Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether Government is making progress towards achieving its target of providing houses for all and if so, the details thereof;

(b) the number of the persons getting benefited from the said scheme, State-wise;

(c) the measures being taken by the Government to meet the target of providing housing for all;

(d) the details of the houses sanctioned, completed and  occupied under the said scheme;

(f) whether the Government’s target of “Housing for All” by the year 2022 has been achieved and if so, the details thereof; and

(g) whether the plan under PMAY-Urban focuses on the priority of constructing the houses based on the population of a State and if so, the details thereof?

(a) to (g) Ministry of Housing and Urban Affairs has been implementing Pradhan Mantri Awas Yojana-Urban (PMAY-U) under ‘Housing for All’ Mission since June, 2015 by giving Central assistance to implementing agencies through States/ Union Territories (UTs) for providing all-weather pucca houses with basic civic amenities to all eligible urban beneficiaries. The scheme has four verticals namely (i) Beneficiary-led individual house construction or enhancement (BLC) (ii) Affordable Housing in Partnership (AHP) (iii) Credit-Linked Subsidy Scheme (CLSS) and (iv) “In-Situ” Slum Redevelopment (ISSR).
PMAY-U is a demand driven scheme and Government of India has not fixed any target for construction of houses. Based on the project proposals submitted by States/ UTs, a total of 122.69 lakh houses were sanctioned up to 31.03.2022. Of the sanctioned houses, 107.55 lakh have been grounded  for construction; of  which  68.02 lakh  are  completed/ delivered to beneficiaries as on 23.01.2023.
PMAY-U scheme period has been extended up to 31.03.2024, except Credit Linked Subsidy Scheme (CLSS) vertical, to complete all the houses sanctioned till 31.03.2022 in States/ UTs without changing the funding pattern and implementation methodology. During the extended period, no additional houses will be sanctioned. However, within an overall ceiling of 122.69 lakh houses sanctioned till 31.03.2022, States/ UTs may be sanctioned houses under BLC vertical against curtailment of non-starter houses under BLC, AHP and ISSR verticals of PMAY-U.
States/ UTs have been advised to expedite the construction of sanctioned houses so that all houses are completed within the stipulated timeline as per  Detailed Project Reports. Ministry regularly monitors progress of the scheme through periodic review meetings, video- conferences and field visits.
Ministry of Housing and Urban Affairs (MoHUA) has launched Affordable Rental Housing Complexes (ARHCs) on 31.07.2020 as a sub-scheme of Pradhan Mantri Awas Yojana – Urban (PMAY-U) to provide dignified living to urban migrants/poor near their workplace during the Mission period. This scheme is being implemented through two models as under:
  • Model-1: Utilizing existing Government funded vacant houses constructed under Jawaharlal Nehru National Urban Renewal Mission (JnNURM) and Rajiv Awas Yojana (RAY) to convert into ARHCs through Public Private Partnership (PPP) or by Public Agencies,
  • Model-2: Construction, Operation & Maintenance of ARHCs by Public/Private Entities on their own available vacant land.
Under Model-1 of the scheme, so far, 5,648 vacant houses have been converted into ARHCs by States/ UTs of Chandigarh, Gujarat, Rajasthan, Uttarakhand and Jammu & Kashmir. Further, Request for Proposal (RFP) has been issued for 7,413 vacant houses in various States.
Under Model-2, 73 proposals have been received from public/private entities for construction of 1,39,471 units in 18 States/UTs. Subsequently, 13 proposals for constructing 82,273 new ARHC units in 7 States have been approved by the Ministry. Further, construction of 30,001 new ARHCs units have been started in various States.
