UPGRADATION OF MEDICAL COLLEGES AND DISPENSARIES

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) whether the Government has received any proposals from Government of Uttar Pradesh for setting up of trauma centres and upgradation/modernisation of medical colleges and AYUSH dispensaries during the last three years and the current year;

(b) if so, the details thereof;
(c) the number of such proposals approved by the Government;
(d) the funds allocated and released for the purpose during the aforesaid period, proposal and district
-wise;

(f) the time by which such proposals are likely to be approved by the Government?

(a) to (f): During 11th Five Year Plan (2007-2012) and 12th Five Year Plan (2012-2017) under “National Programme for Prevention and Management of Trauma and Burn Injuries” 196 Trauma Care Facilities (TCFs) were sanctioned across the country which include 13 centres in Uttar Pradesh. Approvals were granted on the basis of the proposals received from the States as per the norms of the scheme. There is no provision of the identification of new trauma care facilities under the aforementioned Programme beyond 12th Five Year Plan.
 
Under the Scheme “Upgradation of existing State Govt./Central Govt. Medical Colleges to increase MBBS seats” in the country, a total of 432 MBBS seats have been approved in 07 Medical Colleges in Uttar Pradesh. Under the Scheme “Strengthening and upgradation of State Govt. Medical Colleges for starting new Post Graduate (PG) disciplines and increase of PG seats”, 265 PG seats were approved in 07 Medical Colleges under Phase -I and under Phase-II, 291 PG seats have been approved in 11 Medical Colleges in Uttar Pradesh. The details of central share released to Uttar Pradesh under both the schemes is attached as Annexure-I. The details of allocation and funds released under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) for upgradation of Medical Colleges in Uttar Pradesh is attached as Annexure-II.
Ministry of AYUSH is implementing Centrally Sponsored Scheme of the National Ayush Mission (NAM) through State/UT Governments for development and promotion of Ayush system of medicines and providing financial assistance to them under different activities as per the provisions of NAM guideline. Under NAM, there is provision of financial assistance for upgradation of government/panchyat/Government aided AYUSH dispensaries and accordingly as per the proposals received from State Government of Uttar Pradesh through State annual Action Plans (SAAPs) during the last three years and current year, 126 Ayush dispensaries have been approved for upgradation and grant-in-aid of Rs. 2520.00 lakhs has been sanctioned for the same.
