Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the details of the houses sanctioned under Pradhan Mantri Awas Yojana-Urban (PMAY-U) along with the funds disbursed and pending to release till date, State/District-wise including Maharashtra;

(b) the subsidy claims approved by the concerned authority under the Yojana for the individuals who have not been issued by the National Housing Bank since one and half year to two years;

(c) whether the Government initiating the steps to inform the Nodal Agency of the States to immediately release the approved amount of subsidies under Yojana which were approved since long to the beneficiaries and not issued in whole or partially thereby enforcing burden on the beneficiaries to pay the interest on the amount borrowed towards home-loan;

(d) if so, the details thereof; and

(e) the details of the fund released to the nodal agencies of the States monitoring the scheme for further release to the beneficiaries including Maharashtra?

(a)&(e) ‘Land’ and ‘Colonisation’ are State subjects. However, Ministry of Housing and Urban Affairs (MoHUA), under the vision of ‘Housing for All’, is supplementing the efforts of States/ UTs by providing central assistance under Pradhan Mantri Awas Yojana- Urban (PMAY-U) for construction of houses for all eligible urban families/ beneficiaries since 25.06.2015.

PMAY-U is being implemented through four verticals, i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). BLC, AHP and ISSR verticals are Centrally Sponsored Scheme and implemented by respective States/UTs. CLSS is a Central Sector Scheme and implemented by identified Central Nodal Agencies (CNAs), i.e., National Housing Bank (NHB), Housing and Urban Development Corporation Ltd. (HUDCO) and State Bank of India (SBI).

PMAY-U, except CLSS vertical, has been extended till 31 December 2024.CLSS for Middle Income Group (MIG) was effective till 31.03.2021 and CLSS for Economically Weaker Section/Low Income Group (EWS/LIG) ended on 31.03.2022.

The details of houses sanctioned as well as funds sanctioned and released under PMAY-U, so far, State/District-wise including Maharashtra is annexed as Annexure-I.

(b) to(d) The Union Government, under CLSS vertical, provides interest subsidy to eligible beneficiaries through CNAs. The disbursement of interest subsidy under CLSS vertical takes place after observing due diligence at all levels starting from the submission of application for home loan to Primary Lending Institutions (PLIs) and final clearance by CNAs. During financial year 2021-22 and current financial year, i.e., 2022-23 (up to 23 January 2023) 5.91 lakh beneficiaries have availed ‘{14,237 crore of interest subsidy through NHB under CLSS vertical of PMAY-U.
