Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government has achieved the objective for which Pradhan Mantri Awas Yojana –Gramin (PMAY-G) was launched and if so, the details thereof and if not, the corrective steps taken in this regard;
(b) the details of challenges faced by the Government while implementing PMAY-G;
(c) the details of funds released to Maharashtra and Andaman and Nicobar Islands under PMAY-G along with the number of houses constructed/likely to be constructed in Maharashtra and Andaman and Nicobar Islands under the said yojana during the last three years;
(d) the number of houses constructed and allotted to Scheduled Castes, Scheduled Tribes, Other Backward Classes and Minorities under the PMAY-G during each of the last three years and the current year in Maharashtra and Andaman and Nicobar Islands;
(e) the details of functioning of monitoring mechanism at different levels to ensure that the targeted categories of people get benefits under the said yojana; and

(f) the other steps taken by the Government to provide houses to beneficiaries in time bound manner?

(a) & (b) In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April, 2016 to provide assistance to eligible rural households with an overall target to construct 2.95 crore pucca houses with basic amenities by March, 2024. Against the overall target of 2.95 crore houses, a target of 2.94 crore houses has already been allocated to various States/UTs by the Ministry, out of which 2.83 crore houses have already been sanctioned by the States/UTs to beneficiaries and construction of 2.15 crore houses has already been completed.
During the period of Covid-19 pandemic induced nation-wide lockdown, all construction activities including construction of houses under PMAY-G were also affected. In addition to this, the main challenges in implementation of PMAY-G include the delay in release of Central & State Share from State Treasury to State Nodal Account of PMAY-G, cases of unwillingness of beneficiaries, permanent migration, disputed succession of deceased beneficiaries, delay in allotment of land to landless beneficiaries by the States/UTs and at times General/Assembly/Panchayat elections, and unavailability of building materials.
 
Keeping in mind the difficulties faced including financial hardships by the States/UTs, the Government had extended the timeline for achieving the overall target to March, 2024.
(c) The details of Central Share of funds released to the State Government of Maharashtra and Andaman & Nicobar Islands during the last three years and the number of houses already constructed and balance yet to be constructed in the State of Maharashtra and Andaman & Nicobar Islands under PMAY-G is given in Annexure-I.
(d) The details of number of houses constructed and allotted to Scheduled Castes, Scheduled Tribes, Other Backward Classes and Minorities under the PMAY-G during each of the last three years and the current year in Maharashtra and Andaman and Nicobar Islands is given in Annexure-II.
(e) Monitoring of PMAY-G is done through real time capture of progress using workflow enabled transactional data in MIS i.e. AwaasSoft. For process monitoring, inspection is done by central teams [Area Officers and National Level Monitors(NLM)], monitoring is also done by District Development Coordination and Monitoring (DISHA) Committee headed by Member of Parliament, Social Audit, etc.
The National Level Monitoring system of Ministry of Rural Development is a third party monitoring and reporting mechanism working towards regular assessment of implementation of Rural Development Programmes/ Schemes including PMAY-G in the country.
(f) The steps taken by the Government to provide houses to beneficiaries in time bound manner are as under:
  • Regular review of progress at the level of Ministry.
  • Launch of PMAY-G Dashboard for monitoring and supervision of the scheme.
  • Timely allocation of targets to the States/UTs and release of adequate funds.
  • Regular follow ups with the State to ensure release of central and state share of funds and provision of land to landless beneficiaries in rural areas.
  • Awards to the best performing States/UTs, districts and blocks based on performance index dashboard, thereby creating healthy competition and motivation among the States/ UTs for achieving the set targets.
