NO. 85. SHRI A. RAJA:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
a) the total number of houses constructed during the period 2019 to 2022 under the scheme ‘Housing for All’ in the country, State/UT-wise;
(b) the funds earmarked for this purpose, State/UT-wise;
(c) whether the target for sanctioning of construction of affordable housing under the scheme would be achieved as per the proposed deadline of 2022;
(d) if not, whether the time would be extended for the same and if so, the details thereof; and
(e) the measures taken by the Government to expedite the pending projects under the said scheme?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS
(SHRI KAUSHAL KISHORE)
(a) & (b) Ministry of Housing and Urban Affairs has been implementing Pradhan Mantri Awas Yojana-Urban (PMAY-U) under “Housing for All” Mission since June, 2015 giving Central assistance to implementing agencies through States/ Union Territories (UTs) for providing all-weather pucca houses with basic civic amenities to all eligible urban beneficiaries through four verticals i.e. Beneficiary-led individual house construction/ enhancement (BLC); Affordable Housing in Partnership (AHP); ‘In-situ’ Slum Redevelopment (ISSR); and Credit Linked Subsidy Scheme (CLSS). State/ UT-wise details of number of houses sanctioned and Central assistance approved during the period 2019 to 2022 under PMAY-U are at Annexure.
(c) to (e) PMAY-U is a demand driven scheme and Government of India has not fixed any target for construction of houses. States/ UTs have undertaken demand survey under PMAY-U for assessing actual demand of housing and reported a demand of 112.24 lakh houses. Based on the project proposals submitted by States/ UTs as on 31.03.2022, a total of 122.69 lakh houses were sanctioned. Of the sanctioned houses, 107.55 lakh have been grounded for construction; of which 68.02 lakh are completed/ delivered to beneficiaries as on 23.01.2023.
Completion of projects generally takes 12-36 months in different verticals of the scheme. The scheme period has been extended up to 31.12.2024 with existing funding pattern and implementation methodology to complete the houses sanctioned till 31.03.2022.
States/ UTs have been advised to expedite the construction of sanctioned houses so that all houses are completed within the stipulated timeline as per Detailed Project Reports. Ministry regularly monitors progress of the scheme through periodic review meetings, video-conferences and field visits.
