NOTIFICATION

Delhi, the 19th June, 2023
F.NO.5(96)/2022/L&B/ADMN/RRs/1967.—In exercise of the powers conferred by the proviso to article 309 of the Constitution read with the Government of India, Ministry of Home Affairs, notification number F-27/59- Him (i) dated the 13th July, 1959, and in supersession of this Government’s Notification No.F.5(22)/92/Pt.file/L&B/Admn/17678 dated 29th January, 2003, except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi, is hereby makes the following rules regulating the method of recruitment to the post of “STAFF CAR DRIVER(ORDINARY GRADE, GRADE-II AND GRADE-I)”in the Department of Land & Building Department, Govt. of NCT of Delhi, namely:-
Land & Building Department
1. Short title and commencement – 
(i) These rules may be called the ‘Land & Building Department, Staff Car Driver (Ordinary Grade, Grade-II and Grade-I) Recruitment Rules-2023.
(ii)They shall come into force from the date of their publication in the Delhi Gazette.
2. Number of Posts, Classification and level in the Pay Matrix -The number of post, its classification and level in the Pay Matrix shall be as specified in columns (2) to (4) of the Schedule annexed with these rules.
3. Method of recruitment, age limit, Qualifications, etc. –The method of recruitment to the said posts, age limit, qualification and other matters connected therewith, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification -No person –
  • (a) who has entered into or contracted a marriage with a person having a spouse living, or
  • (b) who having a spouse living, has entered into or contracted a marriage with any person shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied, that such marriage is permissible under the personnel law applicable to such person and the other party to the marriage and that there are other ground for so doing exempt any person from the operation of this rule.
5. Power to relax – Where the Government is of the opinion that it is necessary expedient so to do, it may be order and for reasons to be recorded in writing, relax any of the provisions of this rule with respect of any class or category of persons.
6. Saving – Nothing in these rules shall affect reservations, relaxation of age limit and other concession required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special category of persons in accordance with the orders issued by the Government from time to time in this regard.

Note:-   The   crucial date for determining the age limit shall be advertised by DSSSB/Competent Authority.

*In case of post being filled up by all- India Open Completion, the age limit would be between 18 year and 27 years.

Essential:

i) Possession of a valid driving license for motor cars.

ii) Knowledge of motor mechanism

(The candidate should be able to remove minor- defects
in vehicle) iii)Experience of driving a motor car for
atleast 3 years and

iv) Pass in 10th standard

Desirable:

3 years service as Home Guard/Civil Volunteers

Note 1:Qualifications are relaxable at the discretion of the Competent  Authority in the case of candidates otherwise well qualified.

Note 2 : The qualification regarding experience is relaxable at the discretion of the Competent Authority. In the case of candidates  belonging to the Scheduled Castes or Schedules Tribes. If at any stage of selection, the Competent  Authority is of the opinion that the sufficient number of candidates with requisite experience is not likely to be available to fill up the vacancy reserved for them.

in the level and having License of Light Motor Vehicle
in the office in which the vacancy arises subject to passing
a skill test conducted by Transport Department.
