Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
a)    the total number of houses constructed during the period 2019 to 2022 under the scheme ‘Housing for All’ in the country, State/UT-wise;

(b) the funds earmarked for this purpose, State/UT-wise;
(c) whether the target for sanctioning of construction of affordable housing under the scheme would be achieved as per the proposed deadline of 2022;

(d) if not, whether the time would be extended for the same and if so, the details thereof; and

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS

(SHRI KAUSHAL KISHORE)
(a) & (b) Ministry of Housing and Urban Affairs has been implementing Pradhan Mantri Awas Yojana-Urban (PMAY-U) under “Housing for All” Mission since June, 2015 giving Central assistance to implementing agencies through States/ Union Territories (UTs) for providing all-weather pucca houses with basic civic amenities to all eligible urban beneficiaries through four verticals i.e. Beneficiary-led individual house construction/ enhancement (BLC); Affordable Housing in Partnership (AHP); ‘In-situ’ Slum Redevelopment (ISSR); and Credit Linked Subsidy Scheme (CLSS). State/ UT-wise details of number of houses sanctioned and Central assistance approved during the period 2019 to 2022 under PMAY-U are at Annexure.
(c) to (e) PMAY-U is a demand driven scheme and Government of India has not fixed any target for construction of houses. States/ UTs have undertaken demand survey under PMAY-U for assessing actual demand of housing and reported a demand of 112.24 lakh houses. Based on the project proposals submitted by States/ UTs as on 31.03.2022, a total of 122.69 lakh houses were sanctioned. Of the sanctioned houses, 107.55 lakh have been grounded for construction; of which 68.02 lakh are completed/ delivered to beneficiaries as on 23.01.2023.
Completion of projects generally takes 12-36 months in different verticals of the scheme. The scheme period has been extended up to 31.12.2024 with existing funding pattern and implementation methodology to complete the houses sanctioned till 31.03.2022.
States/ UTs have been advised to expedite the construction of sanctioned houses so that all houses are completed within the stipulated timeline as per Detailed Project Reports. Ministry regularly monitors progress of the scheme through periodic review meetings, video-conferences and field visits.

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether the Pradhan Mantri Awas Yojana (PMAY) aimed to provide affordable housing to the urban poor with a target of building two crore affordable houses by 31 March, 2022;

(b) if so, the status report on this initiative;

(c) the details of homelessness, in percentage terms eradicated due to this initiative; and

(d) whether the Government has any proposal to increase the unit cost under the PMAY-Urban and if so, the details thereof?
ANSWER

(SHRI KAUSHAL KISHORE)
(a) to (c): The Ministry of Housing and Urban Affairs (MoHUA) is implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U), Housing for All since 2015 to provide pucca house with basic amenities to the eligible urban families including homeless across the country. As per PMAY-U Scheme guidelines, States/Union Territories (UTs) were mandated to conduct demand survey through their respective Urban Local Bodies with the vision of ‘Housing for All’ following saturation approach. Against the validated demand of 1.12 crore houses, as on 28.11.2022, 1.20 crore houses have been sanctioned by the Ministry based on the project proposals submitted by States/UTs, out of which 1.06 crore have been grounded and more than 64 lakh have been completed/delivered to the beneficiaries. The Scheme has been extended till 31st December 2024 for completion of all the houses sanctioned under the Scheme. The State/UT-wise details of houses sanctioned, grounded and completed under the scheme are at Annexure-I.
(d): Government of India is sanctioning the proposals based on the Detailed Project Reports (DPRs) along with project cost prepared by the implementing agencies of States/UTs. Government of India is providing its fixed share as Central Assistance of ₹1.0 lakh under In-Situ Slum Redevelopment (ISSR), ₹1.5 lakh for Affordable Housing in Partnership (AHP) and Beneficiary Led Individual Construction or Enhancement (BLC) verticals of PMAY-U. Under Credit Linked Subsidy Scheme (CLSS) vertical of PMAY-U, an interest subsidy at the rate of 6.5% which amounts upto ₹ 2.67 lakh per house is provided for beneficiaries of Economically Weaker Sections (EWS) and Lower Income Group (LIG) category. The remaining cost of the house as per DPR is shared by States/UTs/Urban Local Bodies (ULBs)/Beneficiaries. There is no proposal to increase the Central Assistance with this Ministry.

(b) if so, the details of number of houses sanctioned/ completed/ grounded and allotted to beneficiaries under PMAY during the last four years and the current year;

(c) the details of funds/provisions made and utilised during the said period, year and State-wise along with Central assistance and State share;

(a) & (b): Yes, Sir. Ministry of Housing and Urban Affairs is implementing Pradhan Mantri Awas Yojana-Urban (PMAY-U) – ‘Housing for All’ Mission, since 25.06.2015 for giving Central assistance to States/ Union Territories (UTs) for providing all-weather pucca houses to all eligible urban beneficiaries. Based on the project proposals submitted by States/ UTs, a total of 122.69 lakh houses have been sanctioned during the Mission period i.e. till 31 March 2022.

Against the sanctioned houses, 102.23 lakh have been grounded for construction; of which 61.50 lakh are completed/ delivered to beneficiaries.

Under PMAY-U, during the last four years and current year, a total of 89,90,838 houses have been sanctioned, 78,92,361 have been grounded for construction, 54,08,086 have been completed and 48,66,306 have been allotted/occupied by beneficiaries.

(c): State/UT-wise and year-wise details of Central assistance released and utilised during last four years and current year (FY 2018- 2023) under PMAY-U are at Annexure-I.

State/UT-wise and year-wise details of Central assistance and State share approved during last four years and current year (FY 2018- 2023) under PMAY-U are at Annexure-II.

(d) & (e): State/UT-wise details of number of projects along with houses which are presently under construction under PMAY-U are at Annexure-III.

(a) the present status of implementation of Pradhan Mantri Awas Yojana- Urban (PMAY-U) and the number of houses constructed during the last three years and the amount spent for the same, year/ State-wise;

(b) whether the Government has any proposal to extend PMAY till March, 2024;

(c) if so, the details thereof and the fresh targets, if any, fixed for the same; and

(a) to (d): Ministry of Housing and Urban Affairs is implementing Pradhan Mantri Awas Yojana-Urban (PMAY-U) – ‘Housing for All’ Mission, since 25.06.2015 for giving Central assistance to States/ Union Territories (UTs) for providing all-weather pucca houses to all eligible urban beneficiaries. Based on the project proposals submitted by States/ UTs, a total of 122.69 lakh houses have been sanctioned during the Mission period i.e. till 31 March 2022.

Against the sanctioned houses, 101.94 lakh have been grounded for construction; of which 61.15 lakh are completed/ delivered to beneficiaries. Central assistance of  Rs. 2,03,427 crore has been approved; out of which Rs. 1,20,130 crore have been released. State- wise and Year-wise details of number of houses constructed and Central assistance released during last three years are at Annexure.

A proposal seeking extension of the Mission upto March 2024, to complete all houses sanctioned under the scheme upto 31 March 2022 without changing the funding pattern and implementation methodology, is under consideration. Meanwhile, an interim extension of 6 months for all verticals except Credit Linked Subsidy Scheme has been granted.
