panel received approval from the Centre in January, it has yet to be officially constituted. Key appointments, including the chairman and members of the commission, remain unannounced, and the Terms of Reference (ToR) necessary for the panel’s functioning are still awaiting approval.
The staff side of the National Council-Joint Consultative Machinery, representing central government employees and pensioners, anticipates that the formal establishment of the commission will occur following the issuance of the ToR. Stakeholders are closely monitoring the situation as they await further developments regarding the commission’s setup and the subsequent recommendations for salary revisions.
The anticipated rollout of the 8th Pay Commission is set to positively affect over one crore government employees and pensioners. However, stakeholders are preparing for potential delays in the implementation of revised salaries and pensions, as it typically takes more than a year for pay commissions to submit their reports.
Reflecting on past experiences, the 7th Pay Commission was announced in February 2014, but the revised salaries were not implemented until July 2016. Although the effective date for the salary revisions was retroactively set to January 1, 2016, employees and pensioners did receive arrears for the period leading up to the official rollout.
Leaders from the staff side of the National Council-Joint Consultative Machinery (NC-JCM) are advocating for the government to establish a similar effective date for the 8th Pay Commission’s implementation, suggesting January 1, 2026, as a likely candidate. This expectation underscores the ongoing discussions regarding compensation adjustments for government personnel, as they await clarity on the timeline and specifics of the upcoming pay commission’s recommendations.
