AWAS PLUS SCHEME
2099.  SHRI VIJAY KUMAR HANSDAK:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government is aware that under the Awas Plus scheme out of 10,35,895 families listed in Jharkhand State, only 4,03,504 got benefitted physically in financial year 2021-22 and 6,32,391 entitled families failed to get their houses or their names were removed from the list;

(b) if so, whether the Government has any plan to examine about the removal of names of these families;
(c) if not, the reasons therefor; and
(d) whether the Government can assure these families from Jharkhand State to provide them houses in any other scheme?
ANSWER

(a) to (d) In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April, 2016 to provide assistance to eligible rural households with overall target  to  construct  2.95  crore  pucca  houses  with  basic  amenities  by March,  2024.  The identification of beneficiaries under PMAY-G is based on the housing deprivation parameters and exclusion criteria prescribed under Socio Economic Caste Census (SECC)-2011 and due verification by the respective Gram Sabhas and completion of an Appellate Process.
The Government conducted Awaas+ survey during January, 2018 to March, 2019 to identify those beneficiaries which claimed to have been left out under the 2011 SECC. The data of beneficiaries captured through Awaas+ is utilized to fill the gaps between overall target of 2.95 crore and eligible beneficiaries made available from SECC Permanent Wait List (PWL).
Based on the recommendation of Expert Committees, constituted for analysis of Awaas+ data, a target of 85.67 lakh houses have already been allocated from Awaas+ data which includes the full and final target of 4,03,504 houses allocated to the State of Jharkhand.
In respect of removal of households from Awaas+ database, the State Government removes/ remands the ineligible households from the database. The State Government has informed the Ministry regarding removal of 2,03,061 households from Awaas+ database due to wrong entries made by field functionaries of the state.
