Delhi Home Guards (Amendment) Rules, 2023: Amendments to age limit (45 years), educational qualifications (class 12th), and terminology changes from ‘appointment’ to ‘enrolment.’ Ex-servicemen enrollment up to 54 years allowed

NOTIFICATION
Delhi, the 29th December, 2023

F.No.1/2/2020/HG/3725-3737.—In exercise of powers conferred by section 8 of the Bombay Home Guards Act, 1947, as extended to National Capital Territory of Delhi, the Lt. Governor of National Capital Territory of Delhi, hereby makes the following rules to further amend the Delhi Home Guards Rules, 1959, namely:—

1. Short title and commencement-

  • (1) These rules may be called the Delhi Home Guards (Amendment), Rules, 2023.
  • (2) They shall come into force on the date of their publication in the Delhi Gazette.

2. Amendment of rule 3. In the Principal Rules (as amended vide amendments rules, 2008), in rule 3, in clause (b), for the words “60 Years”, the words “45 Years” shall be substituted. In clause (c), for the words “class tenth”, the words “ class 12th “ shall be substituted. The word ‘appointment’ and ‘appointed’ may be replaced with word ‘Enrolment’ and ‘Enrolled’ respectively.

The following proviso is also added at the end of this rule- The Ex-servicemen/CAPF/Ex-Para military Personnel may be enrolled up to the age of 54 Years and 10th Pass.

SOURCES FROM WHICH HOME GUARD VOLUNTEERS TO BE ENROLLED

Through open advertisement, Provided that the Lieutenant Governor, Delhi may reserve a certain quota in the enrolment for the Ex- Servicemen/Ex-CAPF Personnel.

Provided further that parameter for physical measurement and criteria for the selection process may be prescribed with the approval of Lieutenant Governor, Delhi.

3. Amendment of rule 4,5,6,7 and 8- In the Principal Rules, in rule 4,5,6,7 and 8, the word ‘appointment’ and ‘appointed’ may be replaced with word ‘Enrolment’ and ‘Enrolled’ respectively wherever used. Further, the word ‘directly’ may be omitted.
